INTRODUCTION

Broward College (hereinafter referred to as the “College”) is one of the 28 institutions comprising the Florida College System governed by Sections 1001.60 et seq. of the Florida Statutes. The College provides higher education, technical, and occupational training for the residents of Broward County, Florida. The College is a community-based institution that offers a comprehensive range of programs responsive to needs and changes in the community and in technology. Within Broward County, the College operates three main campuses, one urban center, and several satellite centers.

With the third-largest enrollment in the Florida College System, the College offers affordable, accessible education. The diverse College community boasts more than 45,000 students and over 3,000 full-time and part-time faculty and staff, who represent more than 100 countries and provide a wealth of cultural, ethnic, and experiential backgrounds. Up-to-date enrollment and campus community demographic data can be accessed at the following link: http://www.broward.edu/discover/Pages/Fast-Facts.aspx. The College provides more than 140 programs in eight career pathways which offer specialized certificates, two- and four-year degrees, non-degree training, workforce readiness, and an extensive list of continuing education curricula.

BACKGROUND

The College operates the Broward College Foundation, Inc. (hereinafter referred to as the “Foundation”) as a Direct Service Organization (DSO). The Foundation is organized under the laws of the State of Florida as a non-profit organization and is tax-exempt under Section 501(c)(3) of the Internal Revenue Code. Established in 1971, the Foundation is the officially designated means of making private, charitable contributions to the College. The purpose of the Foundation is to change lives through education by providing community awareness, advocacy, and funding to the College.

The College and Foundation currently have contracts with Fund Evaluation Group (FEG) for investment management consulting services until 07/27/2024, with a one-year renewal option available.

The Foundation’s volunteer Board of Directors works closely with the College’s Office of Advancement to raise money to support scholarships, academic programs, and learning facility enhancements. The Foundation’s investable amount is currently allocated as follows:

The Foundation has a finance and investment committee with fiduciary responsibility for the Broward College Foundation. The Foundation’s finance and investment committee serves Broward College in an advisory capacity. The finance and investment committee meets with the consultant quarterly to review and discuss recommendations from the consultant, as well as performance. The finance and investment committee may hold special meetings with the consultant depending on the volatility of the market and to address any time sensitive recommendations, which may be called by either party. The consultant works with the internal staff to execute the committee’s decisions such as new investments and rebalancing.

The College’s CFO and Controller have day-to-day responsibility for the College’s investment portfolio. The Foundation’s CFO has day-to-day responsibility for its investment portfolio.

For the College, there is no demand on each portfolio specifically. For the Foundation, the endowed portion (80%) of the Foundation’s portfolio carries an annual 6.25% spending rate, averaged over 12 quarters and inclusive of investment management fees. The non-endowed portion (20%) of the portfolio represents the foundation’s unrestricted funds and temporarily restricted funds that are drawable on demand, although through our budgeting process we generally know our spending plans 6-9 months in advance.
