About this file

This document is Addendum 1 to Request for Proposal RP035-23 issued by Gwinnett County, Georgia for the Lease of Box Hangars at Gwinnett County Airport (LZU). The addendum provides responses to questions submitted by proposers, including clarification on the minimum base rent for the hangar, ramp, and unimproved areas, which is a total of $1,047.75 per month. The addendum also confirms that proposals offering monthly rental rates below this amount will not be considered. Additionally, the addendum states that the E-Verify requirement applies to this proposal for the lease, improvement, maintenance, and operation of the existing aircraft hangars.

The document further explains that the lower rental rate provided to the Experimental Aircraft Association (EAA) was due to the intangible benefits they provide to the community on behalf of the airport, which is allowed under Federal Aviation Administration (FAA) guidance for non-profit agencies. However, the county is required by the FAA to collect fair market value for the hangars offered under this Request for Proposals.

Addendum 1

RP035-23, Lease of Box Hangars at Gwinnett County Airport (LZU)

Questions:

Q1. If you propose on one hangar, can you put your preference of which hangar?

A1. Yes, you can prioritize your list of preferred hangars.

Q2. If there is more than one proposer awarded, is it possible to have an agreement with them regarding installation of water meters?

A2. No, each individual lease will be required to install a water meter. However, if a proposer is awarded a lease for two or three units, they can install one water meter for all the units under their lease.

Q3. Is the minimum bid for Lease Parcel Tract B $1545.00?

A3. No.

Q4. Is the minimum bid for Lease Parcel Tract C $1533.00?

A4. No.

Q5. Is the minimum bid for Lease Parcel Tract D $1558.00?

A5. No.

Q6. If the above rents are incorrect, what are the minimum bids?

A6. Section 10 – Evaluation Criteria Sub-Section 1 Rent and Financial Benefit to the County incorrectly states that the minimum base rent is set at $0.21 per square foot per month and that proposals for rates below $0.21 per square foot will not be considered. The correct minimum base rent is set at:

Hangar - $750 per month. The hangars are approximately 3,250 sq. ft. so the monthly rate for the hangars is approximately $0.23 per square foot per month.

RP035-23 Addendum 1 Page 2

Ramp - $246.50 per month. The ramp area with each hangar is approximately 2,465 sq.

ft., so the monthly rate for the ramp area is approximately $0.10 per square foot per month.

Unimproved Area - $51.25 per month. The unimproved area with each hangar is approximately 1,700 sq. ft., so the monthly rate for the unimproved area is approximately

$0.03 per square foot per month.

TOTAL MINIMUM BASE RENT IS: $1,047.75. Proposals offering monthly rental rates below $1,047.75 will NOT be considered.

Q7. If the rents in Question 1 are correct, why did you apply $0.21/sf/month to the total leasehold footage when the 2020 Box Hanger Study only applied 0.21 to the hanger size, 3250 sf? Unimproved footage is valued at much lower amount per square foot than the improved footage.

A7. See answer to Question 6

Q8. You stated in your lease to the EAA for hangers one and six that the fair market value of these hangers is $680 per month per hanger. Why did you not use this amount as the minimum bid?

A8. The amount you quote as the fair market value for the EAA hangar is for the hangar footprint only and does not include any ramp or unimproved areas. The EAA’s rent was calculated using the intangible benefits that they provide to the community on behalf of the airport. These intangible benefits include Young Eagle flights, Science, Technology, Engineering, and Mathematics (STEM) educational outreach, a youth summer camp, airport tours, and other benefits that enhance the perception of the airport in the community’s eyes. This reduced rental amount is in accordance with Federal Aviation Administration (FAA) guidance on providing airport space at LESS than fair market value to a non-profit agency. For the hangars offered under this Request for Proposals the airport expects, and is required by the FAA, to collect a fair market value.

Q9. How did the county determine the Fair Market Value of the Hangar. Attached is a copy of the evaluation prepared for the county. It is different than the 21 cents per square foot the county has in the RFP.

A9. Please refer to the answer to Question 6.

Q10. Is the E-Verify needed for this since it is a lease? Page 21, item 6, states that we need to provide this “When Required”. Page 22, Section F states this form is required for physical performance of services for labor contracts. Which doesn’t seem applicable for existing structure lease. We will not be building a new building. We will be seeking contractors at a

RP035-23 Addendum 1 Page 3 future date for improvements required outlined in the bid. Until we win the RFP bid, we are unable to identify contractors.

A10. Yes, the E-verify will be needed. This proposal is for the lease, improvement, maintenance, and operation of existing aircraft hangar(s). The E-verify will be needed for the physical performance of services for all labor or service contract(s) that exceed $2,499.99.

All bidders shall acknowledge receipt of this addendum by inserting its number and date in the

Bid Form. Failure to do so may subject the bidder to disqualification. This addendum forms a part of the Contract Documents.

Thank you.
