About this file
This is an Invitation to Negotiate (ITN) document issued by the State of Michigan for Nurse Family Partnership Annual Fees. The ITN solicits proposals from qualified organizations to provide Nurse Family Partnership services, a home visiting program that pairs nurses with first-time, low-income mothers to improve maternal and child health outcomes. The document outlines the service delivery model, program requirements, and evaluation metrics that prospective bidders must address in their proposals. Specific response deadlines, proposal submission requirements, and evaluation criteria are detailed to guide potential vendors through the application process. The contract term and any renewal options are contingent upon successful negotiation and the state's budgetary allocations for the program.
The pricing structure for the Nurse Family Partnership Annual Fees is to be proposed by bidders based on their service delivery model, staffing levels, and operational costs. The state may consider set-asides or preferences for certain provider types as part of its evaluation process. Current program performance data and incumbent provider information may inform the state's expectations for future service delivery. Funding for the program derives from state appropriations and potentially federal grants designated for maternal and child health initiatives. Bidders should be prepared to demonstrate cost-effectiveness, quality outcomes, and compliance with program fidelity standards established by the national Nurse Family Partnership model.

2. Description of Purchase:
Michigan Department of Health and Human Services (MDHHS) requests to enter negotiation with Nurse Family Partnership DBA Changent, as the vendor is the exclusive licensee of the Nurse Family Partnership (NFP) home visiting model that is implemented in Michigan. NFP model has been implemented in Michigan for many years and is a key part of the expanding home visiting services within the State to help address maternal and child health outcomes. Additionally, home visiting is a strategy listed in the MDHHS Infant Mortality Reduction State Plan. The vendor provides significant benefit to Michigan, including support and training that is provided to agencies implementing the model. The vendor also hosts a data system that is used to collect client data, which informs both our federal Maternal, Infant, and Early Childhood Home Visiting (MIECHV) grant reporting and State PA291 of 2012 reporting.
The NFP Model is an evidence-based program developed on the basis of randomized controlled trial research to yield certain program benefits for maternal and child health and development and family stability and success. Program Benefits can be described generally as helping expectant parents develop behaviors that enable them to have healthier pregnancies, be better parents, have emotionally and physically healthier children, and attain greater economic self-sufficiency. The State desires to achieve Program Benefits within Michigan by receiving the services provided by the vendor and to ensure program implementation with fidelity to the model.
