About this file

This document is a Notice of Intended Procurement issued by the Executive Office of Technology Services & Security (EOTSS) of Massachusetts. The notice announces an upcoming procurement for professional services related to the design, development, build, migration, support, training, and hosting of the Mass.gov website and the Commonwealth's Drupal web content management system. The contract term is expected to consist of a one-year initial period with up to three one-year renewal options at the discretion of EOTSS. All services are anticipated to be provided on a quarterly basis. Bidders can monitor the procurement opportunity through COMMBUYS, the Commonwealth's procurement portal. EOTSS will evaluate the responses received and award up to six bidders, who will then be required to engage in contract negotiations prior to the start of services. The estimated delivery of these services is expected to begin in Fiscal Year 2019, with a target submission deadline of April 16, 2018 at 4:00 PM EST.

The notice does not specify pricing terms, set-asides, incumbents, funding requirements, or sources. It states that EOTSS may, at its sole discretion, cancel the procurement at any time, and that nothing in the notice obligates EOTSS to contract with any vendor regarding the services sought in the forthcoming procurement.

The term of any contract resulting from this procurement is expected to consist of a one (1) year initial term with up to three (3) renewal terms of one (1) year each, renewable at EOTSS’ discretion. All professional services are anticipated to be provided on a quarterly basis. Awarded Bidders will be required to engage in contract negotiation prior to the start of any professional services. The estimated delivery of these services is expected to begin in Fiscal Year 2019. Although subject to change at EOTSS’ discretion, the target deadline for submission of responses will be April 16, 2018 at 4:00 PM EST.

Bidders are solely responsible to monitor this site for amendments to this announcement, if any, and for the complete Bid posting.
