STATEMENT OF WORK FOR CGMCG ANNUAL HAY CONTRACT
DESCRIPTION and SPECIFICATION DATE: 29 October 2018
1. SCOPE OF WORK: Contractor shall provide 21 tons of Brome Hay baled in small square bales with approximate dimensions of 40 x 18 x 14 inches and 84 tons of Brome Hay baled in large square bales with approximate dimensions of 36 x 36 x 96 per contract year, with two (2) option years, for the 1st Infantry Division, Commanding General’s Mounted Color Guard (CGMCG) Fort Riley, Kansas. The minimum specifications, terms, and conditions contained within the contract shall be as listed below.
2. DELIVERIES: Deliveries shall be provided during normal operating hours from 7:30 am to 4:30 pm, Tuesday through Friday, excluding Federal holidays and scheduled installation training holidays. Deliveries will be coordinated verbally or by e-mail by the Contracting Officer Representative (COR) or a designated representative. Hay will be delivered directly to the CGMCG:
a. Delivery Address #1: BLDG 316 on Marshall Avenue, Fort Riley, KS.
b. Delivery Address #2: Hay Barn located near BLDG 1801 Buffalo Soldier Rd. Camp Funston, Fort Riley, KS.
c. Delivery driver will call the COR no less than 30 minutes prior to arrival at the 12th St. Gate to Fort Riley, KS. The CGMCG COR will escort the vendor from the 12th St. Gate to the delivery sites.
d. Upon arrival, the delivery representative will present an original weigh ticket for the shipment and the original results of the lab tested sample as outlined in Para. 4.h below.
e. Multiple deliveries are authorized if coordinated with the COR.
3. CONTRACT REPRESENTATIVE: The Contractor shall designate, in writing, within 10 days of contract award, a point of contact that will coordinate delivery of hay as ordered.
4. PRODUCT SPECIFICATIONS:
a. It is the contractor's responsibility to unload all hay delivered to the CGMCG hay barns.
b. For small bales, hay shall be baled in rectangular/square bales. The weight per bale shall be 60-75 pounds. Dimension will be approximately 40 x 18 x 14 inches. Hay shall be cut at a length and bound tight enough with baling wire or baling string to keep from falling apart or splitting open during transporting and off-loading, or when fed to animals.
c. For large bales, hay shall be baled in rectangular/square bales. The weight per bale shall be 750-800 pounds. Dimension will be approximately 36 x 36 x 96 inches. Hay shall be cut at a length and bound tight enough with baling wire or baling string to keep from falling apart or splitting open during transporting and off-loading, or when fed to animals.
d. The Brome Hay provided under this contract shall not contain any native or foreign grasses mixed in such as Mexia, Kline grass, Sudan, Johnson grass, Bluestem, Dallas grass, or Alfalfa. No supplement hay shall be provided (such as Tifton grass). Additionally, the hay must meet the USDA physical description of “Good” quality hay: “Early to average maturity, i.e. early head in grass hays, leafy, fine to medium stemmed, free of damage other than slight discoloration.”
e. Hay provided shall maintain a minimum of 6.75% or higher protein level, and be free of toxic substances (to include mold, fungus, insects, fertilizers and pesticide, insecticide or herbicide toxins).
f. Hay must contain at least 47% total digestible nutrient.
g. Hay must be at least 92.5% dry matter.
h. Hay shall contain less than 5% per bale extraneous weed (grass burrs, nettles, goat heads, etc.). Absolutely no trash is allowed, such as baling wire or road side trash, or anything not edible for horses or mules.
i. Hay will be delivered with independent laboratory testing of moisture content, crude protein content, and total digestible nutrients. Sample testing will be within 30 days of delivery. Samples will be retested by the CGMCG at random to ensure that the specifications are met upon receipt of delivery.
j. Hay must be from the current year first cut and delivered NLT 31 July 2019.
k. Any hay putting off a moldy smell or appearing moist/wet from condensation, will be cause for rejection.
l. Hay shall not be excessively dried out or sun-cured.
m. As required, Contractor shall cover the hay to protect the load from exhaust, road residue, and inclement weather.
n. The CGMCG, or its representatives, reserves the right to reject any shipment that does not meet the specifications outlined in this document.
5. QUALITY CONTROL: The Contractor's Quality Control Program (QCP) shall include a method for testing and inspecting hay provided under this contract. The Contractor shall monitor the growth, cutting, baling, loading, transporting, delivery and unloading of hay provided under this contract to ensure the specifications identified in this Statement of Work are adhered to. Hay that fails to meet the standards set forth above will be rejected by the Government upon delivery and shall be replaced by the Contractor at no additional cost to the Government and within established timelines for delivery.
6. The Contractor shall provide the Government a copy of the invoice at time of delivery. The Government will inspect each load in accordance with the quality assurance methods described below. An official (electronic) invoice shall be submitted through Wide Area Workflow (WAWF) as described in FAR Clause
252.232 -7003, unless an exception to policy or waiver has been implemented.
7. QUALITY ASSURANCE : The government will monitor the contractor's performance under this contract using the quality assurance specifics attached, as listed below:
a. Conduct a thorough visual inspection of all hay prior to unloading.
b. Conduct random inspections of hay by opening individual bales.
c. May conduct a laboratory test (at the Government's discretion) on the delivered hay to determine the protein content, digestible nutrients, percentage of toxic substances, and presence of extraneous weed and debris.
d. Reserves the right to reject any delivery, either in part or in whole that does not conform to the requirements of this contract.
