3. The circumstances and rationale for limiting competition.
This requirement is to be solicited using procedures of FAR 8.405- 6(b), or FAR 16.505, Brand Name, an item peculiar to one manufacturer is required.
SolarWinds updates and support are only available from the developer (SolarWinds), and only SolarWinds possesses the proprietary software code and the ability to provide new versions/releases of the software, software revisions, and software updates and corrections to the proprietary code, directly and via authorized resellers.
Within the list of IT Monitoring and Management products there are solutions from other providers that could provide similar functionality as the SolarWinds suite currently employed by the USDA. Offerings from CA Technologies, BMC Software, and ManageEngine offer similar functionality; however, these alternate products do not work “as-is” in the USDA end user environment. To make such a change would require customer application redesign, data migrations from one technology to another, potential hardware changes, significant testing, and training all of which are impacting to the USDA's customers. Additional license and maintenance costs of the new solution, in parallel to the costly migration activities that would be required of such a change. A moderate sized application would have the potential of costing hundreds of thousands to millions of dollars to shift technologies and needing multiple years to accomplish, taking valuable resources away from the agencies core mission. A substantial duplication of cost to the Government would be required to replace these products and the cost of the effort would not be expected to be recovered through competition with non-Verint products.
4. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
Multiple FSS and GWAC vendors are authorized resellers of SolarWinds products, so competitive quotes will be requested via GSA e-Buy or NASA SEWP. FSS and GWAC contract vehicles have already been determined price fair and reasonable.
