About this file

This document is a Round 3 Questions and Answers (Q&A) file for the T56 Series Joint Follow on Contract, addressing multiple technical and procedural inquiries from potential offerors. Key points include clarifications on Government Furnished Equipment (GFE), which will not be determined until contract award, with offerors requested to review and specify their equipment needs. The document also provides guidance on repair data list (RDL) requirements, specifically referencing USAF AFMC Form 762A, and addresses qualification requirements for various engine components including Quick Engine Change Kits (QEC), Rolls-Royce engine certifications, and Honeywell fuel system qualifications. The responses indicate that USAF Source Approval Request (SAR) qualifications take precedence over Original Equipment Manufacturer (OEM) certifications for this contract, with the understanding that specific details may be subject to modification after contract award.

T56 Round 3 Q&A

1. Reference, CLINN X021AA: Can the government please provide clarification for the referred C, T, & A concerning the USAF TD amplifier?

C- Check T- Test A-Adjust

2. Reference GFP: The GFP file does not identify any equipment (GFE), for example structures, stands, tooling. Can the government please provide clarification on whether government furnished equipment (GFE) is available?

GFE will not be determined until the contract award. A list was provided of the current contract GFE. Offerors would need to look at the list and decide what GFE that they would require. The Government would then develop the GFE listing off of the requested list from the offeror. If you need the list again, please let the contracting officer know and it will be provided.

3. Reference Section L: Can the government please confirm section L in the final solicitation is accurate in the expectations of what is required for bid submittal?

Section “L” in the original published SF1447 is applicable. It is shown in the solicitation published with these questions that corrects the date from 7/21/25 to 7/28/25.

4. Reference PWS Attachment D: Overhaul and Repair definitions, will the government furnish test assets to test modules or is it expected for the contractor to provide the required components? For example, an overhaul or repair test on a compressor will require a Turbin and Gear Box for the test.

There are no TO test requirements that would drive needing corresponding test modules when producing a lone module. Modules produced by our depot contractor are assembled at a government I-level facility (CRF) and tested there.

Q1. RQR, Para 8.6.1 states “Provide the subject item Repair Data List (RDL)”. What does USAF mean by “the… Repair Data List”? An AFMC Form 762A is a Repair Data List (RDL). This form has the same characteristics as the Engineering Data List (EDL). The RDL lists the pertinent TOs as well as drawings that are needed for repair contracts.

• Is it referring to the USAF’s RDL AFMC Form 762A? Yes

• Or is this a general term and the USAF is expecting the Proposed Source to generate/propose a list of applicable repair data they intend to use? NA based on above

The solicitation package included several USAF AFMC Form 762A RDLs, but these do not cover all modules, specifically there does not appear to be a RDL for the QEC. Please advise. Assumed if you can do the full engine then you can do the modules. A QEC SAR package is required. This is subject to modification after the contract awards.

Q1.

ockheed Martin (LM) Original Equipment Manufacturer (OEM) certification required for Quick Engine Change Kits(QEC) as is Rolls- Royce (RR) certifications for engines? Is Honeywell (HW) OEM certification required for the fuel system as is RR certification for the engines?

pendix A PWS Pg 4,

3.1 Repair Qualification

Requirements (RQRs)/source approval requests (SAR)

W C-130 SPO Engineer 5/13/2025, Lockheed Martin QEC certification is not required for USAF QEC SAR qualification. RR AMC and AMOF qualifications are a stand-alone requirement for bidding qualification, mostly related to having access to Rolls-Royce proprietary series data that USAF cannot provide non-RR certified repair contractors USAF SAR qualifications for fuel items (Honeywell OEM) are covered under the Power Section SAR, with USAF tech data available, so even if fuel controls, pumps, etc. are worked on separate stand-alone CLINs, being USAF Power Section SAR qualified, means qualified repair of these items approved independent of any OEM certifications. Bottom line: USAF SAR qualifications trumps OEM certifications on this contract

1. The response states that LM QEC qualifications are not ‘required’. But will the USAF ‘accept’ LM QEC qualifications for this contract? A QEC SAR package is required. This is subject to modification after the contract awards.

2. Pls confirm that the Navy will accept QECs repaired to the USAF RQR and USAF Tech Order specifications. Yes. This is subject to modification after the contract awards. If not, pls provide a copy of the Navy QECK RQR.

3. A copy of the USAF RQR was not provided with the draft solicitation. Pls provide a copy of the current USAF/C-130 SPO QEC RQR. The RQR was provided. It is the same as the RQR for the other parts. The RQR requires a QEC SAR package

Q2. Pls provide the of CSI/CAI parts for the Power Section, and the QEC. This data is not required for a bid and the information is protected.
