About this file
This is a Request for Response (RFR) issued by the Massachusetts Veterans Home at Holyoke (VHH), a facility under the Purchasing Department of the Commonwealth of Massachusetts, seeking experienced entertainers to provide onsite entertainment services to resident veterans. The VHH, established in 1952, currently operates a 128-bed facility and is transitioning to a new 234-bed facility with adult day health services for an additional 50 veterans, expected to be ready for occupancy in fall/winter 2026. The procurement solicits persons and groups to provide entertainment such as magic, music, slide shows, and dancing on an as-needed basis. Entertainment performances must be 60-120 minutes per session, with entertainers required to bring their own equipment and maintain professionalism while adhering to facility policies and infection prevention protocols. The RFR was released on April 13, 2026, with responses due by August 31, 2026 at 5 P.M. via COMMBUYS electronic submission. The contract has an initial duration of five years with one renewal option for an additional five years, for a maximum total contract duration of ten years ending August 31, 2036. The estimated contract start date is September 1, 2026, with notification of the apparent successful bidder(s) estimated for September 1, 2026.
Bidders must submit a rate-per-session fee, with invoices submitted electronically to the VHH Business Office upon completion of performances. The Commonwealth of Massachusetts is tax-exempt and issues payments through Electronic Funds Transfer (EFT) 45 days from invoice receipt; vendors may request accelerated payment by identifying a Prompt Pay Discount (PPD) percentage. This procurement is subject to the Massachusetts Small Business Purchasing Program (SBPP) and provides preference to SBPP-participating businesses meeting best value criteria, provided they meet eligibility requirements including Massachusetts principal place of business, one year in business, 50 or fewer full-time equivalent employees, and gross revenues not exceeding $15 million based on a three-year average. Evaluation criteria include experience and schedule flexibility. Bidders must submit required forms including the Contractor Authorized Signatory Listing form, Performer Form, Prompt Payment Discount Form, Business Reference Form, W-9, and Electronic Funds Transfer form. Performances are subject to veteran satisfaction surveys, and cancellations must be made one week in advance except in cases of acute illness.
