About this file
This document contains information regarding the Massachusetts Impaired Driving (MID) Program RFR #210930 issued by the Commonwealth of Massachusetts. The RFR is a rolling application for both existing and new providers to deliver substance use outpatient ambulatory counseling services as part of the MID program. Bidders may submit proposals throughout the contract period until June 30, 2030, with an anticipated start date of July 1, 2020 for applications received by March 31, 2020. Providers must be licensed for Substance Use Outpatient Ambulatory Counseling services and can target specific locations within the state. The RFR outlines the required application forms and documents, as well as details on the 32-hour psycho-educational group and 2-hour impact awareness sessions that providers must deliver.
The MID program utilizes a unit rate payment structure, with a class rate of $867.76 per client. Providers will invoice the court-authorized payments, and BSAS will not make payments unless the provider is on the Master Service Agreement listing. The RFR does not include the Second Offender Program, which may be bid out separately. Referral numbers can vary, but typically range from 10-15% of total admissions, which were approximately 6,200 in Fiscal Year 2019.

Massachusetts Impaired Driving Program (MID)
RFR# 210930
Questions and Answers Revised MARCH 23, 2020
Q: Do we need to have our Response Form Signed before uploading our response to COMMBUYS?
A: No, the response form has been updated so that no signature is required. The vendor only needs to indicated who is the Authorized Signatory and their title and click the check box. By clicking the check box, the submitter attests that s/he is an agent of the Bidder with authority to sign on the Bidder’s behalf and is agreeing to all affirmations listed above.
Q: Is there an Application Response form with questions? What do I need to submit with my application?
A: There are no questions associated with the application to this RFR. You must submit the MID APPLICATION FOR RESPONSE FORM (signed by an Agency Authorized Signatory ex: Chief Executive Officer, Chief Fiscal Officer, Corporate Clerk or Legal Counsel for the Contractor) and the forms under the folder REQ via COMMBUYS listed below:
· MID APPLICATION FOR RESPONSE FORM
· BSAS Standards of Care Affirmation
· Subcontractor Identification List (if you don’t have any subcontractors identified, this form does not have be submitted)
· SDP Form If these files are not already on file with the Comptroller and you have never done business with the Commonwealth, you must complete and sign these forms and return with application under the folder COMPREQ with the forms listed below:
· W9 Form
· Electronic Funds Transfer
· Application Response Signature Summary Page
Q: Can you tell me when the above-referenced RFR is due?
A: This is a rolling RFR for all existing and for any new providers. Bidders may submit proposals during the entire contract period and up to the final date of the contract which is June 30, 2030.
Please note that bidders should submit their application by March 31, 2020 to have an anticipated start date of July 1, 2020. Any application submitted after this date cannot be guaranteed a July 1st start date.
Q: CHD currently provides this service in Greenfield. If we want to submit for additional locations, do we need to submit a separate bid for each location or can we attached a list of additional locations?
A: You must submit one application response form for each location. However, you can upload these documents as one COMMBUYS bid.
Q: We have several locations where these services are provided. Since there is only room to list one location per application response cover page, should we assume we are submitting separate applications for each site? And if so, should each response be uploaded separately to COMM-BUYS, or can they all be uploaded in one application response?
A: You must submit one application response form for each location. However, you can upload these documents as one COMMBUYS bid.
Q: We currently hold a contract for DAE services in 3 locations (East Brookfield, Southbridge, and Webster). On the new application it's asking for the "location of proposed services" and it appears to only have room for 1 location. Do I have to complete the form (Application Response Cover Page) separately for all 3 sites? Or is there a way to list all 3 sites on the same form?
A: You must submit one application response form for each location. However, you can upload these documents as one COMMBUYS bid.
Q: This is a statewide contract, but can an applicant target Western Mass only?
A: Yes, this is a statewide contract. Interested bidders can target any location in the Commonwealth as long as they are licensed to provide Substance Use Outpatient Ambulatory Counseling services.
Q: My organization is interested in submitting for the RFR. However, I did not see any information on the rates. Is the information on the rates imbedded in the RFR documentation?
A: The rates are based on the current Ambulatory rates (see below). The total client fee is a class rate and is the amount that will be paid by BSAS or self-paying clients for this service. What that mean is any consumer of this service cannot be charge a fee greater that the class rate. The class rate is $867.76. It is determined by the following units of service:
| Individual services = 2hrs x 18.71/15min. | 8 = units | Total by class = $149.68 |
| Group services = 38 hours x 5.61/15 min. | 128 = units | Total by class = $718.76 |
Q: I am following up with a question we have in relation to Cost Reimbursement for the MID program: Does this program pay for services for individuals (whether as Payer of Last Resort and/or other funding through this procurement) or will individuals continue to be responsible for payment for services, as in past DAE models in MA?
A: The MID program is not a cost-reimbursement contract. It is strictly a unit rate contract.
Q: If we do not do the specialized MID program do we need to initial that section on the Application Response Cover Sheet Affirmation Form?
A: This is for MID program delivery service only.
Q: When are the state sponsored training on the ASUD and ASAM mentioned on page 6 of the RFR?
A: Trainings will be available as needed.
Q: The Second offender program does not seem to be part of this RFR. Is that correct and, if so, will it be put out to bid separately?
A: The Second Offender Program is not part of this RFR. This RFR is just for the Massachusetts Impaired Driving Program (MID).
Q: Signature Summary Page – The one attached on CommBuys has a different RFR name and deadline on it - do we still need to fill it out?
A: These forms are only required if you have never done business with the Commonwealth. Please note that the “APPLICATION RESPONSE SUMMARY PAGE” has been corrected to the correct title associated with this RFR.
Q: Copy of completed annual SDP report form from UFR – Can this be a pdf? I think it says to attach it as an Excel 97-2003 Workbook (*.xls) A: The SDP Report Form can be sent in pdf form.
Q: Does BSAS have curriculum for the 32 hours of psycho educational group and the 2 hours of impact awareness sessions or are you expecting the Agency to develop this? If you are expecting the Agency to develop the curriculum, is there any guidance for the content?
A: Bidders will be expected to construct an agency curriculum based on a topical format that was developed. The framework for the topical format will be posted on COMMBUYS under “MID Group Subject Themes”.
Q: Are there any fees that participants will be responsible to pay and if so, would the Agency be collecting this?
A: Payments for the MID program are based on client self-payment and court authorized invoking via BSAS. This RFR allows the bidder to invoice those court authorized order. The class rate is the same and yes programs are expected to collect fees
Q: Would we be responsible to bill 3rd party insurance for the above groups and only be eligible to bill BSAS for those with no insurance coverage for the groups?
A: 3rd party insurances will not pay for this service. Again, the court is the approving authority for indigent clients. Payments by BSAS will not be made unless one is on the MSA listing which this RFR will provide access to.
Q: Is there any estimate of the number of anticipated referrals we might receive from MA District Courts monthly?
A: Referral numbers vary from court to court and are based on the percentage approved for payments by the courts. In any given year the system wide payments range from 10% to 15% of all admissions. In FY 19 there were roughly 6,200 admissions.
Q: Are bidders required to be licensed for Substance use Outpatient Ambulatory Counseling at the time of a bid submission?
A: Yes.
Q: Does the subcontractor form need to be submitted? If there are no subcontracts can it be submitted stating N/A?)
A: This form does not need to be submitted if there are no subcontracts.
Q: Would you please send me a copy of the standardized monthly probation report referenced on page 8 of the RFR?
A: This will be uploaded to COMMBUYS.
Q: Would you please send me a copy of the standardized format for group session topics as developed by BSAS (for 16 week curriculum) referenced on page 7 of the RFR?
A: This will be uploaded to COMMBUYS.
