About this file
This document is a Request for Services (RFS) from the Massachusetts Natural Heritage & Endangered Species Program (NHESP) seeking GIS mapping and data entry services to assist in rare species observation data entry and the delineation of polygons of rare species habitat. The services required include mapping and transcribing rare species observation information into the NHESP Biotics database, and implementing species-specific habitat mapping guidelines to map the perimeter of the likely extent of suitable habitat associated with documented occurrences of rare species. The project duration is approximately 2 months, from July 21, 2014 to September 12, 2014. NHESP is seeking vendors with knowledge and experience in endangered species biology, proficiency in Arc10, and experience with biological data entry systems, preferably with NatureServe's Biotics system.
The contract will be a fixed-price agreement based on the vendor's estimation of 10 to 40 hours per week at a rate of $15 to $20 per hour, depending on the vendor's qualifications and experience. Interested vendors must submit a brief proposal addressing their understanding of the services, the qualifications and experience of the personnel who will perform the work, and the proposed rate to conduct the data entry and habitat mapping GIS services. Proposals are due by July 16, 2014, and the selected vendor must be on the State Master Services Agreement for Biological Surveys, Research and Testing.

Request for Services:
DFW-2015-001
Data Entry and GIS Mapping for Biological Resources The Natural Heritage & Endangered Species Program (NHESP) is seeking GIS mapping and data entry services to assist in rare species observation data entry and the delineation of polygons of rare species habitat on a species-by-species basis. Specifically, the services to be provided entail mapping and transcribing rare species observation information into the NHESP Biotics database, and implementing species-specific habitat mapping guidelines to map the perimeter of the likely extent of suitable habitat associated with documented occurrences of rare species. The deliverables will be provided in digital form and will include information stored directly in Biotics, and delineated polygons and their associated attribute information for numerous specific rare species observation records. The need for these services is expected to last approximately 2 months depending on the volume of specific observation records needing data entry and habitat delineation.
NHESP is seeking one or more individuals with strong biological backgrounds and habitat mapping experience. Specifically, we are seeking a vendor with: 1) knowledge and experience in endangered species biology, and relevant field experience to be able to recognize different habitat types from aerial photographic imagery, 2) proficiency in Arc10, and 3) experience with biological data entry systems, preferably with NatureServe’s Biotics system.
Project Duration: Approximately July 21, 2014 – September 12, 2014
Financial Terms: A fixed-price contract to include all costs including labor, materials, and travel. The contract payments with the selected vendor will be based on the vendor’s estimation of the time to be spent providing the services (10 to 40 hours per week) and an hourly pay rate of $15 to $20 per hour (depending on the vendor’s qualifications and experience).
Proposal Submission: Proposals must be submitted in hard copy format to:
Karen M. Dolan, Finance and Projects Administrator Natural Heritage & Endangered Species Program
Massachusetts Division of Fisheries & Wildlife
100 Hartwell Street, Suite 230
West Boylston, MA 01583 Proposal: Interested vendors should submit a brief proposal addressing:
· The vendor’s understanding of the services desired and how they will meet the requirements;
· Specifically who will do the work and provide that person’s current resume and a statement that includes
· Qualifications;
· Experience with Biotics or other biological databases;
· Experience with Arc10 and aerial photograph interpretation;
· Biological background including experience with species listed under the Massachusetts Endangered Species Act, and their habitat requirements;
· Experience with the Massachusetts Natural Heritage & Endangered Species Program’s rare species lists, protections, and procedures; and
· 3 references relevant to the above requirements.
· Proposed rate to conduct the desired data entry and habitat mapping GIS services.
Proposal Bid Due Date: Wednesday, July 16, 2014 Questions: Vendors may submit questions in writing to Sarah Haggerty, NHESP Chief of Information and Program Development at sarah.haggerty@state.ma.us.
Applicants must be a vendor on the State Master Services Agreement for
Biological Surveys, Research and Testing.
