STATEMENT OF WORK
for
ADVANCED OCCUPATIONAL EDUCATION SERVICES
A.1.1. INTRODUCTION: The Federal Bureau of Prisons (FBOP), the Federal Correctional Institute (FCI) Englewood, Littleton, Colorado (hereinafter referred to as FCI), intends to make single award of a firm, fixed-price, indefinite-delivery, definite quantity contract, to an entity which can provide an accredited certificate program for adult male inmates (hereinafter referred to as students) via on-site academic instruction.
A.1.2. QUALIFICATIONS/ACCREDITATION: The contractor shall not be a self-employed individual or individual employed by a post-secondary institution. The contract must be between FCI) Englewood and post-secondary institution, vocational training school or industry-based school. The occupational education program must lead to a college certificate, A.A., A. S., A.A.S. or industry-recognized certificate qualifying inmates for at least an entry-level position of employment. Credits earned from the college certificate, A.A., A.S., or A.A.S. must be transferrable to a four-year college. The contractor must be accredited by a nationally recognized accreditation program such as the North Central Association of Schools and Colleges, or an official State agency. The contractor assigned to fulfill these services at FCI Englewood must meet the standard guidelines of the awarded post-secondary institution, vocational training school or industry-based school.
A.1.3. PLACE OF PERFORMANCE: Academic instruction will be provided in classrooms at the Federal Correctional Institute, Education Department, 9595 W. Quincy Ave, Littleton, CO 80123.
Invoices for payment shall reference the contract number, and shall be submitted to:

A.1.4. SCOPE OF SERVICES: The Contractor shall provide an Advanced Occupational Education Program (hereinafter referred to as AOE) which may include, but are not limited to courses:
- Vocational Training o Auto Cad o Graphic Design o Construction o Green Career Fields o Project Management
- Horticulture o Construction, maintenance and implementation of a greenhouse operation
- Business Administration o Entrepreneurship o Office Systems Technology o Marketing o Accounting o Customer Service o Communication Studies
The Contractor shall provide a program for an estimated 20 students per class.
Services shall include the provision of on-site academic instruction and appropriate academic advisement, instructional/course materials, course registration, assessment testing, record-keeping, textbooks, certificates of completion and all services and materials customarily provided to AOE students and applicable to the inmate population at the FCI and FPC. Upon completion of each certificate program, the Contractor shall provide one copy of each student’s official transcript, and a certificate of completion for each student who completes the program to the Supervisor of Education (SOE). In addition, the Contractor shall provide the SOE with one copy of an unofficial transcript for each student who enrolls in, but does not complete the program. All official transcripts, unofficial transcripts and/or certificates of completion shall be provided to the Supervisor of Education within two weeks of the completion of each program, in accordance with procedures set forth herein.
Student Placement: Each student will be required to complete mandatory literacy requirements and show proof of a high school diploma or equivalent prior to being considered for placement in the program (testing). Qualified students must satisfactorily complete Contractor’s placement/ testing requirements prior to being enrolled in the program. In the event that a student is un-enrolled prior to completion of the certificate program, subject to mutual agreement of both parties, the FCI or FPC may enroll another student in the un-enrolled student’s place on a one-for-one basis. Students “substituted” in this manner shall be subject to all other student placement requirements. In addition, substituted students must be added before add/drop dates specified in the course schedule. Auditing of classes will not be permitted.
Student Learning Materials: The Contractor shall provide workbooks and/or other course materials customarily provided to each AOE student for each course. The contractor shall be solely responsible for bearing the expense of purchasing workbooks and other materials in excess of the quantities, terms and conditions set forth herein. Workbooks and other materials in excess of the quantities set forth herein which are lost, misplaced, confiscated or destroyed will be replaced at the FCI’s expense. With the exception of edition changes, the Contractor shall not be responsible for bearing the expense of extra and/or replacement workbooks and/or other educational materials provided under the contract.
Instructional Equipment: Contractor staff shall be required to obtain advance written approval from the SOE prior to bringing laptop computers, DVD players, presentations equipment, and/or other instructional equipment into the Institutions. The Education Department will provide space for classes, utilities, instructional boards, audio-visual equipment and other equipment necessary to provide the required instruction.
Official Transcripts: The Contractor shall provide one copy of an official transcript and a certificate of completion to the SOE for each inmate who completes the certificate program.
Upon request, the SOE will be provided one copy of an unofficial transcript for inmates who do not complete the program.
Official Points of Contact: The Contractor shall designate an official Point of Contact (POC) for all administrative matters. The SOE shall be the official point of contact for the FCI and FPC.
The respective points of contact shall provide phone numbers and e-mail addresses, and shall handle all issues regarding student transcripts, certificates, and other administrative matters via e-mail to the maximum extent practicable. In the event that pertinent verbal discussions occur, subject discussions shall be confirmed via e-mail, and both parties shall maintain records of subject e-mails.
The Contractor shall ship all official documentation (i.e. transcripts, certificates, etc.) to the POCs at the following addresses via a registered shipping company. And

Prior to shipping official documentation, the Contractor POC shall e-mail the SOE with the shipment tracking number and a brief description of the content of the package. The SOE shall forward the subject e-mail to Warehouse and ask to be notified when the package arrives. The SOE shall e-mail the Contractor’s POC once the subject package has been received and the contents has been verified.
A.1.5. SCHEDULE: The Contractor will provide an AOE certificate program at the FCI and FPC. The Contractor shall provide an estimated nine (9) hours of classroom instruction per week for each of an estimated 2 courses. Each course shall consist of at least 100 total instructor/student contact hours. Each program shall be three to four months in length, and an estimated six (6) programs shall be completed during each year.
Instruction will be conducted Monday through Saturday, excluding Federal holidays, as mutually agreed upon by the SOE and the Contractor.
Quoters are encouraged to submit a proposed schedule which rotates instructors, classes, days and times. The schedule should include proposed courses, proposed course/program schedules with dates/times, and add/drop dates for each course/program.
Accommodation of changes in the schedule resulting from security issues at the FCI and FPC shall be subject to the mutual agreement of both parties.
A.1.6. METHOD OF DELIVERY: On-site academic instruction. Techniques may include but are not limited to demonstration, lecture, videos, hands-on practical experience, homework assignments, etc.
A.1.7. PROGRAM MANAGEMENT: The Contractor shall maintain records on each student which include registration/enrollment status, attendance, academic progress/standing, completion and withdrawal data, and inform the SOE (or FCI or FPS staff designated by the SOE) of issues or concerns in a timely manner. In addition, the Contractor shall designate an individual to provide the SOE with enrollment information, establish and coordinate program requirements, and coordinate affairs between the Contractor and the FCI/FPC.
A.1.8. CLASSROOM/INMATE MANAGEMENT: On-site academic instructors will be responsible for documenting attendance. Instructors shall notify the SOE or designee immediately if an inmate student is absent. Instructors shall immediately notify the SOE or other FCI/FPC staff of disruptive or other inappropriate behavior on the part of inmate students.
Instructors shall be escorted at all times by FCI/FPC staff. Provision of services will require frequent and unsupervised contact with inmates. The contract employee shall not be responsible for the management of any inmates, other than to ensure inmates involved within the contract’s scope of work abide by all rules to ensure their safety and well-being. The successful contractor shall attend the Institution Familiarization Orientation program prior to assuming institution involvement. Reimbursement to the contractor for the time spent in the institution orientation or other specific security related training will be at the contract rate, prorated hourly. The contractor may, at any time, be removed from the institution at the discretion of the CEO. The contractor is to constantly be aware of security and maintain a professional relationship with inmates at all times. Any violation of the institution rules and regulations are to be brought immediately to the attention of any Government employee employed at the institution. The contractor will be required to provide documentation to the COR, or designee, of any infractions of institutional rules and regulations by inmates for proper action.
A.1.9. PERIODS OF PERFORMANCE: The periods of performance shall be as follows:
Base Year: October 1, 2017 through September 2018 Option Year One: October 1, 2018 through September 2019 Option Year Two: October 1, 2019 through September 2020 Option Year Three: October 1, 2020 through September 2021 Option Year Four: October 1, 2021 through September 2022 6 Month Optional Period: October 1, 2022 through March 31, 2023
A.1.10. CONTRACT ADMINISTRATION:
(a) William McCormick, Supervisor of Education, FCI Englewood, 303-763-4300, is hereby designated as the Contracting Officer’s Representative (COR) under this contract.
(b) The COR is responsible, as applicable, for: receiving all deliverables; inspecting and accepting the supplies or services provided hereunder in accordance with the terms and conditions of this contract; providing direction to the contractor which clarifies the contractor effort; fills in details or otherwise serves to accomplish the contractual Scope of Work; evaluating performance; and certifying all invoices/vouchers for acceptance of the supplies or services furnished for payment.
(c) The COR does not have the authority to alter the contractor’s obligations under the contract, and/or modify any of the expressed terms, conditions, specifications, or cost of the agreement. If as a result of technical discussions it is desirable to alter/change contractual obligations or the Scope of Work, the Contracting Officer shall issue such changes.
(D) Only the following individual is authorized to materially modify any terms and/or conditions of this contract or to request additional services:

A.1.11. INSTITUTION SECURITY: Prospective Contractor staff member who provides on-site services will be required to comply with the following security investigative procedures prior to initiating performance:
(1) National Crime Information Center (NCIC) check;
(2) DOJ-99 (name check);
(3) FD-258 (fingerprint check);
(4) Law Enforcement Agency checks;
(5) Vouchering of Employers;
(6) Resume/Personal Qualifications;
(7) OPM-329-A (Authority for Release of Information); and
(8) National Agency Check and Inquiries (NACI) check (if applicable).
Prospective Contractors are advised that security background investigative procedures normally take six to eight weeks to complete when they submit the required information to the FBOP in a timely manner.
Prospective Contractors are advised during the solicitation or quotation phase that a urinalysis test is required (for detection of marijuana and other drug usage). If the proposed contract is with a company and the individual(s) assigned to perform the work test(s) positive, the individual(s) shall be excluded from performing the contract and the Contractor shall provide acceptable replacement personnel subject to the same security requirements.
Prospective Contractors and/or Contractor Staff must satisfactorily complete all FBOP security background clearance prior to being accepted by the FBOP for performance of contract services. Under no circumstances shall contractor staff be allowed to perform contractual services prior to satisfactorily completing all subject requirements.
Once Contractor staff performing on-site services satisfactorily complete the required security background procedures, they shall be required to attend/complete a four-hour security orientation program prior to performing on-site services. Thereafter, each instructor shall be required to repeat the four-hour security training on an annual basis.
Once initial training is completed, all instructors providing on-site services will be required to comply with all applicable Federal Bureau of Prisons security policies and procedures. Instructors shall be escorted at all times by FCI/FPC staff, and shall not be responsible for supervising or managing inmates. The Contractor shall be responsible for any reimbursement of their staff for attendance of this training.
A.1.12. SUBMISSION OF QUOTES: Contractor shall submit the following information in detail for this solicitation:
* Price per Certificate Program, based on an estimated six courses per year, for the Base Year, Option Years and 6 Month Optional Period.
- Interested parties must address instances of past performance problems in referenced contracts and explain how these problems were resolved. Failure to satisfactorily explain past performance problems will have an adverse effect on the past performance evaluation.
- Interested parties should submit information on any awards or commendations received regarding their past performance as these could have a positive effect on the past performance evaluation.
- Adverse past performance information identified during the initial evaluation, which concerns referenced contracts and/or contracts identified by other sources (Past Performance Information Retrieval System), will be revealed to the quoter if the adverse information might affect the quoter’s competitive standing. The quoter will be afforded the opportunity to rebut such information before an award without discussions is made and/or the competitive range is established - when applicable.
(Please understand that the above past performance information being requested is to determine responsibility of vendor only. It is not an evaluation criterion for award. All quotes will be evaluated solely based on price and price alone.)
* A proposed schedule of courses with class dates/times, program start/end dates and drop/add dates for each program.
* A narrative to address experience, qualifications and reference past performance on past/current Federal Government contracts
A.1.13. ATTIRE: The contractor is expected to wear professional clothing while on duty. The attire worn shall also be appropriate for the correctional environment in which the contract employee will be performing.
A.1.14. NON-PERSONAL SERVICES: The service is a contractual arrangement and not a personnel appointment. Payment is based on the provision of an end product or the accomplishment of a specific result. The service does not constitute an employer/employee relationship. The contractor will not be subject to Government supervision, except for security related matters. However, contractor performance shall be monitored.
