The Department of Homeland Security (DHS), Office of the Chief Security Officer (OCSO), Headquarters Support Directorate (HQS) has a requirement to procure on a sole source basis Infrared Cameras Incorporated (ICI) Thermal Camera Centurion Kiosks in order to provide Novel Coronavirus (COVID-19) facility entry screening at the DHS Headquarters (HQ), St. Elizabeths campus. The required items are follows:

In an effort to mitigate the risks imposed by the COVID-19 pandemic and protect DHS personnel, OCSO/HQS in the role on Federal Security Committee Designated Official (FSC DO) for the St. Elizabeths campus requires a brand name specified Infrared Cameras Incorporated (ICI) kiosk screening systems. The Department requires for five

(5) ICI Centurion Kiosk ICIFM384, five (5) ICI Blackbody Kiosk (ICBB) Included, five

(5) ICI IR Flash Screening Software (ICIIRFL) Included, and five (5) ICI Computers (CP) Included. In accordance with FAR 13.106-1(b)(1)(i), only one source can provide the ICI Thermal Cameras Centurion Kiosk as the ICI Thermal Camera Centurion Kiosks are fully automated, unique and highly specialized as a Class One medical device.

This system is the only thermal camera screening system with the following specifications:

Highest Accuracy Thermal Cameras: ICIFM385 Thermal Cameras are accurate to within a fraction (0.1 to 0.3 Celsius) of one degree Celsius. The cameras contain top quality internal sensors, sophisticated software, leading optics, and ISO approved blackbody calibration. Highly accurate thermal cameras mean the safest and most reliable fever screening solution on the market today.

FDA regulated Class 1 Medical Device. ICI received FDA clearance 12 years ago and takes health and public safety seriously. FDA Regulated Product: Thermal cameras used on humans are Class 1 Medical

Devices regulated by the FDA. ICI received FDA clearances in 2008 and 2010 setting ICI thermal cameras apart from other thermal screening solutions.

ISO Standards: ISO, the International Standards Organization, provides specific guidance on deployment, implementation, and operational guidelines for manufacturing processes globally. ISO 13154 applies to identifying febrile humans (those with fevers) using screening thermography (or thermal cameras).

This standard requires a blackbody, which ensures the highest quality accuracy.

OCSO/HQS conducted market research on the similar products from other vendors. The results of the market research indicate other companies’ similar products lack the features required, lack mitigation standards, and do not meet the needs of temperature screening at the St. Elizabeths Campus. Procuring an alternate brand other than ICI Thermal Cameras Centurion Kiosk ICIFM384 will reduce temperature screening capabilities, increase cost, increase human resources demands, increase cross contamination risks, and reduce/eliminate social distancing as required per CDC guidelines. These systems are fully automated and dispense a sticker badge as an indicator of successfully passing temperature screening, which is a required capability to gain access into the St. Elizabeths Campus. Based on market research, additional contracts and human resources will have to be put in place to cover all the capabilities ICI Centurion Kiosk can provide.
