About this file
The Massachusetts Department of Developmental Services (DDS) has issued a Request for Response (RFR) for a statewide catering services contract. The solicitation seeks qualified, permitted catering suppliers to support specific events throughout the state, with successful bidders being added to a pre-qualified vendor list. The contract has an anticipated initial duration of four years and nine months, ending on June 30, 2030, with two potential two-year renewal options and a final end date of June 30, 2034. Bidders must submit a comprehensive response including a narrative describing operations, experience, and geographic coverage, menus for breakfast, lunch, and dinner, nonalcoholic beverage selections, allergen information, a current food/catering license, and a cost structure for delivery including paper goods, utensils, servers, and food warmers. The bid opening date is August 26, 2025, with an anticipated contract start date of September 1, 2025.
The RFR utilizes a rolling enrollment process, allowing bidders to respond at any point during the solicitation's life, with proposals reviewed and scored quarterly. There is no specified maximum obligation for the contract, and DDS will allow bidders to propose delivery fees by region per event, with the department reserving the right to negotiate service fees for larger events. The procurement includes provisions for the Massachusetts Small Business Purchasing Program (SBPP), which gives preference to small businesses with their principal place of business in Massachusetts. Eligible SBPP participants must have been in business for at least one year, employ 50 or fewer full-time equivalent employees, and have gross revenues of $15 million or less. Payment will be processed through Electronic Funds Transfer, and all bidders must comply with various state requirements including nondiscrimination policies, environmental purchasing guidelines, and prompt payment discount initiatives.

8.0 Other Requirements Pertaining to this RFR
8.1 Debarment
The bidder certifies that neither it nor any of its subcontractors are currently debarred or suspended by the federal or state government under any law or regulation including Executive Order 147; M.G.L. c. 29, § 29F;

8.2 Statement of Nondiscrimination

Bidders with disabilities or hardships that seek reasonable accommodation, which may include the receipt of RFR information in an alternative format, must communicate such requests in writing to the contact person.
Requests for accommodation will be addressed on a case-by-case basis. A bidder requesting accommodation must submit a written statement which describes the bidder’s disability and the requested accommodation to the contact person for the RFR. 8.3 Prompt Payment Discount (PPD)
All bidders selected for a contract pursuant to this procurement must agree to offer discounts through participation in the Commonwealth Prompt Payment Discount (PPD) initiative for receiving early and/or on-time payments, unless the bidder can provide compelling proof that it would be unduly burdensome. PPD benefits both bidders and the Commonwealth.
Bidders benefit by increased, usable cash flow as a result of fast and efficient payments for commodities or services rendered. Participation in the EFT initiative further maximizes the benefits with payments directed to designated accounts, thus eliminating the impact of check clearance policies and traditional mail lead time or delays. The Commonwealth benefits because contractors reduce the cost of products and services through the applied discount.
Payments that are processed electronically can be tracked and verified through the Comptroller’s Bidder Web system.
8.4 Executive Order 515, Establishing an Environmental Purchasing Policy Products and services purchased by state agencies must comply with Executive Order 515, issued October 27, 2009. In line with this directive, all contracts, whether departmental or statewide, must comply with the specifications and guidelines established by OSD and the EPP Program. EPPs are products and services that help to conserve natural resources, reduce waste, protect public health and the environment, and promote the use of clean technologies, recycled materials, and less toxic products. Questions concerning the EO or the appropriate specifications may be directed to OSD’s EPP Procurement Program, www.mass.gov/epp. The Order may be seen at https://www.mass.gov/executive-orders/no-515-establishing-an-environmental-purchasing-policy.
