Questions Regarding RFQ- TDAT-047-13 (TDAT Services in Grand Rapids, MI.)

Question 1: I have a question about the http://orca.bpn.gov website that is mentioned under Quoter Representations and Certifications (FAR 52.212-3) paragraph in the cover letter. When I try to access the website, I get feedback that the website is unavailable. Is there another that I should go to instead?

Response: The ORCA Representation and Certifications are contained within the System of Award Management (SAM) website/database. What you need to do, is log into your SAM account and update/register the ORCA Representation and Certifications from the main menu. Because I am not registered as an entity, I will not be able to see this area to walk you through the process. I have attached an information sheet for reference and guidance.

Question 2: I wanted to pose a question about RFQ-TDAT-047-13 for TDAT services in Grand Rapids, Michigan. I’m familiar with the FBOP’s Residential ReEntry Center RFPs, but this is the first I’ve worked on a TDAT submittal. I wanted to ask for your clarification on something. I realize that this is a RFQ, not a RFP, and therefore more quote driven than narrative driven. I did want to ask, however, if you would like some narrative, particularly under our responses to the Decisional Rule Criteria. If so, do you have any guidelines on the length of our responses? I realize many of those criteria questions are pretty straight forward, but if permissible, I would like to include some additional narrative to provide the reviewers with a greater understanding of our organization and the context in which we are providing TDAT services.

Response: You are permitted to provide as much evidence and explanation as you deem necessary to demonstrate how your organization meets/complies with the Decision Rule Criteria. In terms of the Decision Rule Criteria, the Bureau is looking to make sure that your organization can satisfy each of the listed criteria and provide the needed supporting documentation.

Question 3:

1. The Schedule of Supplies/Services has a Quantity column that is already pre-populated. Is this what you have determined is needed for each of these services in GR?

2. Page 8 - While I was re-reading # 6, "The quoter has the name(s) and current license(s) of a Medical Doctor or Dioctor of Osteopathic to conduct psychiatric evaluations and reports......is this something we need to subcontract for if we don't have physician on staff, or can this be a referral?

Response:

1. The Schedule of Supplies and Services is already pre-populated in the “Quantity Field” because the listed figures are estimates of the amount of each service that the Bureau anticipates needing during the designated performance period.

2. The SOW notes: "The contractor must have a qualified practitioner (i.e., Physician Assistant, Advanced Practice Registered Nurse Practitioner/Specialist) with prescriptive authority who meet the standards of practice established by his/her state’s professional regulatory board to provide medication monitoring. The individual’s license must be in the state in which service is provided and the license must be submitted with the quote. The contractor must have a Medical Doctor (MD) or Doctor of Osteopathic (DO) to conduct psychiatric evaluations and reports."

Regarding the "referral" of these services, the contractor is responsible for providing the required line items when the Bureau needs them (hence we have contracted for them and are paying the contractor to provide them). A referral is normally used when sending a client to an outside agency. The need for psychiatric and psychological evaluation/testing and reports can occur with very little or almost no notice at all. As such, it could be very difficult for the provider to refer these services to an outside entity with whom they have not subcontracted. Also, these services are a line item for which we are contracting so the expectation is that the quoter would be able to provide them when required by the Bureau (as we are paying them to do so). Additionally, this is a requirements contract and therefore the quoter must provide these services through the use of a staff member or subcontractor. Hence the utilization of a "referral" as referenced would not meet the Bureau's needs.
