About this file

The document is a Request for Responses (RFR) issued by the Massachusetts Department of Public Health, Bureau of Substance Addiction Services (BSAS) for Opioid Treatment Programs (OTPs). The RFR is seeking proposals from vendors to provide outpatient OTP-certified programs at three different sites. Respondents can submit one proposal covering all three sites, and if the response exceeds the character limit, additional attachments can be included. The OTP programs are for outpatient services, and there is no difference from what an outpatient clinic providing Medication for Opioid Use Disorder (MOUD) is currently doing. New vendors or program sites not previously contracted with BSAS are eligible to apply, but no start-up costs will be considered for funding.

The contract opportunity is for a procurement numbered 251233, and the RFR is an update dated April 29, 2024. The RFR clarifies that the OBAT (Outpatient-Based Addiction Treatment) contracts (procurement number 183626) are not impacted by this RFR. Respondents are not required to submit a separate proposal for each site, and the character count limitation on the 'Location of proposed Service' box can be addressed by including additional PDF attachments.

251233 OPT RFR

UPDATED 4/29/2024

QA Page

1. Is this a renewal for those OBAT contracts that must be responded to by 4/1/24?

OBAT (procurement number 183626) contracts are not impacted by this RFR.

2. We have three separate OTP programs at three different sites. Are we submitting one response per site?

a. If not, how do we handle the limited character count in the 'Location of proposed Service' box on the first page of the application?

No, you can submit just one proposal including each site. If your response exceeds the limited character count, you may include additional attachments as PDFs.

3. Can you tell me if the OTPs are inpatient hospital based or for outpatient clinics?

a. If the latter, how would it be different that what an outpatient clinic providing MOUD is doing now?

This procurement is for outpatient OTP-certified programs. New vendors or program sites not previously contracted with BSAS are eligible to apply, but no start-up costs will be considered for funding. Nothing is different from what an outpatient clinic providing MOUD is doing. See Section C of the RFR.
