About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services valued at $31,233.60. The Coast Guard is procuring eight seawater cooler support plates (Part # X59420200252, NSN 2930-01-729-6030) and eight end plates (Part # X59420300055, NSN 2930-12-400-5228), which are components of the 154' Fast Response Cutters Main Diesel Engine System. The justification cites a Brand Name restriction, determining that these items are peculiar to one manufacturer and essential to government requirements.
The procurement is restricted to three suggested sources identified as capable contractors: Pacific Power Group (Kent, WA, UEI: VCWRFP45TJA9), Stewart & Stevenson FDDA LLC (Fort Lauderdale, FL, UEI: T1DUJLFCBEW3), and Central Power (Liberty, MO, UEI: F5FJCGTEHK26). The rationale emphasizes that Rolls Royce is the Original Equipment Manufacturer, and substituted parts could cause equipment failure, fire, loss of life, and mission failure. The proprietary nature of the manufacturing drawings and technical data prevents other vendors from producing compatible items. Non-OEM vendors are required to provide documentation certifying that parts meet OEM specifications and standards. The document was signed by the Technical and Requirements Point of Contact on 07/23/2026 and the Contracting Officer on 08/06/2026, though no specific fair and reasonable price determination method was selected.

The items listed above must conform to design, materials, and operational requirements. The listed items are the standard configuration currently installed on the 154’ Fast Response Cutters. Rolls Royce is the Original Equipment Manufacturer (OEM) of the listed items used on the 154’ Fast Response Cutters. The reproduction manufacturing drawings, specifications and other technical data have not been purchased and is proprietary. The material, manufacturing processes and technical data of the listed items are proprietary to the OEM and not for sale as was requested by the Coast Guard.
