ROSS ROAD RIGHT OF WAY FENCE CONTRACT
STATEMENT OF WORK, SPECIFICATIONS, AND DRAWINGS
CASPER FIELD OFFICE--HIGH PLAINS DISTRICT
GENERAL INFORMATION AND REQUIREMENTS FENCE MODIFICATION
Furnishing labor, equipment, and supplies, to construct 2.2 miles (11,654 feet) of barbed wire fence. The fence construction will follow specifications from BLM fencing manual H-1741-1. Please see Figure 1 for a map of project location depicting the fencing locations. The fence is located 27 miles northwest of Douglas, Wyoming. The project site can be accessed by traveling on State Highway 59 northwest from Douglas 20 miles and then turning west on Ross Road and traveling 7 miles. The project will parallel Ross Road on the eastern side. Please see figure 2 for the location of the fence in relation to Douglas, Wyoming.
The project will consist of building 2.2 miles (11,654 feet) of barbed wire fence. The fence construction will follow specifications from BLM fencing manual H-1741-1. The proposed fence will be a four-wire fence with a maximum wire height of 42 inches. The top three wires will be barbed wire and the bottom wire will be smooth wire. The wire spacing will be 16, 24, 32 and 42 inches from the ground to the top wire with new steel T posts and new wooden posts. Steel T posts will be used every 16 to 20 feet with wire stays equally spaced approximately every 4 feet in-between or as close as possible.
The wire fence will follow along the east side of Ross Road and just beyond the grader ditch approximately 60 to 100 feet from the edge of the road. This fence line crosses rolling topography with several large gullies and multiple hilltops. The soils will consistent of relatively sandy ridge lines and valleys. The elevational change from the highest point to the lowest point is approximately 400 feet in a gradual change.
Double H or HN combinations braces (see figure 3) would be utilized on topography changes, the edge of a gully, or any time the fence starts and stops at a gate or the end of the line. This is expected to occur at approximately 11 locations.
Motorized vehicles including skid steers, UTV’s, and tractors, will be authorized across the entire fence line.
The entire fence line has been surveyed and will be flagged. Specific flagging will be placed for locations of gates. Timing of the installation of the fence is expected to occur between July to November 2021. Exact dates of installation will be coordinated with the Contracting Officer.

Steel posts shall be manufactured from wrought, rail, or new billet steel, and shall have a minimum weight of 1.33 lb/lin ft. The anchor plates shall weigh a minimum of 0.67 pounds +5 percent, and be a minimum of 18 inch 2 in area.
E. 60d nails F. Wood Posts and Braces:
1. Acceptable Wood Posts and Braces: Sound single-stem members. A slight bend in one plane is acceptable. Posts and brace rails may be full stem members, sawed members of square cross section, or split members (western red cedar only). Line posts and brace rails shall be at least 4 inches minimum diameter at the small end and at least 6.5 feet in length. All wood posts used for vertical portions of braces shall be 6 inches minimum diameter at the small end and at least seven feet in length.
Minimum cross sectional area at the small end for split members shall be 10 in2. Honey locust, western red cedar (full stem with bark removed), juniper, osage orange, and white oak are acceptable without treatment.
2. Basis for Rejection: Posts are not acceptable when sweep causes a straight line joining the center of the top to the center of the butt to fall outside the body of the post, or at a point 2 inches or more from the center of the post. Posts that are charred, twisted, rotted, or excessively bent are not acceptable. Seasoning checks, single or opposite each other with a sum total equal to or more than 1/2 the thickness of the post are not acceptable.
K. Wire Gates: Furnish with the same type wire and wire spacing as the fence.
L. Brace Wires: Four wires of 9-ga smooth, galvanized wire or 2 wires of galvanized, 12-1/2-ga barbless wire. The minimum weight of zinc coating for 9-gauge wire shall be at least 0.4 oz of zinc/ft2 of coated surface area; for 12-1/2-ga wire at least 0.3 oz of zinc/ft2 of coated surface area.

B. Chromated Copper Arsenic Method: Chromated copper arsenate, waterborne preservative conforming to Type A, B, or C in AWPA P 5.
C. Quality Assurance: Posts shall bear a quality mark or tag of a program approved by the Contracting Officer. If the certification is completed by an AWPA representative, his hammer stamp will be accepted as evidence of inspection.
PART 3: EXECUTION
3.1 PREPARATION
A. All vehicles used during construction or for maintenance shall be confined to the work areas and the trails leading to them. Work will not proceed when soil moisture conditions are wet and subject to ruts being created. Clearing brush and other vegetation will be kept to a minimum. Mowing and cutting of heavy brush will be permitted but the blading of brush will not be allowed.
3.2 INSTALLATION
A. General: Steel posts shall not be used for end-panel, corner-panel, gate-panel, or stress-panel posts. Set wood posts in dug or drilled holes. Drive steel posts. When treated members must be bored or cut during construction, thoroughly swab untreated surfaces with copper naphthenate.
B. Ratio of Wood to Steel Line Posts: 1:4.
C. Setting Posts: Dig holes for setting wood posts to the depth as shown on the Work Data Sheet.
Set posts plumb and to the spacing and grades as shown on the drawings, unless staked otherwise. Space within 6 inches of that dimension shown on the drawings or in the Work Data Sheet. Holes shall provide adequate open space around the post so backfill can be tamped the full depth around the post. Backfill gradually and uniformly with soil around each post.
Compact backfill firmly from the bottom of the hole to the ground surface.
D. Driving Steel Posts: Drive into the ground to the depth shown on the drawings or until the anchor plate is slightly below the ground surface. Posts shall be driven plumb. When rock formations prevent driving remove anchor plate and excavate or drill holes a minimum of 18 inches deep and slightly larger than the diameter of the post. Place posts in the holes and grout the post solidly in position.
E. Corner Post, Gate Post, Corner Panel, Brace, and End Panel (Stress Panel) Assemblies:
Construct as shown on the drawings. Rock jacks shall not be substituted for these items. Construct stress panels on crests of hills, maximum of 1320 feet or when the fence turns center-to-center for barbed wire sections. In addition, stress panels are required at points between which wire is to be stretched. Construct end panels at the end of fence runs unless shown otherwise on the drawings.
F. Wire: Stretch tightly and staple to wood posts or securely attach to steel posts with standard wire clips or tie wire twisted tight. Wire is properly stretched when it is springy to the touch. Drive staples crosswise with the grain of the wood. The wire shall be free to move through the staples as it expands and contracts. Terminate wire at each end post, gate post, corner post, or stress panel. Wrap wire around the post two times and tie off by wrapping around the incoming wire a minimum of four times.
FENCE MODIFICATION 02834-1
G. Brace Wire: Double-loop and twist tight with a stick. Leave one end of the stick long enough to fasten behind the horizontal brace to prevent wire from unwinding.
H. Spiking: For spikes larger than 40d, predrilled lead holes shall be used. The hole diameter shall be three-fourths the diameter of the spike and drilled to a depth no greater than 1/2 the length of the spike.
