PREQUALIFICATION REQUIREMENTS, BASIS OF INVITATION TO

PARTICIPATE IN ACQUISITION, CRITERIA, RATING SYSTEM AND DEFINITIONS

1. OVERVIEW

This is a Prequalification of Sources Notice, in accordance with the procedures authorized by DFARS 236.272, for the East Campus Riverbank Park (Lot 12) Project.

The U.S. Army Corps of Engineers (USACE) Baltimore District will solicit offers for a Firm Fixed Price Design Bid Build contract in support of the Maryland Procurement Office (MPO), Ft. Meade, MD. The East Campus Lot 12 (Riverbank Park) will be an outdoor park destination with a variety of interwoven passive and active landscape experiences. The development shall include features such as a perimeter walking/jogging path, events lawn with restroom facilities, food truck and farmers market staging area, integrated storage area, and other similar features. The Lot 12 supporting facilities include site preparation for infrastructure features such as general site circulation, storm water management, lighting and landscaping features that are integrated within the existing East Campus. Improvements will include new or expansion of existing utility services and distribution systems. Site preparation work will include standard clearing/grubbing, cut/fill and grading, and erosion and sediment control measures. The purpose of the park space is to support workforce wellness, increase collaboration opportunities and enhance workforce engagement. The period of performance for this work is approximately 16 months.

The project includes tie-in to existing campus utilities. The contractor may need to coordinate work with Baltimore Gas and Energy Utility company that would be undertaking the relocation of an existing gas line on site. The contractor will also be required to coordinate their work with other active projects and with the personnel responsible for the stakeholder’s ongoing mission operations within the secured East Campus.

The Prequalification for this acquisition will be open to all interested small business owners/contractors.

The Government will evaluate the responses for one criterion: 1) Statement of Affiliation (SOA) Approval. Offerors shall be required to confirm compliance with DFARS 252.209-7002, Disclosure of Ownership or Control by a Foreign Government via completion of a Statement of Affiliation (SOA) form (Attachment A). Responses must be complete, be certified as correct information, and must adhere to the prescribed SOA format.

The Government will review the prequalification information for acceptability (all prequalification requirements will be reviewed and rated as “GO/NO-GO”), to determine a list of qualified/prequalified interested contractors.

Interested contractor’s responses must be rated “GO” for the Prequalification requirement in order to be prequalified/qualified to move on to consideration for the

Source Selection evaluation.

All respondents to the Prequalification of Sources Notice will be informed in writing whether they are invited to participate in the resultant acquisition or, based on the information submitted, that they are removed from consideration for the Source Selection evaluation.

Only interested contractors that meet the prequalification criteria will be considered for the subsequent Source Selection, at which time, they can expect to receive a Request for Proposal (RFP) solicitation document, including plans and specifications.

The Government intends to use a Lowest Price Technically Acceptable (LPTA) process in accordance with FAR 15.101-1. The Source Selection evaluation, following the Prequalification, will be based on the responses to the RFP. The solicitation package will be sent directly to the Offerors from the Government’s DoD SAFE site (this information will NOT be posted on Sam.gov) for download by the Offerors selected from the Prequalification.

2. GENERAL INSTRUCTIONS

Interested contractors shall submit a response to this Prequalification of Sources Notice. One (1) digital volume shall be submitted for Prequalification.

Note: For consistency purposes, please be sure to adhere to the numbering of the Requirement and Volumes identified in the table and do not make any changes.

3. REQUIREMENTS FOR PREQUALIFICATION

The Government will review responses to determine whether or not the interested offeror’s response meets the minimum acceptable requirements as stated for the requirement to determine a “GO” or “NO-GO” rating. The Government will not review the Prequalification responses to determine strengths.

The Government will evaluate SOA’s submitted by each of the responders to determine if any significant weakness results in a response being considered deficient which would result in a “NO GO” rating and remove an offeror from further consideration for the source selection evaluation.

A firm or subsidiary of a firm will not be advanced to the source selection phase if it is determined to be under foreign ownership or otherwise demonstrates an affiliation with a foreign country that sponsors or assists terrorism or is an intelligence threat, in a manner to control or influence the operations or management of this project. To be considered for the prequalified list, offerors must receive a rating of “GO”.

A rating of “NO-GO” for the Prequalification requirements will result in an interested contractor being removed from consideration for the Source Selection evaluation.

The Government will not carry over “evaluations” from the Prequalification for consideration in the Source Selection.

4. PREQUALIFICATION PROCEDURES

4.1. PREQUALIFICATION BOARD (PQB)

The PQB will be established to review and rate the responses received to this Prequalification of Sources Notice. The Government will not review the Prequalification responses to determine strengths; this will only take place during the Source Selection evaluation.

4.2.2. 4.2.5. Interested contractors are cautioned to put forth their best efforts, and to furnish all information clearly to allow the Government to review and rate their SOA.

Interested contractors should not assume that they will have an opportunity to clarify or correct anything in their response after submitting it. If the interested contractor fails to demonstrate qualification in accordance with the requirements and criterion above, the interested contractor will be disqualified from any further consideration.

5. BASIS OF INVITATION TO PARTICIPATE IN ACQUISITION
