I. PURPOSE/OBJECTIVE/BACKGROUND
Gwinnett County is located in metropolitan Atlanta, Georgia, and has a land area of 437 square miles and a population of over 1 million in 2024. Gwinnett County Department of Fire and Emergency Services (GCFES) provides fire protection, rescue, advanced life support emergency medical services, and transport for the entire county. The department currently operates 31 Fire Stations. Gwinnett County currently has an authorized strength of 1,056 fire fighters, paramedics, and support staff. In 2023 the department responded to approximately 101,423 calls for service generating 198,370 unit responses and logged over 2.98 million miles on a fleet of 234 vehicles. It is the intent of this Request for Proposal (RFP) to describe the minimum requirements for Battery Operated Hydraulic Extrication Equipment and related components. Each proposer is requested to provide pricing on each option listed enabling Gwinnett County to select various offerings for evaluation purposes. All vendors should propose their highest quality and most technologically advanced tools that are engineered to at minimum ten (10) years without significant maintenance and/or loss of pressure. Gwinnett County reserves the right to select and vary the configurations submitted.
II. PREPARATION OF PROPOSALS
1. Each vendor shall read all sections of this request for proposal including the instructions, and all attachments hereto. The vendor should sign the proposal with their usual signature by an authorized representative and shall give their full business address.
2. Vendors are requested to submit one (1) unbound single sided original, six (6) exact bound copies, and one (1) electronic copy on a flash drive should be submitted. Please label the electronic media with the submitting vendor name and reference the proposal number.
3. The Fee Schedule is to be submitted in a separate sealed envelope. The Fee Schedule should not be included in the technical portion of vendor’s submittal. Provide the proposed cost for the technical services offered using the attached Fee Schedule.
4. The County asks that proposers include any exceptions to contract, terms and conditions, or proposal requirements in their submittal.
5. In order to evaluate the proposals fairly, each vendor is required to describe how each specification or requirement of the proposal will be satisfied. It is not sufficient to state for example: “Acknowledged”, “Understood”, “Will Comply”, etc. Failure to provide complete, clear, concise, and definitive responses may result in rejection of the vendor’s proposal. The format of the response should follow the format of the proposal and reference the page number and paragraph that each requirement is addressing.

IV. PROPOSED PURCHASING PLAN
The Extrication Research and Specification Project Charter Committee recommends replacing thirty-eight (38) sets over a five-year period according to Operations Division plan listed below. A full set of extrication tools, as defined by Gwinnett County, will include a cutter, spreader, combination tool, two
(2) rams, two (2) batteries, and one (1) charger per tool. This tool configuration allows for optimization of the allotment to multiple apparatus within the fire station. As an example, an engine could be equipped with a cutter, spreader, and a ram, and another apparatus within the same fire station could be equipped with the combination tool and a ram. Each fire station having a complete set allows for expansion as additional units are added. This is only a proposed purchasing plan and does not bind the County to the purchases per year. All set quantities are approximate and may or may not be adjusted based on the allocation/availability of funds.
