About this file
This is a Memorandum for Record documenting a Contracting Officer's decision to restrict competition for a sole-source acquisition with iMotions, Inc. for the RISE Human Factors Laboratory Build project.
The Defense Counterintelligence and Security Agency (DCSA), through its Procurement Solutions Directorate, is pursuing a sole-source contract with iMotions, Inc. on behalf of Research and Innovation for the Security Enterprise. The estimated contract value and specific pricing details are redacted, with an anticipated delivery timeline of 90 days post-award. The acquisition is authorized under FAR Subpart 13.5, which permits sole-source acquisitions when circumstances deem only one source reasonably capable of providing the required products and services. The Government identified three unique technical requirements that only iMotions can fulfill: (1) unified multi-modal data collection through a single software platform capable of simultaneously gathering, aligning, and syncing data from multiple human-tracking devices in real-time; (2) single operator/multiple subject capability allowing one researcher to monitor and analyze physiological and behavioral responses from multiple test subjects simultaneously from one control station; and (3) diverse biometric, physiologic, and behavioral sensor integration with sensor-agnostic flexibility to connect with various commercial sensors measuring eye movement, facial expressions, EEG, and skin sweat responses. Market research conducted under FAR Part 10 included industry analysis and a Request for Information (RFI) posted on SAM.gov that received four timely responses. After review, only iMotions demonstrated the capability to meet all three requirements. The anticipated cost is deemed fair and reasonable based on price comparisons from RFI responses.

Market research conducted under FAR Part 10 included industry analysis as well as a request for information (RFI) posted on SAM.gov. The RFI received 4 timely responses, and all were reviewed to determine if they met the Government’s requirements. Responses were received from iMotions, After the RFI responses were reviewed it was determined that only iMotions could meet the Government’s needs. The restriction limits competition to one source. After reviewing the RFI responses and the demonstrations it was determined that none of the companies besides iMotions could meet all three of the Government’s requirements.
The anticipated cost to the Government is fair and reasonable based on the comparison of proposed prices submitted during the RFI.
