Federal Bureau of Prisons Statement of Work for BOP Cloud Data Exchange Services

1. Background

The Federal Bureau of Prisons (BOP) is an agency of the Department of Justice (DOJ). It consists of 119 institutions, 6 regional offices, a Central Office (headquarters), 2 staff training centers, and 23 residential reentry management (RRM) offices (previously known as community corrections offices).

The BOP is responsible for the custody and care of approximately 190,000 Federal offenders.

Approximately 81 percent of these inmates are confined in Bureau-operated facilities, while the balance is confined in secure privately managed or community-based facilities and local jails.

The BOP has a standardized Local Area Network (LAN) infrastructure at each BOP site and each LAN is connected to the BOP’s Wide Area Network (BOPNet) with enterprise resources and applications being provided from the BOP’s Network Control Center in Washington, DC.

2. Purpose

The BOP is continuing its migration of its current data exchange infrastructure (currently hosted in DOJ’s Justice Data Center) into its Virtual Private Cloud (VPC) infrastructure with Amazon Web Services (AWS). The engagement also includes the continuation of integration services to migrate its current Residential Reentry Center referral packet applications and its medical bill adjudication applications to AWS. Finally, the BOP is also seeking contractor assistance to develop additional data sharing capabilities for customers such as U.S. Probation and other data matching partners (USMS, IRS, FAA, Department of State, etc.).

3. Specific Task Section

The contractor shall schedule and complete the tasks shown:

Priority #1 Review current application performance to prioritize and complete fixes, modifications and adjustments to existing application processes.

There are approximately 90 documented fixes/mods currently identified.

Examples - Expand current Sentry access. (Contract Location Profiles, Inmate

Classification information 337 and 338, etc.)

Cross office viewing capabilities.

Enhance transfer and release (soft /hard) functionality.

Jail management (files and placements/releases).

Query Sentry PPG6 current classification information for terminal report.

Allow to view referral data from a specific point in the process (historical).

Add automatic stack referral.

Develop Escape Flyer capability with notification to BOP Law Enforcement partners.

Integrate USMS 106 project for use in RRC applications.

Integrate R3M application with BOP Electronic Inmate Central File.

Develop an Inbox referral review process for reviewing and prioritizing referrals submitted via email, Insight or USPO, prior to initiating it as a Draft.

Initiate a response to referring institution for communication with referring institution prior to initiating draft. (Request for more information, incomplete packet, direct HC request, etc.) Develop solution to pass code delivery problem.

Develop additional report capabilities that include:

Enhanced user performance metrics for individual RRM user tracking as outlined by program management. (Management tool) Develop RRC Metric tracking reports as defined by program management.

Quarterly reporting requirements for placement and release and arrival statistics; employment statistics.

Enhanced capabilities for personal user settings.

Develop tiered user rights based access to the R3M from the RRC contractor side.

Designate a Facility Director who can monitor RRC users.

Regular access full user rights (Key Staff).

Limited Case Management access for NORA and Terminal Report, etc.

Further develop notification capabilities to alert and provide training for application modifications.

Integrate R3M application processes with BOP Insight or equivalent application process in federal and privatized institutions. Allow for limited interaction between the applications. (Status review, referral notes, return referral for corrections)

Integrate electronic workflow of referral packets and other supporting BOP documentation to U.S. Probation.

Develop an application to process Community Treatment Services referrals for CTS contract services in conjunction with RRC referrals. (Drug/Alcohol, mental, sex offender treatment referrals)

Ensure applications are interoperable across multiple platforms and devices.

Prepare R3M system to begin to initiate specialized Sentry transactions automatically.

(Updating DST assignments, COM/WLS assignments, etc.)

Develop a scalable integration platform to provide capability to share BOP data with additional federal agency partners. AOUSC, U.S. Probation, USMS, etc.

Provide systems engineering and support services for secure ad-hoc data exchange capability.

Prepare and present PowerPoint as well as Whiteboard technical briefings to appropriate BOP staff and applicable vendors as needed. Authorize necessary travel for on-site training and support in the field.

Thoroughly pre-test all upgrades (application or system software) and patches in the test/development environment before migrating to production systems.

Develop training materials and support documentation for the configuration and use of the applications and provide instructor-led training as needed.

Provide tier 2 and 3 technical support for the applications.

4. Deliverables

The contractor will provide the following deliverables for each application:

Project Plan (See Section 9 below);

Requirements Document;

System model diagrams and prototype screens displaying proposed UI;

Beta system demonstrating end-to-end workflow.

Test plan for production deployment;

Production deployment;

Training materials:

The contractor shall create training materials and support documentation for the configuration and operation of the application.

Provide onsite training for IT support and program administration staff (may also be required at national IT training conference).

Computer-based training for end-users for inclusion in the BOP’s Learning

Management System. Authorize necessary travel for on-site training and support to RRMB field staff.

Status shall be reported by vendor using weekly project meetings and bi-weekly project status reports.

5. Work Environment

The work under this contract shall primarily be performed at the Federal Bureau of Prisons, Central Office in Washington, D.C. or via secure remote access to the BOP’s AWS VPC for personnel approved and cleared by the BOP. Travel to a BOP field site or contractor location throughout the United States may occur. Typically, the work week will be the standard 40 hours a week. Depending on the task, however, additional work may be required (e.g.

deployments or maintenance during non-official hours to avoid disruption).

6. Special Personnel Requirements

The vendor shall provide at least one contractor technical resources and one part-time Project Manager with the experience, skills and abilities to accomplish the objectives and specific tasks described in Section 7 below.

6.1 Required Skills and Proficiencies

The contractor technical resource team must have the following skills/abilities:

Senior Java web development with experience and familiarity with different frameworks such as JFS 2.0 or Spring;

Experience with Joint Application Design concepts and modeling;

Proficiency in enterprise Java technologies such Java Persistence Application Programming Interfaces (JPA), Web Services, Enterprise JavaBeans (EJB)3x, etc.;

Database administrator with experience in enterprise Microsoft SQL (or DB2) database-driven applications;

Proficiency in UI design and expertise in JavaScript and JavaScript frameworks such a JQuery;

Experience with integrating applications with LDAP v.3 standards-compliant directories.

6.2 Security and Clearance Requirements

The specific system that will be used in this instance is classified at the medium risk level. The corresponding clearance is MBI (Minimum Background Investigation).

Contractor security clearances, including the submission of security clearance forms, etc., shall be coordinated with the Government Task Manager prior to contract employee engagement at the BOP’s Central Office. As determined by the GTM and/or Human Resource Security Specialist, clearances may require one or all of the following:

DOJ-99 (name check);

FD-258 (fingerprint check);

Law Enforcement Agency checks;

Vouchering of Employers over past five years;

Resume/Personal Qualifications;

OPM-329-A (Authority for Release of Information);

Urinalysis Test (for detection of marijuana and other drug usage).

Note: If it is determined that a urinalysis test is required, it will be administered at the closest BOP site. If a test is positive for drug usage, the assigned individual(s) shall be excluded from performance of work for this requirement, and subject to the same security requirements, the contractor shall provide acceptable replacement staff.

The contractor shall employ effective safeguards and security controls to ensure that information associated with the work is protected from loss, damage, computer viruses or other destructive incidents. The safeguards employed should ensure that materials and services are secured in a manner that prevents tampering, sabotage or other means of deliberate alteration. This provision applies to all BOP information resources while under the control of the contractor.

The contractor shall participate in annual refresher training (provided by the Bureau of Prisons) for information security and such participation will be documented by the BOP. Failure to participate may result in exclusion from work on this contract and require the vendor to provide suitable replacements.

DOJ Order 0904

The Department of Justice does not permit the use of Non-US citizens in the performance of this contract or commitment for any position which involves access to or development of any DOJ IT systems. By signing the contract document or beginning performance, the contractor agrees to this restriction.

7. Government-Furnished Equipment

The Government shall provide:

Access to the physical facilities;

Any other equipment deemed necessary by the government to perform task under this

SOW

8. Project Management

The Bureau will appoint a Government Task Manager (GTM) for this project. The GTM is responsible for receiving all deliverables, inspecting, and accepting the services provided for this requirement in accordance with the terms and conditions of this contract, providing direction to the contractor which clarifies the contract effort, fills in details, or otherwise serves to accomplish the technical scope of work, evaluates performance, and certifies all invoices/vouchers for acceptance of the services furnished for payment.

Contractor shall provide an off-site Project Manager. The Project Manager shall lead the overall execution of the activities in this SOW, including providing oversight of any tasks required by the SOW.

Additionally, the Project Manager shall ensure that:

(1) Staff understand and work toward SOW objectives;

(2) Tasks are staffed by appropriate, highly-qualified personnel; and

(3) All project management issues are communicated to and coordinated with the GTM

An initial project plan shall be submitted to the GTM for review and approval within 30 days of award. Status reporting on tasks shall provide accurate information concerning:

Project Progress

Planned activities for the next reporting period

Issues that are affected, or are expected to affect, the project schedule

Any items that might enhance, or detract from, the overall success of the project

10. Period of Performance

The period of performance is from the date of award to September 30, 2017.

11. Travel

All non-local travel-related expenses shall be reimbursed in accordance with Federal Travel Regulations. Travel shall be approved in advance by the Government Task Manager (GTM).

Local travel and travel time within the Washington, DC metropolitan area shall not be reimbursed. Travel expenses shall not exceed $5,000 during the performance period of this

SOW.
