SOLICITATION # RMASLC010418 –

Updated 01/10/2018 Question #1:

At what level of detail will the vendor/consultant be able to access data on producers’ insurance program participation and claims/payments? Will the consultant have full access to detailed data at the individual producer level? If not, how will the data be aggregated before it is provided to the vendor, with regard to factors such as geography, inclusion in the SCL (i.e., having data on producers that are and are not subject to the SCL), and whether reviews are conducted by the FSA or AIPs? How many years of data will be made available?

Answer #1:

Consultant will get detailed individual policy data on producers, data on FSA and AIPS conducted will be provided, for years 2001-2015.

Question #2:

To what extent will documentation be made available by the USDA or Tarleton State University regarding the current methodology for measuring cost avoidance? To what extent will researchers from Tarleton State be available as a resource regarding the current methodology, versus needing to be compensated by the vendor for their time?

Answer #2:

Tarleton State through USDA will provide current methodology for measuring cost avoidance. Analysts from Tarleton state will be available as a resource with no need for compensation, availability will be scheduled by USDA.

Question #3:

On C.2.2.2, it states: Estimate the effect of the SCL on indemnity payments to producers not on the list, delineating between FSA and AIP SCL reviews if possible.

Answer #3:

This section is to determine/measure if there is a deterrent effect on those not on the SCL. FSA and AIP conduct review different so we would like to measure that difference if possible.
