DEPARTMENT OF HOMELAND SECURITY (DHS)

STATEMENT OF WORK (SOW)

FOR:

RIPTIDE 2 Cellular Transceiver &

RAMPAGE Power Amplifier

1.0 GENERAL

1.1 BACKGROUND

The Office of the Chief Security Officer (OCSO), Threat Management Operations (TMO), Center for International Safety and Security (CISS), Technical Operations Branch (TOB) is responsible for providing technical threat detection and mitigation for the Secretary of Homeland Security. The OCSO/TOB must be able to provide technology to protect DHS Information.

OCSO employs a wide variety of technologies and techniques to protect classified national security information, restricted data, and/or sensitive but unclassified information. The L3HARRIS RIPTIDE 2 Cellular Transceiver and RAMPAGE Power Amplifier is necessary technology for that purpose.

RIPTIDE 2 is a small form-factor compact cellular transceiver system supporting 2G, 3G, 4G, and 5G cellular communication technologies. It is a fully integrated stand-alone system, with an embedded controller for mission processing, and a rechargeable, high-capacity battery for portability. It has Ethernet, USB and Bluetooth connectivity for command and control. The system can be controlled via a handheld smartphone controller or computer but was also designed for autonomous and remote operation. This will provide TOB with a passive cellular countermeasures platform that can identify malicious cellular towers and devices within a specific target area. This platform provides TOB a compact, handheld transceiver that can simultaneously scan all cellular protocols and bands for malicious devices, rogue towers and complex cellular attacks. This unit will greatly enhance the security of the DHS Secretary and Deputy Secretary during official travel and while conducting investigations on DHS owned Sensitive Compartmented Information Facilities (SCIF).

RAMPAGE is a portable, high-performance, ruggedized power amplifier designed for the RIPTIDE 2 supporting worldwide bands. The RAMPAGE delivers four (4) watts of filtered output power across all RIPTIDE 2 supported bands in the 2G, 3G and 4G protocols. The amplifier was designed with field operation in mind so it can deploy in harsh environments.

1.2 SCOPE

Equipment under this contract shall encompass the minimum requirements listed in section 2.0 and be delivered ready to use.

1.3 OBJECTIVES

To acquire L3HARRIS RIPTIDE 2 Cellular Transceiver and RAMPAGE Power Amplifier in the protection of information.

2.0 SPECIFIC REQUIREMENTS/TASKS

2.1 TASK ONE: Equipment

The Contract shall provide the equipment listed below:

• Eight (8) L3HARRIS RIPTIDE 2 Cellular Transceiver

• Eight (8) L3HARRIS RAMPAGE Power Amplifiers

2.2 TASK TWO: Warranty

The Contractor shall provide Lifetime Service Warranties for equipment procured.
