About this file
This is a Sole Source Certification Request filed by the Colorado Department of Labor and Employment (CDLE) Employment and Training (E&T) division for a sponsorship agreement with the Rocky Mountain Workforce Development Association (RMWDA). The CDLE seeks to procure services from RMWDA to plan, coordinate, and execute workforce development conferences, convenings, training events, and meetings throughout Colorado. The specific services requested include collaborating with sponsors and stakeholders to develop event agendas, coordinating professional speakers on workforce-related topics, procuring appropriate venues, arranging audio-visual support, coordinating attendee accommodations, sharing location-specific information with participants, identifying food options that meet dietary needs, and creating marketing materials for event promotion. These events are designed to support case managers, workforce development board members, and program administrators across Colorado's complex workforce system. No specific response dates, due dates, site visits, bidder conferences, award dates, or contract terms are identified in the documentation provided.
The CDLE justified the sole source procurement by asserting that RMWDA is the only membership association of local and state workforce development organizations within Colorado that possesses the specialized expertise and workforce knowledge necessary to provide the requested services. The certification notes that RMWDA was founded specifically to provide logistical support for workforce system events and maintains a successful track record in executing such initiatives. No competing vendors were contacted, as the CDLE determined that no other organizations within the state have equivalent capabilities. Pricing terms, funding amounts, and contract duration are not specified in the sole source certification document.
