Justification for Other than Full and Open Competition at or Below the Simplified Acquisition Threshold

BRAND NAME

Project Title: RC2 Anesthesia Complete System

A. Project Background : The Rocky Mountain Veterinary Branch provides all laboratory animal related support. This includes animal husbandry, clinical care, animal breeding, animal ordering, shipping and receiving, specialized support to specific research efforts, disease surveillance, maintenance of individual animal records as well as all other essential functions related to laboratory animal based research efforts. The animal research facilities Animal Care and Use Program is fully accredited by the American Association for Accreditation of Laboratory Animal Care (AALAC). The primary goal of the Rocky Mountain Veterinary Branch is to continually improve the level of support for state-of-the-art biomedical research utilizing animal models, thereby ensuring continued benefits to human health while maintaining strict adherence to the principles of animal welfare and humane treatment.

B. Project Description The Veterinary Branch at Rocky Mountain Laboratory currently used the RC2 Anesthesia System for sedation of all rodent species. We are supplying rodent anesthesia stations in every suite in building 25 which is an ABSL3. To avoid any possibility of contamination for each area we will put one unit in each suite. This also enables multiple researchers to do research at the same time in that area. To maintain consistent sedation methods on campus we need to purchase the same systems we are currently using in other areas.

C. Description of the supplies/services to be purchased:

Qty: 7 of RC2 Anesthesia Complete Systems.

These Systems will consist of:

(7) Rodent circuit controllers, Part # 922100

(7) Isoflurane Vaporizers, Part # 911108

(7) VetEquip Anesthesia Books, Part # 999999

(7) Anesthesia D101 DVDs, Part # 999998 1-year warranty 1-year vaporizer efficacy guarantee for recalibration 7-year replacement guarantee for repair/replacement

II. Demonstration that the proposed brand name product’s salient characteristics (specific features, qualities and/or the nature of the acquisition) requires use of the authority cited.

The RC2 Anesthesia system has the following features:

All oxygen flowrates are independently preset:

· Any combination of circuits can be used without readjusting oxygen flows

· All circuits are unaffected by the resistance occurring in split lines

· Any combination of non-rebreathing circuit styles can be used

· Any circuit length or combination of lengths can be used

Circuits 1, 2, 3, and 4 preset to ½ lpm:

· Sufficient oxygen without excessive waste

· Oxygen flows cannot be set too high causing leaks around nosecones or facemasks

Circuits 5 and 6 preset to 1 lpm with Oxygen Flush Assemblies:

· Faster inductions, chamber saturation takes only 1 or 2 minutes

· Flushing saturated chambers complies with OSHA waste gas recommendations Demonstration that the proposed contractor(s) unique qualifications or the nature of the acquisition requires use of the authority cited. VetEquip is the manufacturer of the RC2 Anesthesia System. The Vet Branch requires this particular system because it is currently being used and additional systems are needed. They will be put in every suite in building 25 which is an ABSL3 so as to avoid any possibility of contamination. This also enables multiple researchers to do research at the same time in that area. To maintain consistent sedation methods on campus we need to purchase the same systems we are currently using.
