About this file

This is a Brand Name Determination and RFO Part 12 Justification and Approval document for a commercial item procurement under simplified procedures.

The U.S. Army Corps of Engineers, Portland District (USACE), intends to award a firm-fixed-price contract for the purchase of 11 pairs (22 each) of Tsubaki brand, 42-foot, epoxy coated roller chains in accordance with drawing B101-0944C. The roller chains are required for the Submerged Traveling Fish Screens (STS) at Powerhouse 2 to direct fish migration away from powerhouse turbines. The justification for brand name specification is based on mechanical compatibility requirements—only U.S. Tsubaki roller chains meet the structural and operational standards necessary at Bonneville Lock and Dam. Tsubaki's proprietary manufacturing process utilizing Nitronic-60 stainless-steel roller pins and precision-machined components ensures consistent performance, corrosion resistance, and extended service life critical to the facility's operations. The procurement history demonstrates a pattern of previous purchases of the same Tsubaki roller chain product across multiple contracts. The contracting activity will synopsize the requirement in SAM.gov and issue a formal or informal Request for Quotation (RFQ) in accordance with FAR Part 13, inviting all identified authorized Tsubaki distributors to quote and provide fair and reasonable price competition within the brand constraint. The acquisition is approved pursuant to FAR 13.106-1(b) authority for other than full and open competition.
