About this file
This document details the Rocket Systems Launch Program (RSLP) Innovative Delivery of Effects (RIDE) acquisition strategy requirements, outlining a comprehensive approach to providing responsive space launch services for the Department of Defense and other government agencies. The RIDE strategy is designed to complement the National Security Space Launch (NSSL) program by supporting a wide range of mission sets, including responsive space, research and development, experimental, and small operational missions, with no strict limitations on payload size, launch vehicle size, orbit, or trajectory.
Key differentiators include the ability to procure launch as a commercial service from the U.S. industry, utilizing excess ballistic missile motors as government-furnished equipment, and offering a tailorable mission assurance approach. The strategy supports multiple U.S. government customers, including the NRO, MDA, SDA, and various USSF organizations, with 100% customer-funded missions. The program aims to provide dynamic and responsive launch capabilities, eliminate barriers to collaboration, and leverage commercial space industry capabilities while ensuring compliance with relevant statutes and regulations such as spaceflight worthiness, orbital debris mitigation, and environmental policy standards.

Defined & Derived Requirements for RSLP’s RIDE Acquisi on Strategy:
RIDE is independent but complementary to NSSL o RSLP’s mission is to provide responsive space and Research, Development, Test and
Evalua on (RDT&E) launch vehicle support to DoD and other government agencies using commercial and excess ballis c missile assets. RIDE supports RSLP by enabling assured access to space for USSF and Government partner missions that may not tradi onally fall within NSSL requirements.
Differen ators between programs are (including, not limited to) funding, schedule, risk tolerance, and/or mission set supported
Complements NSSL through common Assured Access to Space (AATS) objec ves
Open to U.S. Government customers with proper funding and authori es to procure launch services o Includes payloads that could be provided by the NRO, MDA, SDA, various USSF organiza ons and Space System Command directorates, as well as AFRL and other service labs or programs o RSLP missions are 100% customer funded
Supports all mission sets – defined by supported mission, not payload or LV design:
o RSLP has supported broad categories of mission sets. RIDE will con nue to support a wide range of mission sets that are not specific to a given payload or launch vehicle design. Examples include, but are not limited to:
Responsive Space
Research, development, test, evalua on, demonstra on, experimental, etc.
Small opera onal mission sets
No payload size limit except for opera onal missions o RIDE, unlike RSLP’s previous contracts, does not place a payload size limit as a requirement. This is because a par cular mission may not fall within the technical, schedule, or cost requirements of other contracts (such as NSSL), but may s ll be a good fit to receive RSLP support. To thoroughly complement NSSL, we are expanding the range of small opera onal missions to customers that are outside NSSL’s technical, schedule, or cost constraints.
No limit on energy, velocity, orbit, trajectory, etc.
o To assure mission support flexibility due to evolving USSF and USG mission requirements, RIDE does not have a limit on launch vehicle size, payload mass, al tude, orbit, energy, velocity, or trajectory.
o Whole spectrum of spaceflight (e.g. lo ed through cis-lunar)
No limit placed on LV size
Ability to acquire BOTH dedicated and rideshare services
Mul ple and flexible acquisi on methods and approaches
Flexible mission design and mission assurance approach to meet customer technical, schedule, and cost needs
Procure launch as a commercial service from US industry’s current offerings o RIDE enables the DoD and USG to procure launch as a commercial service from the growing US industry base, with an addi onal opportunity to leverage RSLP-maintained excess ballis c missile (XBM) motors as GFE for use in commercial launch services. A tailorable Mission Assurance construct enables mul ple op ons for risk tolerance depending on the mission set. RIDE missions will ensure compliance with statutes and regula ons placed on DoD missions (such as spaceflight worthiness, Orbital Debris
Mi ga on Standard Prac ces (ODMSP), and Na onal Environmental Policy Act compliance).
o Includes non-NSSL-cer fied providers o Excludes development of organically owned, maintained, or operated government systems o RSLP maintained XBM motors offered as GFE to industry for use in commercial launch services o Commercial space opera ons support agreements o Wide variety of launch loca ons and ranges o Tailorable Mission Assurance o Compliance with statues and regula ons placed on DoD missions
SFWC or FAA licensed
DoD Orbital Debris Mi ga on Standard Prac ces (ODMSP) compliance
Na onal Environmental Policy Act (NEPA) compliance
Indemnifica on
Government retains authority to launch and par cipate in rehearsals, execu on, and opera ons
Program requirements are derived from and support these sources below:
Program Element Mission Descrip on and Budget Item Jus fica on, RSLP:
o “Rocket System Launch Program (RSLP) provides responsive space and Research, Development, Test and Evalua on (RDT&E) launch vehicle support to DoD and other government agencies using commercial and excess ballis c missile assets.”
o “Complement the Na onal Security Space Launch (NSSL) program with mul ple op ons to acquire dedicated Spaceli and rideshare services for developmental, demonstra on, and small opera onal vehicles.”
o “Costs directly a ributable to a specific launch or program (e.g., reliability of flight tes ng, maintenance of launch vehicle processing infrastructure) are paid by non-Space
Force users (Navy, Army, Missile Defense Agency (MDA), Defense Advanced Research
Project Agency (DARPA), Na onal Reconnaissance Office (NRO), etc.)).”
o “RSLP maintains exclusive control of the decommissioned Minuteman and Peacekeeper assets used in tes ng. These motors and assets are available to support RSLP customer missions.”
H.R. 2262 (2015-2016), “U.S. Commercial Space Launch Compe veness Act Suppor ng
America’s Space Leaders”:
o “Provide commercial launch services to the greatest extent possible.”
Space Capstone Publica on (Aug 2020):
o “During conflict, space launch must be dynamic and responsive, providing the ability to augment or recons tute capability gaps from mul ple loca ons.”
o “Space Security may also include sharing informa on and domain awareness, developing self-protec on capabili es, coordina ng anomaly resolu on support, maneuver de-conflic on, EMS monitoring, launch vehicle ridesharing, protec ng lines of communica on and na onal space commerce, and building partner capacity through combined training and exercises.”
Comprehensive Strategy for the Space Force (Aug 2023) o “The USSF must con nue to cul vate partnerships that build enduring opera onal advantages. This means building partnerships that expand the capacity, capability, and resiliency of USSF space forces. To do this, the Space Force will eliminate barriers to collabora on.”
