About this file
This is Amendment No. 1 to Request for Proposal (RFP) No. 17-055/LJ issued by the Palm Beach County Purchasing Department on June 22, 2017, regarding Misdemeanor Probation Services. The amendment provides clarification and additional information requested by potential bidders, including the current staffing structure and operational requirements for probation services across Palm Beach County's four service locations: West Palm Beach, Delray Beach, Belle Glade, and coverage areas in Palm Beach Gardens. The RFP solicits proposals for comprehensive misdemeanor probation services, with a proposal due date of June 30, 2017. Current staffing includes a Regional Manager, multiple Probation Officers, administrative support, and intake personnel distributed across the county offices. Court coverage requirements are detailed across five courthouse locations with specified days, times, and officer deployment needs, with the understanding that these requirements may fluctuate based on caseload and court needs.
The current cost of supervision is fifty dollars per month per probationer, with no additional costs to probationers for pre-sentencing investigations, intake, orientation, or other services beyond the supervision fee. The Probation Advisory Board retains the authority to recommend changes to the supervision cost for approval by the Chief Judge. The incumbent provider is not expected to transfer their lease agreements to a new provider; however, Section 4.15 of the Scope of Work requires collaborative transition planning between the current and any newly selected provider to ensure continuity of service for existing probation clients and minimal disruption to court operations. The amendment addresses five questions from Advocate Program, Inc., providing prospective bidders with essential operational and financial information necessary for proposal development.
