General Information
1.0 Scope of Work
SCOPE: The Contractor(s) shall provide all labor, materials, services, skills, transportation, supervision and necessary tools and equipment needed to perform a full range of pest control services to the USDA, NRS Forestry Lab, at 5986 Hwy K Rhinelander WI 54501 and Harshaw Research Farm 4398 Grace Ln Harshaw, WI. 54529.
PRE-BID SITE VISIT:
Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

The Government contemplates award of a Firm-Fixed Price contract consisting of a Base Year with Four (4) Option Years.
2.0 Background
The Pest Control Service program will provide superior on-site service, product technology, application expertise, process knowledge, chemical monitoring techniques, effective service project management, overall process excellence and cost control in support of at Rhinelander Northern Research Station 13.
Prior to initiation of service Contractor shall provide a complete, initial inspection of the facilities. Results of the inspection shall be reported as part of the price quote.
a) All services must be performed during the hours and/or timeframe established by the agency, and agreed upon mutually by both the Contractor and the COR.
b) The Contractor’s representative shall be on site to initiate service within an agreed upon number of working days following notice of approval/issuance of a Purchase Order.
c) A copy of the Commercial Pesticide Applicator and a Registered Technician Certificate for every Contractor’s representative who will be performing on-site service under the contract.
Contractor Requirements
3.0 Technical Requirements / Tasks
Pest Control Management: The service provider will be licensed in the corresponding state where work is performed and be able to present proof of the licensing.
Routine service maintenance will include twelve (12) monthly services and three (3) seasonal (Fall, Spring & Summer) sprays.

The Contractor(s) shall provide all labor, materials, services, skills, transportation, supervision and necessary tools and equipment needed to perform a full range of pest control services as follows but not limited to:
• Rodent control, crawling insect control, flying insect control, migratory pest control, and mite control.
• Specialized pest management applications for standard insecticides, rodenticides, termiticides, thermal fogging’s, cold fogging’s, avicides, herbicides and fumigants
• No pesticides and/or equipment will be stored on Government property.
• Pest company will locate all control devices on a master logistic plan and have a corresponding monthly schedule and log that tracks activity and replacements.
• All traps will be clearly identified with a self-adhesive sign.
• Rodent bait feeding stations will be deployed throughout the outside and inside areas of the complex.
All rodent feeding stations will be “secured” in a manner acceptable in the pest control industry.
• A fresh supply of E.P.A. registered rodenticides will be maintained in the rodent feeding stations.
• All multiple catch traps will be placed according to the manufacture’s recommendations.
• All devices will be boldly numbered, and their placement depicted on a map of the facility. This map is to be a part of the customized Rodent Control Report which is to be submitted after each service. The report will document device by device, the activity found.
• All devices will be serviced a minimum of 1 time per month.
• Each control device will be checked, emptied as needed, cleaned, rewound and / or rebated during each service attached to each device will be a service date sticker which the technician will fill in at the time of each service. In the event of activity in any of the devices, the technician will determine whether or not to supplement the existing controls with nap traps and/or glue boards. The technician will inspect the areas near the site of any rodent activity to determine any surrounding infestation and any possible ways of entry.
Reimbursement for replacement of Rodent Feeding Stations and Baits
Rodent feeding stations and baits requiring replacement during scheduled maintenance visits are eligible to be reimbursed under the reimbursable parts line item but will require COR approval prior to replacement.
Reimbursement is based on the actual cost of the material supplied to the Contractor; profit and overhead will not be allowed. Requests must be accompanied by a supplier invoice that would also be uploaded in IPP with the vendor invoice.
The Government reserves the right to purchase supplies through any procurement means available and/or required by Federal regulation. These supplies would be provided to the contractor for replacement at a scheduled date.
Crawling Insect Control.
• The technician will use various methods and materials to probe and flush the various insects from their hiding and /or harborage areas. The results obtained from this probing and flushing, along with an inspection of the surrounding area, will dictate any secondary treatment procedures including application of appropriate pesticides, placement of baits, drilling of voids, placement of monitoring devices, etc.
• A customized Pesticide Application Report will be required over and above the normal service ticket.
This report must include all areas that are treated, the pesticides used and any findings within the areas relative to pest activity and / or sanitation. This report must be submitted to the COR at the conclusion of each month’s service for the permanent records.
• All areas will be treated on a once per month frequency. Migratory Pest Control
• Appropriate pesticides will be applied around the outside perimeters of all site buildings. The number of these applications may vary with a minimum of three (3) per year. The pesticides will be applied in sufficient quantities to not only 5 effect a kill of existing pests, but also establish a barrier against additional invaders.
Flying Insect Control.
• Services to be administered using either mechanical and/or chemical controls on an as needed basis.
4.0 Government Furnished Equipment/Materials
None
5.0 Deliverables / Schedule
Work Schedule:
- The Contractor shall schedule and arrange work to cause the least interference with the normal occurrence of Government business and mission. In those cases where some interference is unavoidable, the Contractor shall make every effort to minimize the impact of the interference and its effects.
- Plan is on a monthly frequency; although, there will be duties listed regarding Summer, Winter, Spring and Fall.
Allowable Work Hours: Except as may otherwise be specified, all work shall be performed from 7:00 am to 4:30 pm Monday through Friday. If the Contractor desires to carry on work on Saturday, Sunday, holidays, or outside regular working hours, he/she must obtain the written approval of the Contracting Officer.
Emergencies: The Contractor will be required to be available 24 hours per day, seven days a week to respond to the facility’s need for emergency service or corrections. The Contractor will be expected to respond within four
(4) hours by phone and report to the facility within eight (8) hours after notification of emergency need. Only the Contracting Officer, Contract Specialist/Purchasing Agent, or the Contracting Officer Representative are authorized to make an emergency call. The contractor shall prepare and submit a written report within two (2) business days after the emergency service. The report shall include the date and time of the service call, service performed, and the name of the technician performing the service.
Hourly rate for emergency services will be requested. Your quoted price must include all labor and supplies necessary to complete the work (see Schedule of Items/Section B of Request for Quote).
6.0 Travel
None
7.0 Contractor’s Key Personnel
Identification of Contractor Employees:
- The Contractor shall provide to the Contracting Officer or the COR the name or names of the responsible supervisory person or persons authorized to act for the Contractor.
- Contractor employees shall conduct themselves in a proper, efficient, courteous and businesslike manner.
- All contractor/subcontractor employees working under this contract shall be identified by a distinctive name plate, emblem, or patch attached in a prominent place on an outer garment. Employee identification shall not be substituted for station required passes or badges.
Permits: The Contractor shall, without additional expense to the Government, obtain all appointments, licenses, and permits required for the prosecution of the work. The Contractor shall comply with all applicable federal, state, and local laws. Evidence of such permits and licenses shall be provided to the Contracting Officer or the COR before work commences.
8.0 Security Requirements
Access to Buildings: It shall be the Contractor's responsibility, through the COR, to obtain access to buildings and facilities and arrange for them to be opened and closed.
Safety and health:
- All work shall comply with all applicable state and federal safety and health requirements.
- The Contractor shall assume full responsibility and liability for compliance with all applicable regulations pertaining to the health and safety of personnel during the execution of work.
- Contractor shall obtain and adhere to all user agency’s security requirements and departmental policies, laws and regulations while performing work.
