Traffic Warning System and additional

Package Specification Sheet

The awarded Contractor shall perform the required work items in accordance with the manufacturer(s) specifications using commercial practices in a professional and workman-like manner. Successful fulfillment of all contract requirements will ensure that the correct items are installed safely and perform as required. Skill in integration of all components for simultaneous use is important.

Additionally, skill in minimizing changes to the existing vehicle on installation is desired.

All of the electrical components being installed shall be on a stand-alone system so as not to interfere with or void warranties from the vehicle manufacturer(s).

Due to uniformity requirements with respect to form, fit, function, and interoperability, the

Government has specified “Brand Name or Equal” for some of the Contractor-supplied equipment to be installed in the vehicles. The clause at Federal Acquisition Regulation

(FAR) 52.211-6 Brand Name or Equal applies in these instances.

Contract Time per Vehicle

Contract completion date, 60 days after receipt of order.

Delivery and Pick-up

The awarded Contractor is responsible for the pick-up and delivery of vehicles to the contractor's designated service location, and returned to US Forest Service Office, 500

Hanson Lake Road, Rhinelander Wisconsin, 54501.

Inspection and Acceptance

The Government may perform periodic inspections of new vehicle outfitting during the installation process. Inspection and acceptance will occur at the contractor's service location. Inspections performed by Government personnel are for purposes of payment authorization only. The Contractor is responsible for self-inspection and maintaining work to the standards required in the specifications.

Scope of service/work to be performed:

Note: Below Light Bar and Console equipment/or equivalent products/and accessories to be purchased, installed, and made service ready on four truck units as listed below;

1 Traffic Warning System

1.1 The following traffic warning systems shall be provided and installed on the completed apparatus by the apparatus builder:

1.2 Electronic Siren

1.2.1 One 100/200 Watt full function electronic siren controller shall be provided. The siren control head shall have electronic air horn, public address mode, wired microphone

2 Revised: January 10, 2020 and contain electronic siren tones of wail, yelp, Hi-Lo and Radio functions. The control head shall be mounted in the rearward position of the cab center console. A Federal

Signal™ brand PA640 or equivalent meets this requirement.

1.3 Speaker

1.3.1 One 100 watt siren speaker shall be provided and installed in a protected forward facing location. The wiring for the speaker shall be routed to the electronic siren controller. A Federal Signal™ model DynaMax® ES100C siren speaker or equivalent meets this requirement.

1.4 Forward Upper Zone Light Bar

1.4.1 One Low Profile L.E.D. lightbar shall be provided and installed on the cab roof, facing forward. The light bar shall be 50 to 56 inches wide and shall contain flashing

L.E.D. modules and steady L.E.D. modules. L.E.D. lighting locations and filter placement shall conform to the diagrams in this section (below), ensure that the light bar contains two steady clear alley lights, two steady clear front facing take-down lights; and two steady clear rear-facing scene lights. A Federal Signal™ brand Integrity® L.E.D. lightbar part number F4N2VLED, or equivalent meets this requirement.

1.4.2 The light bar shall be wired to a “Power Control Center with Switches” a Federal

Signal™ brand PA640 or equivalent placed in the cab center console.

1.4.3 Light Control Switch Configuration

1.4.4 Diagram — Lightbar Colors

1.5 Forward Lower Zone A Warning Lights

1.5.1 Two red/white L.E.D. warning lights, with mounting flanges, shall be provided at on the front of the apparatus, forward facing, one per side, in the brush guard. The lights shall be wired to the “Power Control Center with Switches” located on the cab center console. A Federal Signal™ brand, MicroPulse® Ultra red/white L.E.D. flasher or equivalent shall be installed.

1.6 Forward Zone B/D Warning Lights

1.6.1 Two red L.E.D. warning lights, with mounting flanges, shall be provided on the front corners of the apparatus chassis, side facing, one per side. The lights shall be programmed in a triple flash mode. The lights shall be wired to the “Power Control Center with Switches” located on the cab center console. A Federal Signal™ brand, MicroPulse® C Series red L.E.D. flasher or equivalent shall be installed.

1.7 Aft Zone C Warning Lights

1.7.1 Two red/white L.E.D. warning lights shall be provided one on each side mounted inside the rear light housing. The lights shall be attached with a rubber grommet. The lights shall be wired to “Power Control Center with Switches” located on the cab center console. A Federal Signal™ brand, 416900 red/white L.E.D. flasher or equivalent shall be installed.

2 Interior Installation Specifications

2.1 Wiring Requirements

2.1.1 Main power supply, ground, and auxiliary wiring and connections shall be properly sized to accommodate the required amp load of the specified circuit.

2.1.2 Main power supply should not be connected directly to the battery. An

Aftermarket power buss shall be utilized for the main power supply whenever possible. A heavy duty manual re-set circuit breaker shall be installed as close to this buss as possible to minimize the unprotected portion of the main power circuit. With a master power switch mounted on the driver’s side of the console controlling all power coming into the console.

2.1.3 Power to the mobile radios shall be installed independent of the master power switch so that the radio can be powered on independent of the rest of the cab console. The radio shall also be installed with an electronic timer that has an

4 Revised: January 10, 2020 adjustable time delay after the ignition is turned off in order to conserve vehicle battery life Havis ChargeGuard or equivalent.

2.1.4 Wiring for winch shall be installed with a Thor 500 Amp Fuse with Block

(THANLFB-500 ANL) or equivalent. If the winch option is not picked up the wiring shall still be installed and left secured behind the front grill of the truck.

2.1.5 Wiring shall be routed and protected to eliminate exposure to moving parts, heat, moisture, debris, abrasion, and chafing. All wiring shall be properly loomed with proper grommets/protection when passing through metal or other hard and/or sharp and/or abrasive materials. Wiring shall be color coded and function labeled. All wiring supplied and installed by the contractor shall be grease, oil, and moisture resistant; and shall be securely fastened with insulated metal clamps and nylon wire ties.

2.1.6 All components shall have service loops to provide access during inspection and maintenance.

2.1.7 All wiring and connectors shall be installed in accordance to manufacturer’s specifications. All connections shall be soldered and sealed, or solderless insulated terminal and butt connectors shall be utilized at all connection ends and splice joints and shall be properly crimped to ensure a solid clamping force to maintain electrical integrity. All connectors shall be enclosed with weatherproof heat shrink tubing to prevent corrosion or degrading of connection and/or integrity.

2.1.8 When the installation of all equipment is complete, a test will be made to ensure there is no parasitic load on the main battery(s) when the ignition key is in the off position and the electronic timer has timed out.

2.1.9 A properly sized dedicated ground strap shall be utilized to ground the console to an electrically sound ground source. All grounding points shall be free of paint and other coatings to ensure a good metal-to-metal connection. All connections shall be sealed to prevent corrosion.

2.1.10 All wiring supplies shall be provided by the Contractor.

2.2 Cab Console

2.2.1 The cab console shall be fabricated from steel and painted with a powder-coated black finish. The cab shall be equipped with an angled front, form-fitted control console located between the front driver's and front passenger’s seats and fastened to the floor with the appropriate mounting hardware, Jotto Lazy L 18-inch

Console, or equivalent. This console shall be sized to accommodate the installation of a panel for the control of the emergency lighting, siren controller, and customer mounted radios.

2.2.2 The following controls and switches shall be positioned from forward to aft on the center console as follows:

• One emergency light/electronic siren controller

• One faceplate and pre-wiring for Government-mounted radio

• Two microphone clip brackets with Magnetic Mic or equivalent

• 4 inch storage Box

• One 4-position 12-volt power outlet

• One 2-position cup holder

• Two Arm rest with pad mounted to the side of the console

• Use appropriate face plates to fill in the extra space on the console.

2.3 Radio Specifications

2.3.1 Power and ground leads will need to be run into console and left bare.

Radio power will be through a programmable timer so radios can be used with ignition turned off. A Forest Service radio technician will apply proper connector for radio to the bare power/ground leads.

2.3.2 PCTEL Quarter Wave Antenna w/ Spring (BMWV1365S) or equivalent.

Antenna cables will need to be run into console and left bare. An FS radio technician will apply proper connector for radio to the bare antenna cables.

2.3.3 One Havis ChargeGuard, or equivalent. Electronic timer will be wired to the mobile radio and set to turn off after six (6) hours

Equipment Installation Manuals: Any installation manuals or copies thereof shall be provided to the Government prior to acceptance of the work.

Quality Standard: Work shall conform to all manufacturers’ requirements.

2.4 Cell Phone Booster

2.4.1 One Wilson WeBoost Drive Reach Fleet Signal Booster Kit 470254 or equivalent shall be installed with the amplifier attached the cab console with amplifier lights visible and wired into the console master power switch. The

Interior Slim Low-Profile Antenna shall be mounted and secured to the vehicle headliner. Ensure that all wiring is neatly attached to avoid getting snagged by the operators. Attaching the Interior Slim Low-Profile Antenna to the seats or dash is not acceptable. Magnet mount exterior antennas are not acceptable.

3 Striping/Marking/Door Shield Installation

3.1 Region 9 Standard – Please see Appendix B and C.

3.2 Roof Identifiers

3.2.1 Equipment designator, 18” standard, black non-reflective. 3 letter forest identifier (CNF), followed by unit designator (e. g. DV1, BC41, UT41).

3.2.2 To be mounted on the roof where they are clearly visible by aircraft flying above.

3.2.3 Take into consideration that the light bar and a mobile radio antenna will be mounted to the roof so placement of roof decals must be carefully planned.

Quality Standard: 90% of striping and all applied vehicle markings shall be without bubbling at inspection.

4 Front Bumper and Brush Guard

4.13.1 A heavy duty flat black powder coated finish bumper and brush guard assembly with a mounting point for a winch shall be provided and installed on the front of the apparatus, Thunderstruck FSD17-200 or equivalent. The complete assembly shall follow the chassis body lines and encompass the perimeter of the chassis front. The complete assembly shall be of such design that the guard will not vibrate, and shall provide a solid mounting area for warning lights, speakers, or other specified equipment. Brush guards bolted onto OEM bumper are not acceptable.
