About this file
This is a Performance Work Statement (PWS) for off-site laundry and linen processing services at Rosebud Indian Health Service Hospital in Rosebud, South Dakota. The contract is a Firm-Fixed-Price (FFP) award for a twelve-month base year with no option years, though the Government reserves the right to exercise options if subsequently funded. Services commence within fourteen calendar days of award, with a kickoff meeting required within five business days. The contractor shall provide three scheduled pickups per week (proposed Monday, Wednesday, Friday schedule to be confirmed at kickoff) of soiled linen from the Emergency Department, Inpatient Services, and Outpatient Clinical Services, with estimated volumes of 350–525 pounds per pickup containing 270–430 items. All processing must occur at the contractor's own off-site, contractor-owned and -operated facility using thermal disinfection (minimum 160°F for 25 minutes) or approved chemical methods compliant with The Joint Commission (TJC) Environmental Care standards, OSHA Bloodborne Pathogen standards (29 CFR 1910.1030), and CDC Healthcare Laundry Guidelines. Clean linen must be returned within twenty-four hours in sealed, separately packaged condition using designated clean containers with zero tolerance for cross-contamination.
Performance is measured against six key metrics: Pickup Schedule Adherence (100% of scheduled pickups), Linen Processing Turnaround (≥95% returned within 24 hours), TJC/OSHA Wash Compliance (100% compliance with temperature logs), Clean Linen Packaging (zero contamination incidents), Linen Loss/Damage Rate (≤2% per month), and Delivery Completeness (100% return rate). Monthly deliverables include a Laundry Volume & Processing Report (D-001) due by the 5th of each following month and Corrective Action Reports (D-002) within five business days of any non-conformance. The contractor must designate a Laundry Services Manager as primary point of contact with minimum two years supervisory experience in healthcare laundry operations, OSHA 1910.1030 familiarity, and availability within two hours during service days. The Government designates Contracting Officer Ladonna Collins and Contracting Officer's Representative Andrea Garrigan as primary contacts. The contractor bears all costs for personnel, equipment, transportation, supplies, processing chemicals, PPE, insurance, and overhead; the Government provides only designated collection and delivery areas and existing linen inventory baseline counts. Any processing facility change requires prior written Contracting Officer approval, and contractor personnel must comply with IHS facility access policies including security check-in and identification verification.

SECTION 1: INTRODUCTION
1.1 Purpose
This Performance Work Statement (PWS) establishes the performance requirements for off-site laundry and linen processing services at the Rosebud Indian Health Service (IHS) Hospital, located in Rosebud, South Dakota. The contractor shall provide all personnel, equipment, transportation, supplies, and management necessary to perform soiled linen pickup, processing, and clean linen return in strict accordance with The Joint Commission (TJC) Environmental Care standards, Occupational Safety and Health Administration (OSHA) Bloodborne Pathogen standards (29 CFR 1910.1030), and applicable Centers for Disease Control and Prevention (CDC) Healthcare Laundry Guidelines.
1.2 Background
The Rosebud IHS Hospital is a federal facility operated by the Indian Health Service, U.S.

Proper handling, transport, and processing of soiled linen is essential to patient safety, infection control program integrity, and TJC accreditation compliance. Rosebud IHS requires a contracted commercial laundry service capable of meeting federal healthcare linen standards and a scheduled pickup frequency that supports uninterrupted clinical operations.

This is a Firm-Fixed-Price (FFP) contract for a base year of twelve (12) months. All processing shall occur at the contractor's off-site, contractor-owned and -operated facility. No government-furnished laundry equipment will be provided.
