About this file

This document is a Questions and Answers (Q&A) document related to Request for Response (RFR) 2004 issued by the Massachusetts State Lottery Commission (MSLC). The RFR seeks to purchase or obtain an agreement for electronic digital messaging signs to be located at Lottery Sales Agent establishments throughout the Commonwealth to advertise Lottery jackpots or other Lottery information. The RFR specifies requirements for the signs, such as modular design, illumination, and communication capabilities. It also addresses questions from potential bidders regarding sign pricing, pallet specifications, replacement of front panels, sign interaction with MSLC infrastructure, firmware updates, and power connector details. The RFR also provides instructions for bid submission, including the cost proposal format and requirement for notarized corporate documents from authorized signatories.

The cost proposal for this RFR requires an itemized list of parts and associated costs. While the RFR mentions a table format for this information, the actual cost proposal form has a different table structure that should be used. The RFR does not guarantee any minimum or maximum monthly/quarterly order quantities, and bidders are advised that past or current procurement volumes are for reference only and not an indication of future purchase levels.

Question

Answer

1. Can you please provide the cost of these signs from the last purchase?

Depending on the quantity ordered at the time of purchase, pricing ranged from $328.50ea - $382.50ea.

2. 3.1.7.3 22 Can you please confirm pallet specifications?

Pallets must be as described pursuant to the RFR matching dimensions and specifications provided.

3. There is batch pricing depending on the number of units ordered, broken out by quantities of 500. Will there be a min/max per month or quarter that are ordered? IE: Can they guarantee that they will want 250 a month but a maximum of 500 a month?

The MSLC makes no guarantee regarding quantities or orders. Any estimates and/or past or current procurement volumes referenced in this RFR are included only for the convenience of Bidders, and are not to be relied upon as any indication of future purchase levels

4. 3.1.1.5 15 How often will front panels be replaced? Wouldn't they be located inside and not subject to much moving/wear and tear?

Unknown. They do get moved and graphics do change.

5. 3.1.1.7 16 By modular, can this be defined more? Modular can mean many things.

The ability to separate the two panels and the ability to add additional panels to sign.

6. 3.1.1.9 16 Brightly lit - is the sign internally illuminated outside of the digit/readout displays?

Yes, the panels are lit.

7. 3.1.1.10 16 Other advertisements: would these be print? A digital screen on back for advertisements? What format?

There will be a decal put on the back of the sign.

8. Does each sign have to interact with any infrastructure provided by the lottery outside of the Ethernet port on the lottery-provided router? e.g. Do these displays have to query a lottery-run server or site? Does the sign have to log in to any lottery-run VPN server or other infrastructure?

The MSLC network has no access to the internet and is on a Private IP network.

-Current MSLC signage network, a jackpot sign server communicates at the sign location with a sign transceiver that jackpot sign vendor supplied both and are operated by

MSLC.

-The sign transceiver and the lottery-provided router use DHCP communications protocol.

-The MSLC jackpot signage servers are redundant the sign location transceiver have all jackpot servers addresses per programed to provided redundancy.

-The signage does not have to log in to any lottery-run VPN server.

9. 3.1.1.7 16 Section 3.1.1.7 mentions the requirement for a modular design so additional sections can be added. What are the requirements for positioning, powering and communication with these additional sections?

We would like to vendor to tell us the options for the sign they are bidding on.

10. 3.1.1.11 16 The spec (3.1.1.11) mentions that it is highly desirable that the vendor apply a Lottery designated graphic, and section 1.1 of the RFR mentions that the sign must also include static or electronic graphics. It is unclear what kind of electronic graphics would be desired, nor how large these should be. Is this related to 3.1.1.11 (highly desirable that the vendor applies a Lottery designated graphic to the top bar on the front of the design)?

We do not know the size of every sign’s top bar. We would like a graphic on the top bar on the front only.

11. 3.1.3.4 17 Section 3.1.3.4 requests additional communication methods (RS-232, RS-485, Wireless, etc.) but does not mention which protocols should be used over these networks. Is there a specification that must be followed for these additional communications ports?

TCP/UDP common protocols and ports.

12. 3.1.3.5 17 Section 3.1.3.5 discusses the software used to update the signs remotely - Which computer platforms must this software run on? Is it Windows only, or must the software also work with Apple and mobile (iOS and Android) platforms?

The current Jackpot sign servers run a version of Ubuntu with a jackpot sign vendor application for updating the jackpot amounts. These servers are updated by the MSLC at the server location. The current configuration does not require multiple operating system platforms.

13. What is the ability to update the firmware running on these signs? Particularly since communications and modularity are not fully specified in the RFR it is likely that firmware updates may be required to provide support for these features. Is there a specification for firmware updates which should be followed, or can we incorporate that feature within the software used to update the sign’s display?

The MSLC current configuration is a Client /Server model.

In the current configuration the client (sign location) can be remotely accessed by the MSLC for configuration and troubleshooting.

14. 3.1.1.1 15 We are taking 3.1.1.1 as you are looking for a single sign with two lottery games.

Yes.

15. Please confirm power pack pin and barrel dimensions called out in 3.1.2.4. The OD needs to be larger than the ID.

3.1.2.4 It is desirable that the sign includes a coaxial

cable mount DC Power Jack, 5A with pin diameter of 2.1mm and barrel inner diameter of 5.8mm.

Connector Specifications for our existing Jackpot signs.

(See attached pictures)

1 - The connector on the end of the current MA Jackpot 10” sign power cord attached to sign (larger hole with center conductor):

· Spec: Coaxial cable mount DC Power jack, 5A, pin diameter 2.1mm, barrel Inner Diameter: 5.8mm.

2 - The connector on the 5 amp Switching Power supply that the connector above receives to power the sign (fits inside the connector described above):

· Spec: Coaxial cable mount DC Power plug, 5A, barrel inner diameter 2.5mm, barrel outer Diameter: 5.5mm.

3 - The input connector on the switching Power Supply that receives the power cord from the outlet (looks like an eight with two center conductors):

· Spec: AC power cord, 6ft, NEMA 1-15P to C7.

16. Should the narrative response to specifications (Section 3.1, pages 15-24) be answered at the end of the document “RFR 2004 - Phase I Response Template.docx” (following the mandatory forms and disclosures), or is it possible to attach the narrative response as a separate document?

The narrative response can be included as a separate attachment.

17. We are unable to open the PDF files for forms embedded within the document “RFR 2004 - Phase I Response Template.docx”. (Please note that the issue is only with PDF documents, as other file types work without issue.) Since all forms must be filled in, is it possible to obtain working versions of these files? File names are as follows:

Commonwealth Terms and Conditions:

Massachusetts Substitute W-9 Form

Contractor Authorized Signatory Listing

Tax Compliance Certification

Certificate of Non-Collusion

EFT Form

These forms will be posted as separate attachments on Commbuys. Please use the forms posted on 10/28/19 as the Standard Contract form and Terms & Conditions have been updated (the old form will not be accepted).

18. 15 On page 15 of the document “RFR 2004 - Phase I Response Template.docx”, it is noted that a corporate officer (i.e. CEO) must supply notarized corporate documents showing that any authorized signatories listed have the right to delegate binding corporate authority. If it is actually the CEO signing the proposal documents, is such a notarization still necessary?

Yes.

19. Section 2.5 15 Page 15 of 25 – Section 2.5 COST PROPOSAL – It states “Bidders must include an itemized list of parts with costs using the table provided.” There is a table right below this statement (Vendor Part #, Description, Quantity in Kits, Cost per unit, etc.), however, this table format and info is different from the table in the cost proposal form. What format and table information should be used for the bid submittal?

Please submit pricing using the cost table provided as a separate enclosure. The table referenced in the RFR should only be included in the cost proposal if there are spare parts the bidder wishes to include.
