About this file

This is a Statement of Work issued by the Commonwealth of Massachusetts Executive Office of Energy and Environmental Affairs for the purchase, installation, and commissioning of electric vehicle charging equipment at the MassWildlife Field Headquarters in Westborough, Massachusetts. The project requires vendors to furnish and install one Level 3 fast charger (networked, pedestal-mounted ChargePoint or approved alternative with Power Share and WEX Card compatibility), two Level 2 dual-port charging stations (networked, pedestal-mounted with same specifications), associated electrical infrastructure including a 75kVA dry-type transformer, 400A 480V distribution panelboard, 225A 208/120V panelboard, charging station foundations, bollards, disconnect switches, and all required conduit, wiring, circuit breakers, and hardware. The project will be completed in two phases: Phase 1 (conduit, infrastructure, foundations, and electrical service equipment installation) must be completed by June 29, 2026, and Phase 2 (final connection and commissioning of charging stations) must be completed within 60 days of utility service finalization. A mandatory site visit is available April 27, 2026, from 9:00 AM to 11:00 AM, vendor questions are due April 28, 2026, by 5:00 PM EST, and proposals are due May 1, 2026, by 5:00 PM via COMMBUYS. The estimated contract start date is May 4, 2026.

Compensation is a fixed-price contract with vendors required to provide separate and clearly defined pricing for one-year and five-year (including two-year, three-year, and four-year options) networking and warranty periods that account for the phased installation timeline. Vendors must apply for and deduct all applicable MassEVIP Public Access Charging program rebates from their pricing, with EEA signing over rebates to the vendor. This procurement falls under the Small Business Purchasing Program, giving preference to SBPP-registered Massachusetts businesses meeting best value criteria with principal places of business in the Commonwealth, fewer than 50 full-time equivalent employees, and gross revenues not exceeding $15 million on a three-year average. All vendors must coordinate with National Grid for new electrical service installation, account for Massachusetts Environmental Justice requirements, and obtain all necessary permitting and inspections. All proposals must be submitted electronically through COMMBUYS; no email, mail, or hand-delivery submissions will be accepted.
