About this file

This file is a map guide document for the Town of Rocky Mount, Virginia, prepared in support of the North Main Corridor Business District Revitalization Project, a Community Development Block Grant (CDBG)-funded initiative administered by the Virginia Department of Housing and Community Development (DHCD). The document contains nine detailed maps and supporting documentation that illustrate the project area, existing conditions, and planned improvements. The maps include a regional vicinity map showing Rocky Mount's proximity to US Route 220 and Roanoke; planning grant study area maps extracted from the North Main Revitalization Plan; satellite and detailed project maps showing proposed façade improvements and building conditions; Virginia Department of Historic Resources (CDBIS) mapping identifying the Bald Knob Historic District within the project area; and Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (FIRM) documentation for flood hazard assessment dated December 16, 2008. The project boundary encompasses North Main Street and surrounding properties, with detailed elevation measurements and property markings provided to support design and engineering work.

The corridor improvement initiative addresses strip development characteristics along North Main by implementing façade improvements, streetscape and pedestrian safety enhancements, neighborhood connectivity measures including crosswalks and multi-use paths, street calming features, and wayfinding elements. The building inventory assessment identifies structures as either blighted (showing physical deterioration) or non-blighted (in good condition), informing prioritization for façade improvement projects. The project area includes significant community anchors such as churches, schools, recreational facilities, and public services. The CDBG award of $801,533 from DHCD provides partial funding, with additional non-CDBG sources supporting related corridor improvements. The selected Architectural/Engineering firm will coordinate with the Town, West Piedmont Planning District Commission (WPPDC), DHCD, VDOT, and property owners throughout implementation.

10 | North Main Corridor Improvement Plan development. This includes churches - The Church of Jesus Christ of Latter-Day Saints, Woodlawn Baptist Church, Rocky Mount Church of God, and the Rocky Mount Seventh Day Adventist Church, schools – Benjamin Franklin Middle School and the Gereau Center -, and public services and goods – Grassy Hill Natural Area Preserve, Rocky Mount Police Department, Rocky Mount Fire Department, the Franklin County YMCA, and the Essig Recreation Center.

Taken together, these disparate uses present a corridor that, in large part, showcases strip development characteristics. This has resulted in a corridor that does not reflect a strong character, leaving the area feeling bland, a stark contrast to the character that has been built in Rocky Mount’s downtown. However, this type of development has given rise to areas that cater to a specific desire, demand, or use, which, if knit together through placemaking efforts, can create a less segmented corridor and more integrated into the core of Rocky Mount. Creating character in a strip corridor is a key challenge of this project.

1.4 Building Analysis Along the North Main Corridor

Physical Inventory & Assessment

As part of the preliminary Community Development Block Grant (CDBG) program application process, the Project Team conducted an inventory of open spaces and buildings, both vacant and occupied, as well as an assessment of the operating businesses’ location along the North Main Corridor. This assessment included determining each structure’s overall condition and whether the building was currently in use or occupied. Below is a map that represents buildings and structures along North Main Street in their current condition, “blighted” showing signs of physical deterioration, or “non-blighted” structures that are in good condition.

F Neighborhood Connectivity

An important element of this project is to create a sense of connectivity between the neighborhood on either side of the North Main corridor. This is done in three parts. The first of which is through the creation of crosswalks. This creates opportunities for pedestrians to safely cross the street, something that is hard to do in the roadway’s current configuration.

Crosswalks promote pedestrian traffic along the corridor and aid in fostering the use of alternative transportation (walking, biking, scootering) instead of taking a car. The second element is street calming measure (which will be covered in more detail in the next section) which work to slow drivers down. This also aids in creating a safer environment for pedestrians, which in turn fosters people’s ability to walk between the neighborhoods on each side of the street. These measures include street tree planting, lighted pedestrian crossings, medians, and taking the existing roadway from a four-lane to a two-lane. The last element of neighborhood connectivity is the creation of multi-use paths and sidewalks along the corridor, this too fosters pedestrian traffic and allows locals the opportunity to commute, recreate, or simply move from one place to the other safely. By implementing each element as part of the CIG project, Rocky Mount can use this stretch of the corridor to showcase the concept’s success and how it could better the entire corridor once future funding is acquired.
