STATEMENT OF WORK

BACKGROUND

Psychologists serve as the primary mental health professionals in the Bureau of Prisons (BOP) and serve as providers of evidence based practices (EBPs) at each Bureau institution. In an effort to provide psychologists with an opportunity to update their skills in EBPs, the Bureau of Prisons would like to contract with a subject matter expert in the area of Dialectical Behavior Therapy to provide training on best practices in the provision of treatment to inmates with a serious mental illness.

PLACE OF PERFORMANCE

This training will be held at the BOP’s training facility in Aurora, Colorado the week of September 26, 2016.

SERVICES TO BE PERFORMED

The purpose of this Statement of Work is to obtain a qualified expert in the area of Dialectical Behavior Therapy. This contract will be for one training. This contract person will be responsible for, but not limited to, the following duties:

Task #1: Training Protocol. Contractor shall offer a pre-developed training protocol for 20 to 24 hours of training on the topic of Dialectical Behavior Therapy. The protocol will cover intermediate and advanced skills and knowledge associated with the intervention. The protocol will provide information that is consistent with best practices and core competencies. The protocol must address relevant issues to a correctional population. It must be appropriate for doctoral level psychologists. The offeror will submit a copy of the training protocol with the proposal.

Task #2: Training & Presentation. Train BOP psychologists on knowledge and skills associated with Dialectical Behavior Therapy, consistent with best practices described in peer reviewed literature. The training will last for between 20 to 24 hours.

This contract person will be required to utilize whatever personal office space, personal supplies, personal office equipment, including a personal computer, necessary to complete the requirements herein.

EVALUATION CRITERIA

Professional Education, Experience, and Licensure

1) The offeror will be able to provide a trainer who has a doctorate in the field of clinical or counseling psychology.

2) The offeror will be able to provide a trainer who has extensive experience with and knowledge of Dialectical Behavior Therapy as evidenced by a current development of a treatment manual for a correctional population utilizing Dialectical Behavior Therapy.

3) The offeror will be able to provide a trainer who possesses the knowledge and skills required to deliver effective training programs as evidenced by having provided trainings to doctoral level psychologists on the topic of Dialectical Behavior Therapy in the last year.

4) The offeror must have experience training staff who work in a correctional environment.

Training Protocol

1) The pre-developed curriculum is consistent with best practices described in the peer reviewed literature in the field of Dialectical Behavior Therapy and is appropriate for doctoral level psychologists.

The approach to work task completion must be based upon group interaction with BOP staff, primarily the Mental Health Treatment Coordinator, Reentry Services Division. BOP psychology staff at the Central Office and Institution levels will be identified and organized to participate in all phases and components of this project.

SECURITY

The contractor agrees to adhere to all regulations stipulated in the BOP’s Personnel Manual, “P.S. 3000.2B, regarding security and background investigations and clearances for contract workers.

The contractor shall maintain confidentiality of all inmate and staff medical records in accordance with Federal Acquisition Regulations 52.224-2, “Privacy Act”.

WORK ENVIRONMENT

The offeror is notified that a majority of the performance of these duties shall be conducted in office space provided by the contractor, outside of the Reentry Services Division of the BOP. The office space should be in a secured office setting with applicable policies to prevent work hazards and conditions. The offeror shall be responsible for providing the necessary office space, computer equipment and software, computer support, and incidental supplies necessary to perform the duties of this requirement.

NONPERSONAL SERVICES REQUIREMENTS

The contractor is notified that this contractual arrangement is a nonpersonal services contract and not a personal appointment.

The contractor will be subject to oversight and monitoring by Reentry Services Division staff in the Central Office; however, the contractor shall not be subject to supervision by a government employee, except for security related matters.

SCHEDULE OF SERVICES

The contractor will coordinate training hours with the Mental Health Treatment Coordinator.

CONFIDENTIALITY AND NON-DISCLOSURE

The contractor shall agree: All deliverables and associated working papers, programs and other material which have been generated by the contractor in the performance of this task order are the property of the United States Government.

The Contracting Officer’s Representative (COR) for this contract is Adrienne Grandjean, Correctional Treatment Specialist. The COR or his authorized official shall be the sole authorized official to release verbally or in writing, any date, the draft deliverables, the final deliverables or any other written or printed materials pertaining to this project. The contractor shall not release any information. Any request for information relating to this contract presented to the contractor must be submitted to the COR or his designee for response.

PERIOD OF PERFORMANCE

Training will be held in FY2016.
