About this file
This is a Request for Response (RFR) document from the Massachusetts Commission for the Deaf and Hard of Hearing (MCDHH), an Executive Branch agency seeking Sign Language Interpreters for Deaf and Hard of Hearing individuals across Massachusetts. The RFR (Number MCD10 or RFR 25-20-MCD) aims to create a successor contract to the existing MCD06 contract, with a three-year initial term from July 1, 2025 to June 30, 2028, and two additional three-year renewal options, potentially extending the contract to a total of nine years. The procurement is open to individual interpreters (W-9 status "individual" or "sole proprietor"), with job assignments distributed through MCDHH's Interpreter/CART Referral Service. Applicants must be certified by RID/NAD, BEI, or MCDHH State Screening, and will be evaluated using a specific application and evaluation form.
The estimated annual value of the procurement is $10,000,000, with a total estimated value of $90,000,000 across the potential contract period. The contract is part of MCDHH's Workforce Development Program, which aims to increase the number and diversity of ASL/English Interpreters, Deaf Interpreters, and CART Providers across the Commonwealth. The procurement does not fall under the Small Business Purchasing Program, and the Supplier Diversity Office granted MCDHH a waiver from requiring contract interpreters to participate in the Supplier Diversity Program Plan. Electronic responses will be accepted through the COMMBUYS eProcurement system, with a rolling enrollment approach allowing applications to be submitted throughout the contract period.

Announcements about this Request for Response (RFR) will be sent out through COMMBUYS.
Individuals interested in this RFR, those who have submitted applications, and applicants who have received contracts must maintain active registrations in COMMBUYS in order to receive these communications. Operational Services Division (OSD) provides a number of Job Aids for bidders and vendors. Good starting points are the COMMBUYS Job Aid COMMBUYS Vendor Registration and the website www.COMMBUYS.com.

1. Description or Purpose of Procurement:
In December 1985, the passage of Chapter 716 of the Acts of 1985 established the Commission for the Deaf and Hard of Hearing. The Massachusetts Commission for the Deaf and Hard of Hearing (MCDHH) is the principal agency in the Commonwealth that advocates on behalf of Deaf and hard of hearing persons (Massachusetts General Law Part I, Title II, Ch. 6, §194). MCDHH is responsible for maintaining the quality of interpreter services to meet the needs of Deaf, oral deaf, DeafBlind, late deafened, and hard of hearing individuals.1 MCDHH is authorized to conduct the bid solicitation (procurement or request for response) for Sign Language Interpreters who provide services to or for Deaf individuals in a variety of settings for all Executive Branch agencies by the Code of Massachusetts Regulations, specifically by 112 CMR 3.00: Commission for the Deaf and Hard of Hearing: Procedures and Structures for the Provision of Interpreter for the Deaf and Hard of Hearing by State Agencies.
The purpose of this RFR 25-20-MCD is to create the successor to Contract MCD06: Interpreters for the Deaf and Hard of Hearing, which ends at 11:59PM Eastern time on June 30, 2025. Contract MCD10: Interpreters for the Deaf and Hard of Hearing will begin at 12:00AM on July 1, 2025.
Contract MCD10, like MCD06, will have the form of a list of pre-qualified Interpreters for the Deaf and Hard of Hearing. In accordance with 112 CMR 3.00, Contract MCD10 is open to individual interpreters (W-9 status “individual” or “sole proprietor”) but not to businesses. Job assignments will

The Massachusetts Commission for the Deaf and Hard of Hearing is an Equal Opportunity employer and does not discriminate on the basis of race, color, religion, gender, gender expression, age, national origin, disability, marital status, sexual orientation, genetic information, pregnancy, ancestry, or military status, in any of its activities or operations.
The “Attachment” tab of the COMMBUYS bid posting BD-25-1067-MCD01- MCD01-113447 contains all the forms and instructions each interpreter needs to prepare their Contract MCD10 applications. MCDHH encourages all interpreters to submit their Contract MCD10 packages as early as possible.
be made available to participating interpreters through MCDHH’s Interpreter/CART Referral Service (“Referral”). These details and many more are explained in Section 8: Contract Performance and Business Specifications which contains the Contract MCD10 User Guide.
This RFR and its attachments also contain the Contract MCD10 Application Form, a description of the application process, and the evaluation methodology. A tentative procurement calendar is included as well. Consistent with Operational Services Division (OSD) regulations, applications must be submitted electronically through the Commonwealth’s COMMBUYS eProcurement system.
Another element of Contract MCD10 can be found in its interface with MCDHH’s Workforce Development Program, the multi-year and multi-pronged initiative through which MCDHH is taking steps to both increase the numbers of ASL/English Interpreters, Deaf Interpreters, and CART Providers across the Commonwealth, and to increase the diversity in those provider pools. The result will be a stable communication access provider workforce, increased in numbers and diversity, reflective of the communities it serves.
Through the Workforce Development Program and other initiatives, the stakeholders of Contract MCD10 can expect to see improved outreach to and education of underserved and historically overlooked communities. This will provide an augmented and robust pipeline of providers in conjunction with the pool of providers currently in place, and ultimately an improvement in the inclusive, nondiscriminatory working environment that promotes growth and retention in the field.

11. Environmentally Preferable Products:
Products and services purchased by state agencies must be in compliance with Executive Order 515, issued October 27, 2009. Under this Executive Order, Executive Departments are required to reduce their impact on the environment and enhance public health by procuring environmentally preferable products and services (EPPs) whenever such products and services perform to satisfactory standards and represent best value, consistent with 801 CMR 21.00. In line with this directive, all Contracts, whether departmental or statewide, must comply with the specifications and guidelines established by OSD and the EPP Program. EPPs are products and services that help to conserve natural resources, reduce waste, protect public health and the environment, and promote the use of clean technologies, recycled materials, and less toxic products. Bid responses must identify how a contractor meets these goals.
12. Instructions for Submission of Responses:
In accordance with the policies of Operational Services Division (OSD), only electronic responses to this RFR submitted through COMMBUYS will be accepted.
