About this file
This document is a Questions and Answers (Q&A) addendum to RFQ PR15802899 for power generation system parts and components required in Erbil. The RFQ solicits quotations for 52 line items listed in Attachment 1, which the Government confirms is the complete and controlling list of required items. Key specifications clarified through the Q&A include: Line 49 (Leica DD120 Depth Kit) must be the 50Hz variant to match local power supply; Lines 19, 46, and 47 require equipment rated for 220-240 Volt, 50Hz input; and Line 52 comprises three components (APTA40016, LCPR40099, and RCVR40048), each with a quantity of one unit, which must be quoted together as a single line item rather than separately. Line 31 specifies 24 units of wet-filled lead-acid batteries (UN2794 Class 8) at approximately 60 kg each.
Regarding delivery and evaluation, the Government will accept split delivery arrangements to accommodate hazardous materials and heavy items via surface transport while critical electronics move by air, provided vendors include all associated transportation, handling, and applicable costs in their quotations. For quotes delivered to the Dispatch Agency (Ikun LLC, North Brunswick, NJ), the Government will add a separately-estimated transportation cost for evaluation purposes only, which vendors are not required to include in their quoted prices. No specific delivery date is mandated; vendors must provide their estimated delivery timeframe as part of their quotation. For Requirement 1 regarding samples, photographic documentation, complete specifications, and manufacturer part numbers will satisfy the requirement for sole-source OEM parts in lieu of physical samples.

Q.5
Requirement 1 asks for samples before an order is placed. For sole-source OEM parts, please confirm whether photographic documentation and manufacturer part-number evidence satisfy this requirement in lieu of physical samples.

Q.6
Line 31 (153-5720) is a wet-filled lead-acid battery, UN2794 Class 8, 24 units at ~60 kg each. Please confirm whether the Government will accept a split delivery so that hazardous and heavy items can move by surface while critical electronics move by air.
A.6
Yes. The Government will accept split delivery arrangements, provided that all items are delivered in accordance with the delivery requirements specified in the solicitation.
However, the quotation shall include all transportation, handling, and other applicable costs associated with the proposed delivery arrangements. The Government will not be responsible for, or pay, any additional charges or costs that are not clearly identified and included in the vendor’s quotation.
