About this file

This is an evaluation matrix document from the Massachusetts Commission for the Deaf and Hard of Hearing (MCDHH) for RFR 25-10-MCD, relating to the redesign of sign language interpreter screening. The procurement process begins with an initial review by MCDHH's Procurement & Contracting Manager, followed by evaluation from a team led by the Director of Communication Access Services. The evaluation uses a 100-point scoring system across six main criteria.

The scoring criteria emphasize experience with linguistic and interpreting research in diverse Deaf communities (20 points), background in interpreter assessment and socio-cultural approaches (20 points), project schedule feasibility (15 points), relevant experience including similar projects and Massachusetts government work (15 points), price proposal reasonableness (20 points), and prompt pay discount (10 points). The agency will negotiate with bidders in order of their scoring rank until a contract is successfully established. Outstanding or exceptional qualifications receive maximum points, while average qualifications receive approximately half points, and absent qualifications receive zero points.
