About this file

This document establishes repair qualification requirements for the F-16 Gas Turbine Engine (Jet Fuel Starter (JFS)) with NSNs 2835-01-308-3769 and 2835-01-689-2101 and part numbers 160001-1100A and 4550164. Potential offerors must satisfy nine mandatory qualification requirements before becoming eligible for contract award: notify the appropriate government office of qualification intent; certify possession of required repair, inspection, testing, packaging, and storage facilities and equipment; verify complete technical data packages including Air Force Technical Order 2JA3-57-3 and approved sources for replacement parts; repair items to conform to government specifications and UID requirements per DFARS 211.274; prepare and submit an approved qualification test plan addressing performance, environmental, mechanical, and quality assurance requirements; provide a pre-contract award qualification article for government evaluation and form, fit, and function assessment; comply with estimated qualification costs of $4,500; complete qualification efforts within an estimated 365 days; and achieve full qualification before the specified award date. The government will provide one serviceable JFS through its loan/lease program for correlation testing and one non-serviceable JFS for repair capability demonstration, with government rights to inspect testing processes with 45 days advance notice.

Additionally, three Source Qualification Waiver Criteria (QWC) allow potential relief from full qualification requirements: QWC1 permits waiver if the offeror has previously overhauled F-16 JFS units for the OEM, Air Force, foreign military, or another military service within the past 48 months using the same facilities and equipment, supported by written certification and evidence of successful customer acceptance; QWC2 allows qualification for similar or like items if the engineering authority verifies no increase in complexity or criticality, supported by complete drawings and proof of prior OEM or DoD delivery; QWC3 permits qualification of previously qualified sources that have undergone corporate transactions if the current requester maintains equivalent facilities, tooling, equipment, and personnel and utilizes original forgings and castings. Even when a waiver is granted, the offeror may be required to provide a post-contract award first article exhibit to verify production capability.

SECTION C:

1. QUALIFICATION REQUIREMENTS THAT MUST BE SATISFIED TO BECOME A QUALIFIED SOURCE

a. Prequalification Notice: The offeror shall notify the appropriate government Small Business Office or, if responding to a solicitation, the contracting officer in the appropriate government contracting office, of intent to qualify as a source for this Gas Turbine Engine (Jet Fuel Starter

(JFS)).

b. Facilities, Testing, and Inspection Capabilities: The offeror must certify to the government that they have, or have access to, the required facilities and equipment to repair, inspect, test, package, and store the item. The offeror shall make their facilities, equipment, tooling, and personnel available for evaluation and inspection by the government.

c. Data Verification: The offeror must verify that they have a complete data package Air Force Technical Order 2JA3-57-3, drawings and specifications of suitable tooling and engine test cell, and documentation of Government or OEM approved source of supply of engine replacement parts. The offeror may also be required to produce copies of all applicable procedures, drawings, or specifications. When the offeror proposes to use industry standards or commercial manuals during overhaul of the JFS, the offeror shall document the differences between the industry standard and the military standard, and state why those differences do not adversely affect the ability of the JFS to perform correctly and to pass the final functional checkout.

d. Repair Process Verification: The offeror must repair this item to conform to the government requirements as prescribed within the ESA-approved engineering/technical data package. The offeror must show compliance with Unique Identification (UID) requirements in accordance with DFARS 211.274 as prescribed within the ESA-approved engineering/technical data package. The offeror must provide, at their own expense, data showing the results of all quality, performance, and environmental evaluations conducted by the offeror to show compliance with the government requirements as prescribed by 419 SCMS/GUEA. The offeror shall also identify its sources for materials and its standards for internally used processes. Details of the required facilities, equipment, tooling, and personnel to perform the following functions for the subject part:

1. Disassembly

2. Cleaning

3. Inspection, repair, and replacement

4. Assembly

5. Testing

6. Shipping, receiving, and storing

e. Test and Evaluation and/or Verification: The offeror, at their own expense, shall prepare and submit to 419 SCMS/GUEA for their prior approval, a qualification test plan/procedure detailing

P/N: 160001-1100A & 4550164 Noun: Gas Turbine Engine (Jet Fuel Starter (JFS)) Application: F-16

9 Jul 2025 Section C 3/4 how they intend to verify compliance with all performance, environmental, mechanical, and quality assurance requirements identified by T.O. 2JA3-57-3. Upon approval of offeror’s test plan, the Government shall provide the offeror one serviceable JFS through the Air Force loan/ lease program for performance of correlation testing. This test will confirm whether the offeror’s test results correlates with Government test results. After completion of the approved qualification/correlation testing, the offeror shall be required to submit a complete test report of the results to 419 SCMS/GUEA for their review and approval prior to the contract award. The government retains the right to exercise the option to inspect the testing processes, including on-site witnessing of any or all documented testing. To allow for accomplishing this, the offeror shall notify the government at least 45 days in advance of the occurrence of any testing that will be used as a basis for qualification. The offeror’s facilities shall be made available for government inspection during these tests.

f. Qualification Article Verification: The offeror must provide, at their own expense, a pre-contract award qualification article for evaluation by the government. Upon satisfactory compliance with the provisions of paragraphs a. through e. above, the government shall provide the offeror one non-serviceable JFS through the Air Force loan/lease program for performance of the repair capability demonstration. This repair article must be completely disassembled, cleaned, inspected, components repaired/replaced, reassembled and tested in compliance with all of the requirements of T.O. 2JA3-57-3. This completed article shall be returned to the Air Force along with all associated inspection, repair, and testing documentation for a form, fit, and function evaluation to demonstrate compatibility with the weapon system and to evaluate the repair capability of the offeror. Offerors will be notified whether or not their qualification article passed or failed the required qualification testing within 60 days of submitting a product for qualification testing. Note that successful completion of the qualification testing does not guarantee any contract award. If the offeror is deemed qualified and awarded the contract, a post-contract award first article exhibit may be required to verify production capability.

g. Qualification Requirement Cost Estimate: Estimated likely costs for testing and evaluation, which will be incurred by the potential offering party to become qualified are $4,500. Note: These costs include shipping to/from and testing at a Government facility. Qualification testing will likely be performed at offeror’s facility.

h. Qualification Time Completion Estimate: It is the estimate of the engineering support activity that completion of this qualification effort should require 365 days. This is based on complexity of the JFSand other factors.

i. Qualification Time Limitation: An offeror may not be denied the opportunity to submit and have considered an offer for a contract if the offeror can demonstrate to the satisfaction of the contracting officer that the offeror (or its product) meets these standards for qualification or can meet them before the date specified for award of the contract. The award will not be delayed to provide the vendor with an opportunity to demonstrate its ability to meet the standards specified in this qualification requirement.

j. Evaluation of Proposals Not Previously Qualified: The offeror must be fully qualified in order to be eligible for a contract award. Therefore, the offeror must fulfill all of the requirements stated, in writing, in the qualification requirement before the date specified for award of the contract. Once all requirements are met, the offeror will be listed as an approved repair source for this item. Approval, however, does not guarantee subsequent contract award.

2. SOURCE QUALIFICATION WAIVER REQUIREMENTS

Sources who meet any of the following Source Qualification Waiver Criteria (QWC) may apply for a waiver of all or part of the qualification requirements. If a waiver is granted and the offeror is awarded a contract, the offeror may still be required to provide a post-contract award first article exhibit to verify production capability:

a. QWC1: The offeror submits written certification (e.g., DD Form 250, Material Inspection and Receiving Report, Purchase Order invoice, etc) which shows that they have overhauled the F-16 Gas Turbine Engine (Jet Fuel Starter (JFS)) previously for the OEM, the Air Force, Foreign military, or another military service and was responsible for all operations necessary to overhaul and deliver the item. Last delivery of this item can be no longer than 48 months from notification of intent to qualify and the same facilities and equipment must be used. The offeror must submit evidence that shows successful overhaul of the subject part and acceptance by the customer.

b. QWC2: A source qualified to provide a similar or like item can be qualified to provide the required item. However, for approval, the engineering authority must verify that there is no increase in complexity, criticality, or other requirements over that of the similar item. At a minimum, the source shall provide a complete set of drawings for the similar item and written proof, such as purchase orders, shipping documents, etc., to show that the similar item was provided to the original equipment manufacturer or DoD. The offeror must submit evidence that shows successful overhaul of the similar item and acceptance by the customer. It is at the discretion of the design control authority to determine if the overhaul of the similar item warrants waiving of any of the qualification requirements.

c. QWC3: A source previously qualified to provide an item, but which has been purchased, sold, merged, absorbed, reformed, split, etc., may qualify if it can be established that the qualification is currently with the requester and that the requester has the same or equivalent facilities, tooling, equipment, personnel, and utilizes the original forging, castings, etc., in the repair process.
