I. Introduction

Gwinnett County is soliciting competitive sealed proposals to provide Residential Real Property Assessment and Administration Supplemental Services on a Multi-Year Contract from qualified service providers. The services to be performed under this contract will commence no sooner than January 1, 2026. Service providers should carefully review all described functions and operations within. It is the responsibility of each service provider to fully describe how each function will be completed as described, and how both quantity and quality will be reported. These responses need to demonstrate the service provider’s qualifications, expertise, and past performance for each function or operation.

Gwinnett County is in the northeast portion of the metropolitan Atlanta area. Gwinnett County's estimated 2025 population is around 1,020,157, with expectation of continued growth into the coming years. The $77 billion of assessed value on the Gwinnett County tax digest consists of approximately 310,000 parcels of real property and more than 50,000 personal property accounts. Currently, about 290,000 parcels are Residential Real Property parcels valued at $51.3 billion assessed.

Per Georgia Department of Revenue regulation 560-11-2-.56, the Gwinnett County Board of Assessors is “required by the State Constitution and state law to continuously maintain assessments of property that are reasonably uniform and that are based on fair market value as defined in O.C.G.A. 48-5-2.” Therefore, all property within Gwinnett County must be accurately identified, listed on the digest, and assessed at fair market value as prescribed by Georgia Code. The Gwinnett County Tax Assessors’ Office intends to continue to utilize supplemental services that support Residential Real Property Assessment and Administration Functions. Award will be made to the most qualified service provider, as demonstrated through response to this request for proposal.

II. Overview of Services to be Performed

• Uphold the standards of professional appraisal practice in accordance with all professional organizations and governing bodies.

• Residential Data Collection

• Data Confirmation & Validation

The services to be provided are supplemental to Gwinnett County’s in-house administration of residential assessment. The volume and mix of work assignments are solely based on the needs of Gwinnett County. Where provided within, the volumes and mix of work assignments are estimates. While the best information has been used for these estimates to be accurate, the actual number of assignments will vary based on future events as they occur, and there is no implied or explicit guarantee of the volume and mix of work to be assigned.

The service provider will be required to uphold the standards of professional appraisal practice in accordance with all regulating authorities of the Board of Assessors, as well as applicable professional organizations deemed by the Board of Assessors as authorities of professional appraisal practice. The service provider will also be required to provide management reporting that clearly details the completion of work, adherence to the scope of work, and responsiveness.
