Instructions to Quoters

The Federal Bureau of Prisons (Bureau) is an agency of the Department of Justice (DOJ). It consists of 122 institutions throughout the United States, including Hawaii and Puerto Rico;

6 regional offices, a Central Office (headquarters), 2 staff training centers, and 26 Residential Reentry Management offices.

The Federal Bureau of Prisons (Bureau) is issuing a Request for Quote to establish an firm-fixed price indefinite delivery requirements-type contract for formal outer garment carriers.

Quoter’s shall complete and submit all requested information as outlined in this Request for Quotation (RFQ). All quoters are strongly encouraged to read the entire solicitation carefully and ensure that all requested information and responses are included with your quotation. Missing or incomplete information could negatively impact or even eliminate your quotation during the evaluation process.

Quotes submitted in response to the RFQ shall be submitted in accordance with the instructions provided in this section. Quoters shall furnish quotes in electronic formats only. Quoters shall provide a sample Formal Outer Garment Carrier(vest carrier)(extra large).

Questions pertaining to this RFQ must be submitted to the Contracting Officer (CO) via email (n3johnson@bop.gov) no later than September 6, 2016 by 12:00 PM EST. Questions will not be accepted by phone. The CO will post responses to timely questions to www.fbo.gov.

1. Submission of Quotation Requirements:

General – Applies to Electronic copies All quote information submitted shall be type written in 12-point font. All electronic copies shall be submitted in PDF format no later than September 12, 2016 by 3:00 EST to Nathaniel Johnson at n3johnson@bop.gov.

All Sample Vest Carriers, shall be delivered through certified mail to:

Federal Bureau of Prisons National Acquisitions Section Central Office (Attn: Nathaniel Johnson) 500 First St, NW (Room 537) Washington, D.C. 20534

Note: Sample vest carriers shall become property of the Bureau upon receipt. Under NO circumstances vests will be returned or permitted to be picked up.

Quotes and vests shall be received no later than September 12, 2016 by 3:00 EST.

Further information about the required contents of the Business and Technical Volumes is identified below.

A. Business Volume (eMail pdf)

i. SF 1449 Quoters shall complete in its entirety boxes: 17a, 30a, 30b, 30c, and Section 2-Commodity or Services Schedule

ii. Pricing Schedule Quoters shall complete the CLIN pricing including: pricing per unit and the total cost to the Bureau to include the base plus 4 option years.

iii. Quoters shall complete the past performance questionnaire and any additional attachements.

B. Technical Volume (eMail pdf including):

i. Respond to each of the 17 requirements in the Formal Outer Garment Carrier Specifications on page 4 of this document. Each response shall indicate how the specifications will be met. A simple “Will be met” or “Meets” is not sufficient without an explanation.

ii. Each quoter shall provide one (1) sample Formal Outer Garment Carrier(vest carrier) that are identical in every aspect as the vests the company shall provide should the contract be awarded.

iii. Sample shall be a black, Formal Outer Garment Carrier (extra large).

Evaluation Evaluation of Quotes: In accordance with FAR 15.101-2, the award will be made on the basis of the lowest evaluated price meeting or exceeding the acceptability standards for non-price factors.

The Government intends to evaluate quotes and award a single indefinite delivery requirements-type contract without discussions with quoters. Therefore, the quoter's initial offer should contain the quoter's best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if determined to be necessary by the Contracting Officer.

Quoters will be evaluated on the following 2 (two) factors which represents the best value for the Government:

1. Price The purpose of the evaluation is to allow the Government to assess the prices submitted. The government will evaluate the 32,000* vests X (your price per vest) = Total price

2. Technical The Government will evaluate the quoters ability to meet all the specifications by evaluating the sample vests to confirm all specifications are met.

The quoter must provide the following. The government will use an “acceptable or unacceptable” evaluation of the responses:

1. The FOGC is intended be worn over a dress uniform shirt and to resemble the purchasing component’s dress uniform shirt as closely as possible.

2. FOGC shall be black in color.

*base + all options = 32,000(total estimated quantity of vests)

3. FOGC shall be equal to or less than 8.5 ounces. The FOGC must be made of 100% Polyester fabric matches 100% Polyester shirting and pant fabric.

4. The FOGC must have a universal armor fit and be easily adjustable at shoulders and sides to allow existing armor and carrier to be fitted and worn exactly as it would under a uniform shirt and according to the manufacturer's instructions.

5. The front of the FOGC shall have two pockets, one on each side of the faux buttoned down opening. Pockets shall be functional and shall have button down flaps which cover the pocket openings.

6. The front of the FOGC, located above the right pocket, shall have two vertical attachment points for the acceptance of a badge pin. Attachment points shall match the corresponding attachment points on the exemplar uniform shirt.

7. The FOGC shall be constructed such that the ballistic panels cannot fall from the carrier if the carrier panel were to come unsealed accidentally.

8. FOGC labels shall contain manufacture’s name, warning statement indicating that the carrier itself provides no ballistic or stab-resistant protection, care instructions for the carrier, model name and/or number, cover material, date of manufacture, and the panel size associated with that carrier (generic terms such as “Custom” are not acceptable. The carrier label shall NOT contain a serial number.

9. FOGC’s shall exhibit high standards of construction: consistent color, no loose threads, no stitching errors, runs or fabric imperfections.

10. FOGC shall have an internal mesh lining and side panels must provide breathability and quick-dry comfort. Side openings must have stretch nylon mesh and heavy duty one-way YKK zippers

11. FOGC shall be machine washable.

12. The samples provided shall be free of manufacturing defects and be the same in every aspect as the vests the company will provide should the contract be awarded.

13. Delivery of the carrier must take place within 45 days of the measure/fit process.

14. The manufacturer shall provide 24/7 technical support.

15. The manufacturer must provide documentation indicating FOGC is approved for use with Armor Express and Survival Armor Threat level 3 stab-resistant vest.

16. The employees name will be embroidered on the right breast.

17. The Bureau’s “Starburst logo” will be embroidered on the left breast.

Guarantees

The vendor must guarantee the quality of the product and that it meets the requirements. The vendor must also guarantee the warranty for defective products.

Past Performance Past performance will be evaluated by the Contracting Officer only as it relates to Responsibility. Past performance information shall be obtained from any sources available to the Government to include, but not limited to, PPIRS or other databases, interviews with the program personnel, Contracting Officers, commercial clients. The quoter shall provide documentation on at least three(3) relevant contracts(including Federal, State, and local government, and private) for efforts similar to the Government requirement. To be determined responsible, a prospective contractor must meet the standards set forth in FAR 9.104-1.
