STATEMENT OF WORK

SOFT WATER SYSTEM INCLUDING INSTALLATION

FCI DUBLIN

I. SPECIFICATIONS

A. SCOPE OF WORK

1. The Contractor shall supply all labor, materials and equipment to install a water softener system such as the Kinetico FM-10-416s OD Water Treatment System (Brand Name or Equal). All work will comply with applicable Federal, State and Local building codes and regulations, and all manufactures warranty requirements.

2. The Contractor shall supply all labor, materials and equipment to install a water softener system such as the Kinetico FM-10-416s OD Water Treatment System (Brand Name or Equal). The system is designed to remove hardness to less than 1/2 grains/gallon of hardness as CaCO3 as determined by ASTM D1126 when operated within the normal inlet operating parameters and maintained in accordance with the systems operating instructions. The system includes 2 tanks, operating in a parallel mode.

Only one tank will be regenerated at a time, with the other tanks locked-out of the regeneration cycle until the regenerating tank completes its cycle. System provides for a countercurrent regeneration process, with the service cycle processing down-flow through the media tanks.

The regeneration cycle is processed up-flow through the tanks. System uses processed water for the regeneration sequence. A meter initiates system regenerations through a control signal sent to the unit’s controller. The water meter measures the processed volume and is adjustable. Design includes provisions for future flow expansion of system through the addition of tanks in parallel.

3. All exposed cooling water connection shall be properly insulated to prevent condensation and corrosion of piping, valves and piping supports.

4. The Contractor shall ensure all connections are properly sealed to prevent air leaks and all louvers/dampers are properly supported, anchored, and sealed to the building structure.

5. The Contractor shall be responsible to supply all required rigging and lifting, materials and equipment to install the in the mechanical room.

7. The Contractor shall ensure all latest Federal, State and Local Plumbing and electrical codes are adhered to during all phases of the installation.

8. The Contractor shall be responsible to provide a ¾ Inch copper drain line on the inlet and outlet of the unit to the existing floor drain.

9. The contractor is responsible to provide all electrical requirements to operate the system, test the system for proper cycle times per manufactures recommendations.

10. All work will comply with applicable Federal, State and Local building codes and regulations, all manufacture=s warranty requirements.

C. Dublin Federal Correctional Institution Responsibilities

1. The Federal Correctional Institution shall be responsible to ensure all lock/out tag/out procedures are adhered to.

2. The Facilities Department shall ensure all systems are properly isolated and pressure relieved prior to Contractor starting any demolition.

3. The Contract Monitor shall be the point of contact between the Contractor and The Federal Correctional Institution

4. The Federal Correctional Institution Dublin shall be responsible to provide electrical power supply with a fusible disconnect to a predetermined point as requested by the Contractor.

5. The Institution Safety Manager shall randomly oversee the project. If at any time the Safety Manager deems a potential hazard, the situation shall be resolved immediately.

6. The Federal Correctional Institution Dublin shall be responsible to ensure all in house Hot Work permits are obtained and fire watches are posted during any hot work.

D. Contractor’s Responsibilities

1. The Contractor shall be responsible to remove any materials and waste accumulated brought into the institution during the performance of this contract associated from the job site located at the Federal Correctional Institution Dublin, 5701 8th Street , Dublin, 94568. These items must be disposed of in accordance with all Federal, State, and local laws.

2. The Contractor shall ensure all employees conducting work at the Federal Correctional Institution Dublin submit the required information for a National Crime Information Check to the Contract Monitor. In the event the individual does not clear the check it is the Contractor’s responsibility to provide addition staff.

3. It shall be the Contractors responsibility to provide the company’s employees with all required tools and equipment to complete the demolition and installation.

4. The Contractor shall provide three (3) copies of the MSDS to the Safety Manager prior to the use of the Material. If the material is deemed inappropriate in a Correctional Institution it shall be the Contractor’s responsibility to find an alternative material with no additional cost to the project.

5. It shall be the Contractor’s responsibility to ensure all sub-contractors have access to ALL the information provided in this statement of work.

6. The Federal Correctional Institution Dublin shall not be responsible to provide any telephone or communication lines through SBC, AT&T, Sprint and/or any other provider for personal or business use.

7. The Federal Correctional Institution Dublin or Representative shall not be responsible to provide any temporary or long- term parking for contractors or contract employees. As such, no parking is provided on-site.

8. The Contractor shall be responsible to ensure all wall penetration’ to outside air supply around ducting and louvers/dampers are properly sealed from air leaks and rodent infestation.

3. It shall be the Contractors responsibility to properly identify and stencil to the piping and ducting the source of the median identified and the direction of flow.

II. CONTRACTOR SECURITY/WORKING REGULATIONS

A. Working Hours

1. All work is to be completed between the hours of 6:30 AM - 1:30 PM, Monday - Friday, excluding weekends and federal holidays.

2. Any work required to be completed at any other time than noted above must be scheduled five (5) working days prior to the start of the work, and approved by the Facility Manager and Contracting Officer.

3) No work will be conducted on weekends, or federal holidays unless prior written approval of the Facility Manager, Associate Warden and Warden is received five (5) working days prior to the start of the work.

B. Delivery of Materials

1. All construction materials/equipment required for work on this project is required to be processed by the Contractor and coordinated with the Contract Monitor for temporary storage.

2. All other construction related deliveries which are directly shipped to the contractor can be received between the hours of 7:30 AM - 1:00 PM, Monday - Friday, excluding federal holidays. At no point will a Bureau of Prisons (BOP) staff member receive or sign for a delivery if the contractor or his representative is not present to verify and accept the delivery.

3. Under no circumstances will the Federal Correctional Institution Dublin or its staff be responsible for the acceptance of any Contractor or company deliveries.

4. The Contractor shall be responsible to provide their own means of loading and unloading contractor material and equipment.

5. The Contractor shall not use the driveway ramp for the loading, unloading, or storage of any materials or equipment. The contractor will not impede/block the driveway ramp at any time during or after the work shift.

C. Storage of Materials and Equipment

1. All construction material / tools shall be stored in a designated area mutually agreed upon between the Contract Monitor and the contractor. The storage area will be a secure lockable gang box or similar, size to be determined by the con- tractor and the Contract Monitor. The gate/door to the storage box will be secured by a chain and or double locked with a contractor lock and Metropolitan Correctional Center lock. All materials / tools stored within the storage box/container will be neat and stored in a safe manner. Materials cannot be stored at a height that would create a fall hazard. All tools will be inventoried prior to entering the institution. At the start of each work day all tools will be inventoried out on a daily tool inventory sheet and at the end of the work day all tools will be inventoried back in to ensure accurate account- ability of all tools at the end of each work day.

D. Security Clearance/Contractor Badges.

A. All contractors/sub-contractors (no exceptions) working on the grounds of the Federal Correctional Institution Dublin will be issued and required to wear a picture ID/contractor badge provided by the FCI. For security reasons, the badge will be worn in a visible manner as directed by the Contract Monitor.

B. The contractor shall be responsible to provide the necessary information for security clearance on employees to the Contract Monitor, including names, dates of birth, and social security numbers.

C. In the event a contractor’s employee does not pass the security clearance, it shall be the contractor’s responsibility to submit another employee for security clearance. All prospective contractors are advised during the solicitation or quotation phase that a urinalysis test is required (for the detection of marijuana and other drug usage). If the proposed contract is with a company and the individual(s) assigned to perform the work test positive, the individual(s) shall be excluded from performing the contract, and the contractor shall provide acceptable replacement personnel subject to the same security requirements. If the proposed contract is with an individual, the contract award may not be made until a negative test is received. These security requirements are ONLY applicable to contractors who enter the secure perimeter of the institution.

D. All security clearances shall be submitted to the Contract Monitor, a minimum of fourteen working days prior to the start of work. Security clearances will be in effect for the term of one year, and prior to the time of expiration it is the responsibility of the contractor/worker to notify the Contract Monitor to have clearance conducted and a badge issued.

E. All contractors and sub-contractor employees will provide a check list of all employees on site-each day to the Contract Monitor, verifying the number of workers on site each day and that all workers are pre-approved to be on the site.

E. Safety and Personal Protective Equipment

1. All Contractors and employees shall have and wear the required personal protective equipment prescribed by industry standards at all times while on the job site. It is the responsibility of the contractor to provide such equipment.

2. All ladders regardless of the size shall be stored, and secured to a stationary fixture with a chain and lock in a pre- determined area, in a way that they cannot be removed.

3. All extension cords regardless of length shall be in good condition with no broken outer insulation and will be secured in a locked construction gang box.

4. Any system requiring lock/out tag/out shall have both contractor and Metropolitan Correctional Center locks on the isolation point to prevent shock. All lock-out tag-out procedures will be in compliance with the institutional lock-out program.

F. Other Considerations

1. The Federal Correctional Institution Dublin shall ensure all power sources required for safety to prevent back feeding are locked/out and tagged/out with contractor and MCC representative signatures.

2. The Federal Correctional Institution Dublin shall ensure a representative is present to allow access to all area’s requested by the Contractor.

3. The Contractor shall provide to the Contract Monitor, (3) three copies of the material safety data sheet (MSDS) on all materials and substances that may be used during the course of the project. In the event the material is not approved by the Institution Safety Manager, it shall be the responsibility of the Contractor to locate and procure an alternative product.

4. Contractors will NOT be allowed to bring cell phones, cameras or two way pagers into the Institution. Numerical pagers are allowed and will be verified as working equipment prior to the entry to the Institution. The Federal Correctional Institution Dublin Facility Operations Department maintains a digital camera that will be utilized by FCI staff to document the project work. The Contractor may have copies of these documentation photos for record keeping.

5. Lost time due to security restrictions/considerations. Contractors should plan for a certain amount of time accrued for security considerations, i.e., check-in screening, delays due to inmate movements, Institution lock-down, Institution emergencies, etc. In the event of an Institution emergency, the Contractor will be instructed to secure from all work, secure and stow all tools, equipment and materials, and the Contractor shall be escorted out of the Institution. Work will be suspended until the Institution emergency passes.

6. The Contractor shall be responsible for removing all material from the Institution property.

7. The contractor shall honor all Manufactures warranties upon completion of the project.

8. Any deviations from the statement of work must have prior approval from the Facility Manager and the Contracting Officer in writing.

9. It is the Contractors responsibility to repair and/or replace equipment, structural walls, floors, and ceilings damaged, during the removal of existing equipment and the installation of new unit.

10. It shall be the Contractors responsibility to obtain all measurements, name plate data, load data calculations, equipment electrical load requirements and manufactures installation recommendations.

11. It is highly recommended a site visit be conducted for equipment verification and work site conditions prior to start of project.

12. To accommodate the work being conducted the Contractor will be allowed to store portable tools in a lockable gang box on site in a secure area as determined by the Metropolitan Correctional Center.

13. It shall be the Contractors responsibility to remove all equipment from site at the end of the project. The Federal Correctional Institution Dublin will not provide trash accommodations of large volume of material.

G. Utilities

1) The FBOP will provide minimal electricity service (120V), for battery chargers, radios, small hand tools, etc.

2) The FBOP will provide restroom services.

3) All other utilities must be provided by the Contractor.

H. Evaluation Selection Criteria Award is to be made to the low, responsive, responsible bidder whose price is fair, reasonable and provides the best value to the Government.
