About this file
This addendum clarifies requirements for RFQu 26-01, issued by Clayton County Public Schools (CCPS) in Morrow, Georgia, for Construction Materials Testing, Inspection Services, and Building Inspections. The solicitation was released on July 24, 2025. The addendum addresses 21 questions submitted by potential respondents and incorporates additional services into the original scope. Key clarifications include that GDOT certification is recommended but not required; respondents may partner in Prime/Sub relationships or submit for specific service categories; and staff licenses and supporting documents may be placed in appendices without counting toward the 100-page limit. A mandatory pre-submission conference was held in-person (with no virtual option available), and the addendum includes the conference agenda and attendee sign-in sheet. The additional services incorporated into the scope address Risk Hazard Assessment on an as-needed basis, including Phase I and Phase II Environmental Site Assessments, as well as geotechnical, materials, and environmental testing services encompassing subsurface exploration, foundation design recommendations, field inspections, compaction testing, material testing, and daily field reporting.
The addendum clarifies that a bid bond is not required; instead, a Certificate of Insurance will be required. Respondents must include all items listed under Appendix B (financial capacity, bonding capacity, relevant experience, safety record, key personnel qualifications, current workload and capacity, and performance history) with their submittal. All three Area Classes for Erosion and Sedimentation Control may be required depending on the specific project, and subcontractors may be used to qualify missing requirements. LEED Architecture and Design certifications are not mandatory. Respondents should provide cost per square footage, acreage, or duration for current projects and must be listed on the GDOT Pre-qualified list. There is no incumbent for this contract. The requirement for section 10.2.3.8 (List of Ongoing Projects) can be satisfied by providing Attachment B forms, and the Experience and Performance section (10.2.6) can be satisfied by providing Attachment C forms.

QUESTIONS AND RESPONSE
Question 1: With the broad array of services potentially presented/covered in this RFQ, does CCPS prefer bidders partner-up (like Prime/Sub relationships) to increase overall span of support-offered by one team or does our team need to submit to a specific category/division of coverage?
Answer: CCPS does not have a preference.
Question 2: Can you please provide clarification between the minimum requirements ( #7 / pages 11-12 of RFQ) and the Scope of Services Attachment A?
The minimum Requirements ask for firms to include staff with GDOT certifications (7.6), GDOT prequalification (#7.5), and an Engineer w/ experience using GDOT guidelines for Geotechnical Engineering (#7.3). #7.5 ties the GDOT prequalification's to Attachment A. However, Attachment A doesn't specify GDOT or Geotechnical Engineering. Can you clarify what you are seeking? Is Geotech and GDOT certified staff included in the scope of this contract?
Answer: GDOT certification is recommended but not required. Yes, Geotech and GDOT certified staff are included in the scope of services.
Question 3: Can item 10.2.3.6 Reporting & supplemental documents be placed and referenced within an appendix, due to the page lengths of these sample documents.
Answer: Yes.
Question 4: These seem to be the same - do you want the information twice?
10.2.4.2 Provide the geographical location of Respondent's office(s) that will be primarily responsible for CCPS projects. Provide details relevant to the number of both professional and support staff located at the office(s).
10.2.5.1.5 Provide Proponent's geographical location of the facility(s) that will be primarily responsible for CCPS projects. Provide details relevant to the number of both professional and support staff located at the office(s).
Answer: No. Please answer 10.2.4.2 and reference the answer in 10.2.5.1.5.
Question5: Can copies of staff licenses be placed in an appendix and do they count toward the suggested 100 page limit?
Answer: Please place it the staff license in the appendix.
Question 6: Can you confirm changes to the scope to include environmental risk hazard assessments?
Answer: Please see attached Exhibit 3.
Question 7: Under Minimum Requirements on RFQ page 11:
Addendum # 1 ITB 2025006 W.A. Fountain Elementary School Abatement and Demolition Services for Clayton County Public Schools Page 3 of 11
Item 7.3 states that "Proponents shall have an Engineer with three (3) years of experience in utilizing the GDOT Guidelines for Geotechnical Engineering Manual";
Item 7.5 states that "Proponents shall provide documentation showing prequalification by GDOT in Soils, Foundation & Materials Testing, Construction and Erosion & Sedimentation Control as specified in Attachment A: Scope of Services, attached hereto and incorporated herein by reference";
and
Item 7.6 on RFQ page 12 states "Proponents Engineers/Technicians shall be certified in the appropriate criteria field by the Material Office of the Construction Division of GDOT and provide documentation."
In Attachment A, Item 6.6 states that "The Consultant must conduct inspections in accordance with all applicable municipal, state, and federal regulations, including educational facility standards as established by Clayton County and Georgia Department of Education."
Since GDOT is not referenced as an authority for inspection standards in Attachment A, can we assume prequalification with GDOT is not required?
Answer: GDOT certification is recommended but not required.
Question 8: The following items are listed under Item I in Appendix B on RFQ page 21:
a. Financial capacity
b. Bonding capacity
c. Relevant experience on projects of similar size, scope, and complexity (Current Project List hereto attached in Appendix C, Required Forms)

Please confirm if items a, d, and f are to be included with our submittal.

Will a clarification of these requirements be provided?
Answer: Please see attached Exhibit 3.
Question 17: Who was the incumbent, if any, on this contract?
Answer: There is no incumbent.

Do you want us to separate the resume information to narrative in 10.2.5.1. then the specific staff project experience in 10.2.5.1.1.
