Dear Offeror:

Federal Correctional Institute (FCI), Miami, Florida, is soliciting quotations under RFQP03092400012 to provide bread items to our institution. Enclosed, a solicitation package prepared by the Contracting Office with all the necessary information for submitting a request for quote evaluation.

In submitting the Request for Quote, offerors should consider all information provided herein. Please carefully follow all instructions located in the solicitation package concerning the content, format and submission of your quote.

All potential offerors are advised that this solicitation includes the clause FAR 52.212-4 (Oct 2003) for Commercial Items. This clause requires all contractors doing business with the Federal Government after September 30, 2003, be registered in the SAM database. Offers should include their Unique Entity ID with their offers. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardee’s Unique Entity ID into the SAM database. As of January 1, 2005, all potential offerors are required to complete the annual representations and certifications electronically via the On-line Representations and Certifications Application (ORCA), which should be completed at http://orca.bpn.gov. This information is included in this solicitation in the provision FAR 52.212-1 (Jan 2005) Instructions to Offerors - Commercial Items. Once you have completed the ORCA requirement, you are no longer required to submit 52.212-3 Offeror Representations and Certifications with your quote.

Failure to complete either of these registration procedures outlined in this solicitation, may result in elimination from consideration for award.

• QUOTE ONLY on Items that Meet the REQUIRED SPECIFICATIONS as provided.

• Quotes will be evaluated by Lowest Bid, Items that Meet the Required Specifications, and Past Performance.

• Quotations must be received in UNISON MARKETPLACE no later than May 30, 2024

@ 10:00 A.M. EST.

• Please do NOT mail your responses. Please do not submit quotes to any location other the one listed above. Quotes received after the deadline will not be considered.

• Items must be received within 30 days of ARO. Failure to deliver within the specified date range may result in awarding to the next lowest vendor.

• There are 13 deliveries per quarter.

• Food Service Administration will place the orders once a week base on the need of the institution.

• The first delivery of awarded items is for Tuesday, July 2, 2024. Failure to deliver within the specified date range may result in awarding to the next lowest vendor.

Product Samples - 52.212-1(d) – FCI Miami Food Service may request:

• Product Samples – FCI Miami may request product samples at or prior to the time specified for receipt of offers. These samples shall be submitted at no expense to the Government, and returned at the sender’s request and expense, unless they are destroyed during pre-award testing. Samples should be of 6 serving sizes, label, and lot number of the product.
