About this file
This is a verification form document issued by the City of Seattle, Washington, Office of Planning and Community Development (OPCD) in conjunction with the Seattle Department of Construction and Inspections (SDCI) for the Roots to Roofs Pilot Program. The document outlines the qualification and verification process for community development organizations seeking to participate in the program and develop projects with alternative zoning standards. The solicitation was released on March 24, 2026, with a response submission deadline of December 31, 2035, at 12:00 a.m., submitted electronically through https://procurement.opengov.com/portal/seattle/projects/243503. The verification process is continuous with no formal deadline, and applicants must demonstrate that a qualifying community development organization holds at least 51 percent ownership interest in a proposed development project. Following submission of a complete application, OPCD staff will review materials and the OPCD Director will issue a determination letter to the applicant and SDCI confirming verification status or providing reasons for denial.
Applicants must complete a comprehensive verification form addressing organization information, role in the proposed development, and equitable development use details. Organizations eligible to apply include nonprofit organizations registered with the Washington Secretary of State, public development authorities created pursuant to RCW 35.21.730, or public housing authorities created pursuant to RCW 35.82.030. The verification process requires applicants to demonstrate that the organization's mission encompasses creation or preservation of affordable housing, affordable commercial space, affordable arts space, community gathering spaces, or equitable development uses. Eligible developments may include equitable development uses that are allowed outright in Neighborhood Residential zones and exempt from applicable floor area ratio limits in Multifamily and Commercial zones. No pricing, budget allocation, or contract term information is specified as this constitutes a qualification verification process rather than a traditional procurement with awarded contracts. The procurement contact is Nick Welch, Senior Planner, at nicolas.welch@seattle.gov or (206) 684-8203.

TABLE OF CONTENTS
1. Verification Process
2. Applicant Information
1. Verification Process
1.1. Purpose
To be eligible for the alternative standards provided in the Roots to Roofs Pilot Program, a project must be a qualifying development, which is a development located on a site in which a qualifying community development organization, alone or in combination with other qualifying community development organizations, has at least a 51 percent ownership interest. Pilot projects can include equitable development uses, a use that is allowed outright in Neighborhood Residential zones and is exempt from the applicable floor area ratio (FAR) limit to a certain degree in Multifamily (Chapter 23.45) and Commercial (Chapter 23.47A) zones.
This verification form allows applicants to the Roots to Roofs Pilot Program to verify their status as a qualifying community development organization and, if applicable, verify that a proposed use constitutes an equitable development use.
1.2. Process
Following submittal of a complete application, materials will be reviewed, and Office of Planning and
Community Development (OPCD) staff will make a recommendation to the OPCD Director.
The OPCD Director will issue a determination that either a) the applicant is verified as a qualifying community development organization, or b) the applicant is not verified as a community development organization accompanied by stated reasons the applicant does not meet the definition. The determination will be sent concurrently to the applicant and to the Seattle Department of Construction and Inspections (SDCI) in the form of a letter or email from the OPCD Director.
This Determination constitutes the applicant’s approval as a qualifying community development organization for the purposes of the Roots to Roofs Pilot Program.
Applications for verification are accepted and reviewed continuously. Nothing in this verification process constitutes a formal RFP.
