Road Inventory Program Data Collection, Processing, and Viewing

The Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division

(EFLHD), anticipates a single award, Indefinite Delivery, Indefinite Quantity Contract (IDIQC) for the seventh cycle of paved road condition surveys on roads and parkways for the National

Park Service (NPS), but may also include other paved roads for additional state and federal partners when future data needs are determined and required. In Cycle 7, the EFLHD will contract to collect an estimated 11,000 miles of paved road condition data in NPS units across the 48 contiguous U.S. States and Washington, DC. with a total capacity of $5 million. The acquisition will be solicited and awarded on a competitive basis and is being made under the

North America Industry Classification System (NAICS) code of 541330 for Engineering

The solicitation will include the following five tasks:

A. Collect road condition data on the NPS paved road network using contractor-provided data collection vehicle(s), equipment, and the trained personnel to collect to the specifications detailed in the upcoming Statement of Work. The contractor-provided vehicle(s) shall collect data while traveling at or near the posted speed limit and all sensor data must be collected simultaneously in one pass.

B. Pavement data processing and analysis for roughness, rut depth, cracking, faulting, macrotexture and other specified distresses. The contractor shall report condition ratings and distress index scores at specified intervals.

C. Standalone data viewing software and/or online/website for video/data viewing/editing

D. LiDAR data collection on a subset of network miles with contractor equipment and performed by contractor. At this time the LiDAR data is for piloting purposes to understand customer needs and planned to be limited to 500 miles or less.

E. Roadside features/asset extraction and database population from collection vehicle images. Features only need to be inventoried once if roads are collected for condition multiple times and is estimated at 5,600 miles for features collection.

Deliverables to EFLHD include pavement distress data (analyzed for condition index and rating scores), GNSS locational information, downward pavement images, forward/backward video image logs, field equipment verification documents, data viewing software and online/website for video/data viewing, and other pertinent data as defined in the forthcoming Statement of

Work.
