RFQP03061300008 Document Clerk-MDC Guaynabo, PR Questions and Answers (in bold)

1. On Attachment I Page 1 of 3, Paragraph D Schedule, it states that ‘Sessions are not to exceed 30 hours per week’ and it also states ‘not to exceed 1440 sessions per year’. Was wondering if that was set in stone or if that can be adjusted to 40 hours a week. Due to the way we’re structured, 40 hours a week/1880 hours a year would constitute a full-time employee, but any less, the employee would only be considered Part-Time and would not be able to participate in our benefits program. If not, then that is fine, the person would just be considered Part Time. The needs of the institution are 1440 sessions per year not to exceed 30 hrs per week. This is not meant to be a full-time contractor.

2. Also, it states that ‘the contractor must provide a replacement if the individual performing the service is not available’. Could the verbiage be adjusted on this one? I know that with certain situations, this would be applicable, like in the case of an expectant mother or a person undergoing surgery, but would this apply for situations where a person is just out sick for a day? The reason I ask is because it is difficult to keep part-time employees on-call on an as-need basis if you rarely call them. Unless you have 2 Part time employees and one works Monday Wednesday and the other works Tuesday Thursday, then this type of situation could work, but will 2 part time candidates even be considered for a proposal? It is understood that someone may call in sick, etc. The purpose of this verbiage is if performance cannot be done by an individual due to performance issues, extended medical, etc. It is expected that if this happens, a qualified person would be supplied as a replacement to continue performance under the contract. The intention is not to have a bunch of people go through the clearance process, just in case they are needed. That is not reasonable for either party.

3. Is this an existing contract or a new effort? There is an existing contract with a base year and four option years that were exercised.

4. If it is an existing contract, who has the contract and what is the contract number and amount? DJBP030605067 $84,960.00 total for all five years.

5. If this is an current contract, would it be possible to get the name and the email address of the individual presently performing the duties of the job? The contract was awarded to an individual: Joel Pantajo Rivera, HC-91 Bos, 9511 Pampanos, Vega Alta, Puerto Rico 00692.

6. If this is a current effort, is the agency satisfied with the individual currently performing the duties? Yes

7. Would a POC from the company need to be physically present for meetings to discuss contract items or will telecom/conference calls suffice? Our headquarters is located in the DC Metro area. Thanks again for your time. No, as long as a representative is available to discuss issues, they would not have to be physically present.
