About this file
This document outlines updated requirements for the Responsive Innovative Space Lift Program's (RSLP) contemplated RIDE Indefinite-Delivery Indefinite-Quantity (IDIQ) contract vehicles for launch services. RSLP will solicit, award, and manage two separate RIDE IDIQs while maximizing the use of commercially available launch service solutions, including those utilizing RSLP-owned excess intercontinental ballistic missiles (ICBMs). Both IDIQs will be open to the Department of War (DoW) and other Government customers with launch service procurement needs and will not acquire launch systems, only launch services. Neither IDIQ will contain IDIQ-level restrictions on launch vehicle size, payload mass, altitude, orbit, energy, velocity, trajectory, or launch/test locations, though task order-level restrictions may apply. Both IDIQs share common requirements including space access for non-National Security Space Launch (NSSL) missions, flexible mission design and Mission Assurance solutions, dedicated and multi-manifest launch services, flexible launch manifest capabilities with payload swap ability after award, and responsive launch capabilities (less than 24 hours) with ability to accelerate or delay Initial Launch Capabilities after award.
The commercial RIDE IDIQ will acquire Space Transportation Services as defined in 51 U.S. Code § 50101(4), encompassing transportation of developmental, responsive, and/or non-NSSL operational payloads to, from, or within outer space or suborbital trajectory. The non-commercial RIDE IDIQ will acquire Space-Related Activities as defined in 51 U.S. Code § 50101(3), involving research and development services more complex than traditional space launch services. Non-commercial services include acquisition of new or significantly modified designs for threat-representative, test, and research purposes, potentially requiring supplemental qualification testing with developmental concepts of operations (CONOPs).

Updated Requirements for RSLP’s Contemplated RIDE Indefinite-Delivery Indefinite- Quantity (IDIQ) Contract Vehicles
Both anticipated RIDE IDIQs will be solicited, awarded, and managed by RSLP. RSLP will, to the highest extent possible, maximize the use of commercially available launch service solutions [including those which will utilize RSLP-owned excess intercontinental ballistic missiles (ICBMs)]. However—depending on the primary intent sought from a launch service—some Government requirements may not be met utilizing only United States commercial solutions/providers.
Below is a tentative list of RIDE requirements, broken out by those which are anticipated to be acquired commercially and those which are anticipated to be acquired non-commercially:
Tentative Requirements common to both RIDE IDIQs:
• Both RIDE IDIQs will acquire space access for non-National Security Space Launch (NSSL) missions.
• Both RIDE IDIQs aim to acquire flexible mission design and Mission Assurance (MA) solutions to meet Government customers’ technical, schedule, and cost needs.
• Both RIDE IDIQs will be open to Department of War (DoW) and other Government customers, including RSLP, with a need to procure launch service(s).
• Both RIDE IDIQs will acquire dedicated and multi-manifest launch services.
• Both RIDE IDIQs aim to acquire flexible launch manifest capabilities, which includes the ability to swap payload(s) after mission/task order award, if applicable.
• Both RIDE IDIQs will acquire flexible launch capabilities, to include responsive launch (launch within <24 hrs.) and the ability to accelerate and/or delay Initial Launch Capabilities (ILCs) after mission/task order award(s).
• Neither RIDE IDIQ will acquire launch systems; only launch services.
• Neither RIDE IDIQ will contain an IDIQ-level restriction/limit on launch vehicle size, payload mass, altitude, orbit, energy, velocity, trajectory, and/or launch/test location(s) (though these may be restricted/limited at the task order-level, depending on mission-specific requirements or objectives).
Tentative Commercial RIDE IDIQ Requirements:
• The commercial RIDE IDIQ will acquire Space Transportation Services, as defined in 51 U.S. Code § 50101(4), including the transportation of developmental, responsive, and/or non-NSSL operational payloads. This involves instances when the Government’s primary intent is to transport a space transportation vehicle and its payloads to, from, or within outer space, or in suborbital trajectory.
Tentative Non-Commercial RIDE IDIQ Requirements:
• The non-commercial RIDE IDIQ will acquire Space-Related Activities, as defined in 51 U.S. Code § 50101(3). This involves specific and unique Government requirements where the primary intent is not to acquire simple transportation services. In these cases, RSLP’s Government requirements involve research and development (R&D), which is more in-depth/complex than a traditional space launch service with a primary intent of transporting something to or through space.
Examples include acquisition of services for new/developmental design(s) and/or significant modification(s) to existing design(s) for threat-representative, test, and/or research purposes. Additionally, these services may require supplemental qualification testing with developmental concept of operations (CONOPs).
