About this file
This is a Justification and Approval for Other than Full and Open Competition under FAR Part 13, authorizing a sole source award by the Uniformed Services University of the Health Sciences (USU), Acquisitions Directorate.
The contracting action involves a firm-fixed-price contract for new equipment with a one-year support agreement with an estimated value exceeding the Simplified Acquisition Threshold but not exceeding $9.0 million. The Armed Forces Radiobiology Research Institute (AFRRI) requires a fully integrated RoboCount LAB/50 Automatic Sample Changer system paired with a Mirion N-Type Coaxial HPGe Detector GR4020 to support mission-critical work in radiobiology, radiation safety, and nuclear event response through enhanced gamma spectrometry capabilities. Mirion Technologies (Canberra), Inc. is determined to be the only vendor reasonably capable of meeting the agency's requirements due to existing compatibility and software requirements, with customization complexity making distributors impractical and the equipment value being infeasible for small business distributorship from a cash flow perspective. The contracting office conducted market research through Government award databases, finding that almost all similar awards were sole source awards, and issued a notice of intent to sole source on April 28, 2026, which closed on May 13, 2026 with no responses received. Fair and reasonable pricing was determined through comparison with similar items in Government award databases and related industries. The justification has been approved, and the contracting officer certified that the anticipated cost to the Government will be fair and reasonable.

PROCUREMENT SENSITIVE INFORMATION – FOR OFFICIAL USE ONLY
Justification and Approval for Other than Full and Open Competition under FAR Part 13
In accordance with FAR 13.106-1(b), Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
Per FAR 13.106-1(b)(2), this requirement is for supplies and services and exceeds the Simplified Acquisition Threshold (SAT) but is not greater than $9.0 million and the Contracting Officer reasonably expects, based on the nature of the supplies or services sought and on market research, that offers will only include commercial items.
1. Identification of the agency and the contracting activity:
Uniformed Services University of the Health Sciences (USU), Acquisitions Directorate
(ACQ).
2. Nature and/or description of the action being approved:
Issuance of a sole source award. This will be a firm-fixed-price contract for a new award for equipment with a one-year support agreement.
3. Description of the supplies or services required to meet the agency’s needs (including estimated value):
The Armed Forces Radiobiology Research Institute (AFRRI) requires a fully integrated RoboCount LAB/50 Automatic Sample Changer system, paired with our high-performance Mirion N-Type Coaxial HPGe Detector GR4020. This proposed solution is designed to support AFRRI’s mission-critical work in radiobiology, radiation safety, and nuclear event response through enhanced gamma spectrometry capabilities.
4. Demonstration that the proposed contractor’s unique certifications or the nature of the acquisition requires use of the authority cited:
The manufacturer, Mirion Technologies (Canberra), Inc. (Mirion), is the only vendor that can meet existing compatibility and software requirements. Mirion has authorized distributors;
however, the customization complexity makes this requirement impractical for sale by an authorized distributor. Additionally, the estimated value of this equipment makes small business distributorship unfeasible from a cash flow perspective from manufacturer to distributor. Therefore, the circumstances of this contract action deem only one vendor reasonably capable of meeting agency requirements.
5. Procedures of FAR 13.5 were or will be used in accordance with 41 USC 1901 or the authority of 41 USC 1903 (including publicizing required justifications):

PROCUREMENT SENSITIVE INFORMATION – FOR OFFICIAL USE ONLY
If the notice to the Governmentwide Point of Entry (GPE) will not be publicized, indicate which exception applies:
This requirement is under $25,000. No synopsis to the GPE is required. (FAR 5.101(a)(1))
The following exception under FAR 5.202 applies:
6. Determination by the Contracting Officer that the anticipated cost/price to the Government will be fair and reasonable.
For pricing information, ACQ searched for similar requirements in Government award databases including the System for Award Management and the Electronic Data Access module within the Procurement Integrated Enterprise Enrollment. ACQ found awards with similar requirements and scope. These awards may be used to determine price fair and reasonable in accordance with FAR 13.106-3(a)(2)(iv), a comparison with similar items in a related industry and FAR 13.106-3(a)(2)(vii), any other reasonable basis.
7. Description of market research conducted and the results, or a statement of the reason market research was not conducted:
ACQ conducted market research for this requirement to determine commerciality and acquisition history for similar requirements through Government award databases. ACQ found almost all awards for similar requirements to the manufacturer were sole source awards. ACQ also issued a notice of intent to sole source on the Government Point of Entry on 28 April 2026, which closed on 13 May 2026. ACQ received no responses to notice.
8. Any other facts supporting the use of other than full and open competition:
N/A.
9. Listing of the sources, if any, that expressed, in writing, an interest in the acquisition:
No other sources have expressed an interest, in writing, in the proposed acquisition.
10. Statement of the actions, if any, the agency may take to remove or overcome any barrier to competition before any subsequent acquisition for the supplies or services required:
With any future requirements, the Government will continue to monitor the marketplace to remove the barriers of competition. For future requirements without this level of customization, it will be possible to compete awards among authorized distributors. For a total system replacement, ACQ will issue a competitive solicitation.
