SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP) UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD (SAT)

AUTHORITY: FAR 13.106-1(b)(1)

1. Contracting activity/agency. Department of the Interior, Interior Business Center, Acquisition Services Directorate, Division 5 Branch 5 in support of the National Park Service (NPS) George Washington Memorial Parkway (GWMP).

2. Description of supplies or services required to meet agency needs.

The NPS has a requirement for the installation and service for traffic counter data transmission and remote data access, maintenance, and technical support of RoadSys, Inc.

4. Reason for authority cited. The contracting officer has determined the circumstances of the contract deem only one source reasonably available.

5. Rationale.

RoadSys, Inc is the manufacturer of the traffic counters and data installed throughout the GWMP installed in 2020. The installation was procured through a contract that contained a base and two (2) one-year option periods that allowed for the maintenance and data access to the currently installed traffic counters. Initial work was completed in 2021 and currently NPS has a need to access the data on currently installed traffic counters and the installation of additional traffic counters that were all of which manufactured under the RoadSys Brand.

Replacing the NPS RoadSys’s traffic counter data solutions with another product is not possible, as the capabilities of the required RoadSys, Inc. products cannot be found in any other product. Furthermore, the cost associated with replacing all acquired traffic counters with a new vendor would result in an additional cost burden. As the current requirement is for continued maintenance and technical support, the installation of additional traffic counters, and access to traffic counter data, procuring the access to traffic counter data for future use

through RoadSys is the best interest of the Government as the data access and installed traffic counters are proprietary to RoadSys.

6. Market Research.

Market research revealed there are several other traffic data solution contractors available through open market. However, NPS GWMP has a requirement for the continuing need of RoadSys, Inc. traffic counters installation and service to include remote data access, maintenance, and technical support of currently installed traffic counters located throughout GWMP. The installed traffic counters and data access is proprietary and owned by RoadSys, Inc who perform the initial installation of traffic counters in 2020. The initial contract for the installation and service of the RoadSys traffic counters contained a base and three (3) one-year option periods which were not exercised due to staffing complications. The cost to procure new traffic counters and installation will exceed the benefits of continuing services through the current vendor RoadSys. As the traffic counters are proprietary through RoadSys, Inc., a sole source procurement through the open market to RoadSys is the most appropriate method in the best interest of the Government.
